A transaction costs-based model to choose PPP procurement procedures
Purpose – The purpose of this paper is to develop a decision model for choosing the tendering procedure in PPP that minimizes the transaction costs borne by the public sector. Design/methodology/approach – A conceptual model that relates the procurement procedures described in the EU legal framework to launch PPPs and the transaction costs, considering the level of information managed by each procurement procedure has been developed. The authors use this conceptual model to develop propositions about the impact that specific project- and country-related factors have on the choice of the procurement procedure that minimizes the transaction costs. Findings – The application of the proposed model to the case of the Italian highway “Cispadana” shows its usefulness in orienting the public authority’s choice between the different tendering procedures, taking into account project- and country-related factors. Research limitations/implications – The present study fills the gap existing in the literature on transaction costs of PPP projects and the procurement procedure used to launch those projects by developing a model that relates the level of transaction costs with a set of key factors, namely the level of information managed during the tendering process, the number of bidders, the project size, the project complexity, and the institutional environment. Practical implications – As for practitioners, the main contribution of this study lies in offering a tool for supporting the public authority in the decision-making process about the tendering procedures in PPPs without imposing the selection of a specific procedure. Originality/value – The approach developed provides a new tool to support the contracting authority in the design and choice of the tendering procedures in PPP.
Current Issues of Evaluating the Effectiveness of Public Procurement
Public procurement under the contract system plays an important role in the development of the country's economy. The volume of state ownership and the volume of public procurement are impressive in their scale. Within the framework of the contract system, one of the priority goals is to increase the efficiency of state and municipal procurement. This article analyzes the existing indicators of the effectiveness of state and municipal procurement and provides recommendations for expanding the range of these indicators. La contratación pública bajo el sistema de contratos juega un papel importante en el desarrollo de la economía del país. El volumen de propiedad estatal y el volumen de contratación pública son impresionantes en su escala. En el marco del sistema de contratos, uno de los objetivos prioritarios es aumentar la eficiencia de las adquisiciones estatales y municipales. Este artículo analiza los indicadores existentes de efectividad de las adquisiciones estatales y municipales y brinda recomendaciones para ampliar la gama de estos indicadores.
Operating Theater Nurses’ Main Concerns During Organ Procurement Procedures: A Grounded Theory Study
The purpose of this study was to explore the experiences of perioperative nurses in Sweden (ie, operating theater nurses) associated with caring for a donor patient during organ procurement procedures. We sought to determine the nurses’ main concerns and how they dealt with them. Using constructivist grounded theory methodology, our participant sample included 10 nurses, one of whom self‐identified as male. The average age of the participants was 51.8 years (range = 38 to 63 years). After interviewing the participants and coding their responses, we developed the core category of optimum organ procurement. The generated grounded theory comprises four main categories: brace oneself, facilitate, procurement, and completion. Commitment is the force that binds the perioperative nurse to a course of action. This theory may help guide a team‐based approach to prepare nurses to care for donor patients with dignity and respect during procurement procedures.
Influence of the Public Procurement Procedure Type on the Duration of Public Procurement
This study analyses how important is the influence of the procedure type and a number of received bids on the duration of the public procedure process. Efficiency and speed of public procurement process diminish inventory turnaround times, direct and indirect costs of procurement, hastens and improves manageability of core processes in the organizations obliged to the public procurement process. Our study focuses on the quantitative analysis of the influence of the procedural public procurement framework mostly determined by the central government and describes potential other factors of efficiency which can be influenced at the local level. Dataset was obtained from the Public Procurement Office of Serbia, and it included 42,850 cases of public procurement after the correction of missing and “dirty” data. Using statistical methods we have presented two linear models, where the type of procedure and number of received bids account for roughly 23% of the variability in the dependent variable. This paper provides suggestions for improvement of efficiency of public procurement, as well as for data that needs to be tracked to develop more comprehensive, accurate and reliable prediction model of the duration of the public procurement process. V študiji proučujemo, kako pomemben je vpliv vrste postopka in števila prejetih ponudb na trajanje procesa javnega naročanja. Učinkovitost in hitrost procesa javnega naročanja skrajšujeta čas obnove inventarja, neposredne in posredne stroške naročanja in pospešujeta in izboljšujeta obvladljivost temeljnih procesov v organizacijah, ki so zavezane k izvajanju procesa javnega naročanja. V študiji se osredotočamo na kvantitativno analizo vpliva postopkovnega okvira javnega naročanja, ki ga večinoma določa centralna raven upravljanja, in opisujemo druge potencialne dejavnike učinkovitosti, na katere se lahko vpliva na lokalni ravni. Nabor podatkov smo prejeli od urada za javna naročila v Srbiji. Vsebuje 42.850 primerov javnih naročil po popravku manjkajočih in »umazanih« podatkov. S statističnimi metodami smo predstavili dva linearna modela, kjer vrsta postopka in število prejetih ponudb predstavljata približno 23 % spremenljivosti v odvisni spremenljivki. V prispevku so podana priporočila za izboljšave učinkovitosti javnega naročanja ter za podatke, ki jim je treba slediti, da se lahko razvije bolj izčrpen, natančen in zanesljiv napovedni model trajanja procesa javnega naročanja.
Risks in the Drug Procurement System: Current Issues
The public procurement segment is one of the components of the pharmaceutical market in Russia. Procurement of medicines and medical devices is the top sector of public procurement, both in terms of their number and the amount of contracts concluded. The procedure for concluding state contracts itself is spelled out in sufficient detail in the regulatory documents, but, despite this, risks may arise when concluding a state contract both for a potential applicant for a state order and for a state customer. The purpose of the study is to determine the possible risks when concluding a state contract of a healthcare institution for medicines and medical devices and ways to reduce them. El segmento de contratación pública es uno de los componentes del mercado farmacéutico en Rusia. La adquisición de medicamentos y dispositivos médicos es el principal sector de la contratación pública, tanto por su número como por la cantidad de contratos celebrados. El procedimiento para concluir contratos estatales en sí mismo se detalla con suficiente detalle en los documentos reglamentarios, pero, a pesar de esto, pueden surgir riesgos al concluir un contrato estatal tanto para un solicitante potencial de una orden estatal como para un cliente estatal. El propósito del estudio es determinar los posibles riesgos al concluir un contrato estatal de una institución de salud para medicamentos y dispositivos médicos y las formas de reducirlos
Analysis of Public Procurement of Medicines in Russia
One of the main components of the drug supply of the country's population with medicines is public procurement, which at the legislative level implements the principle of universal access to medical care and guarantees the quality of medical services provided. The authors analyzed the system of public procurement of medicines in Russia: the main sources of financing, customers and suppliers, territorial distribution, structure of methods of placing state orders are determined. Uno de los principales componentes de la oferta de medicamentos de la población del país es la contratación pública, que a nivel legislativo implementa el principio de acceso universal a la atención médica y garantiza la calidad de los servicios médicos brindados. Los autores analizaron el sistema de contratación pública de medicamentos en Rusia: se determinan las principales fuentes de financiación, clientes y proveedores, distribución territorial, estructura de los métodos de realización de pedidos estatales.
The role of procurement procedures in environmental management: A case study of classified hotels in Mombasa County, Kenya
This paper sought to examine the role of procurement procedures on environmental management. It adopted a cross-sectional descriptive research design that involved collecting and analyzing data of observations about the role of procurement practices on environmental management from a representative sample of managerial staff of classified hotels in Mombasa County, Kenya. The data collected was primary data. It was collected from staff in 69 hotels in Mombasa County, Kenya. The research used stratified random sampling technique where the employees were categorised into seven strata of general/assistant managers, food and beverage managers, executive chef, procurement officers, maintenance managers, receiving managers and housekeepers. From each of the stratum, a random sample was identified. The study employed Yamane’s formula to determine the sample size. The study determined that procurement procedures influenced environmental management. The study also determined that some of the procurement procedures were perceived to have a greater influence than others. The most influential procurement procedure on environmental management is tendering adverts that attract suppliers offering environmentally friendly products, while the least influential is assessing the impact of suppliers on the environment prior to purchasing.
Economic aspects of public procurement parameters in tertiary education sector
Public procurement is a very important area of competitiveness development of the countries. Significant public sector financial resources are allocated through public procurement. Over the last decade, there has been a growing demand for an investigation of the efficiency ofpublic procurement processes. In the research studies, analyses focusing on methodological aspects, efficiency assessment models, economic and transaction costs and other economic parameters in relation to public procurement have begun to appear gradually. Their importance has increased in the recent period, especially in the era associated with a lack of financial resources in the economic and social spheres. A correct determination of the mechanisms ensuring the implementation of transparent competition is able to allow improvement of competitive environment. Such aspects prompt this study, which is aimed at examination of the selected parameters of public procurement in the tertiary education sector and their impact on the final cost of the public procurement contract. There are no such sectoral analyses within the national environments, making it difficult to create an international comparative basis. The aim of the paper is to investigate the impact of the selected public procurement parameters on the final price. These parameters are subcontractor participation, European funds funding, usage of electronic auction, type of procured item, and procurement procedure. Besides these ones, public procurement processes also influence the final price. Approximately, a share of 95 % from the expected price is reflected in the final price, whilst a mean regression coefficient of the number of offers reaches a level of -17499.07 in the year 2017. The outcome of the analysis can help the procurers to identify the behavior of public procurement and to confirm or disprove the significance of the parameters that are examined using the quantitative methods. The results of this analysis are beneficial for national policymakers as well as national and international benchmarking.
Indo-US Defence Industry Cooperation
The defence industrial cooperation is a clear missing link in an otherwise expanding strategic relationship between India and the US. The one-way defence trade is not only out of sync with India’s traditional demand for technology transfer and license production from its arms suppliers, but is also contrary to Make in India initiative of the Indian government. It is, therefore, imperative for New Delhi in particular to find an industrial solution to its increasing yet skewed defence trade relationship with the Washington. Besides demanding industrial benefits from all possible defence deals with the US in the future, New Delhi has to do a few more things to deepen the industry-to-industry cooperation with the US. Among others, it has to use its defence offset policy carefully to facilitate greater military-specific technology transfers for its industry; and at the same time lay a strong foundation for a robust in-house industrial base which can receive and absorb all such transfers.
Comparative Analysis of the Characteristics of Public Procurement Systems in Germany, France and Romania
In public procurement, an important role is played by the analysis of the way public procurement takes place in other European Union (EU) countries. Although public procurement in EU Member States are governed by the same general rules established by a series of Directives that Member States have to transpose into national law, there are a number of significant differences and characteristics between public procurement systems. These differences are very important as they can lead to the identification and adoption of measures that can generate a number of effects, such as: increasing the efficiency of the use of budget funds, reducing the time of a procurement procedure, reducing the number of complaints, increasing the number of tenderers that participate in procurement procedures, encouraging the participation in procedures of small and medium enterprises, etc. The article describes an analysis of the main features ofpublic procurement in the two most important EU member states, namely Germany and France, which are analysed in comparison with the public procurement system in Romania.
