Handbook on theories of governance
\"In the past two decades, governance theories have arisen semi-independently across multiple disciplines. In law and regulation, planning, democratic theory, economics, public management, and international relations, among other disciplines, scholars have sought to describe new strategies of governing. As a result, the term 'governance' is one of the most frequently used social science concepts in the world. Perspectives on New Public Governance: A Term Worth Legitimizing?
Purpose: New Public Governance (NPG) has gained significant attention in the public management literature, yet its precise nature and legitimacy re­main unclear. This study assesses the status of NPG and examines whether its legitimacy as a concept, theory or paradigm has been established. Design/Methodology/Approach: A two-pronged methodological ap­proach is employed: the first prong comprises a thematic-realist review of legitimacy theory, situated in relation to the literature on NPG theo­ry legitimacy; the second entails a bibliometric analysis, conducted as a semi-systematic literature review, to trace its scientific impact. The study explores whether the term ‘NPG’ indicates potential for practical appli­cation, the direction of its development and its classification within the ‘concept–theory–paradigm’ framework. Findings: The research concludes that NPG is a distinct, contemporary strand with its own characteristics and potential for theoretical develop­ment. However, scientific clarity within the ‘concept-theory-paradigm’ triad has not yet been achieved, necessitating further research. Academic contribution to the field: This study fills a research gap by po­sitioning NPG within public management and assessing its potential for further substantive development. It contributes to discussions on the le­gitimacy and trajectory of NPG as an evolving framework. Originality/Significance/Value: This is the first study to comprehensively assess whether NPG can progress towards becoming a fully established theoretical framework in public management. The findings encourage further scholarly exploration and conceptual development in this field. Namen: Novo javno upravljanje (NJU) v literaturi o javnem menedžmentu uživa veliko pozor-nost, vendar sta njegova natančna narava in legitim­nost še vedno nejasni. Članek ocenjuje status NJU in preučuje, ali je nje­gova legitimnost kot koncept, teorija ali paradigma že vzpostavljena. Zasnova/metodologija/pristop: Uporabljena je dvotirna metodologi­ja: (1) tematsko-realistični pregled teorije legitimnosti, postavljen ob bok literaturi o legitimnosti teorije NJU; ter (2) bibliometrična analiza (polsistematični pregled literature), ki sledi znanstvenemu vplivu NJU. Članek raziskuje, ali izraz »NJU« nakazuje potencial za praktično uporabo, smer njegovega razvoja in njegovo umeščanje v okvir »koncept-teorija-paradigma«. Ugotovitve: Članek ugotavlja, da je NJU samostojna, sodobna usmeritev z lastnimi značilnostmi in potencialom za teoretični razvoj. Vendar znanst­vena jasnost znotraj triade »koncept-teorija-paradigma« še ni dosežena, zato je potrebno nadaljnje raziskovanje. Prispevek k stroki: Članek zapolnjuje vrzel v raziskavah, saj umešča NJU v javni menedžment in ocenjuje njegov potencial za nadaljnji vsebinski raz­voj. Prispeva k razpravam o legitimnosti in razvoju NJU kot razvijajočega se okvira. Izvirnost/pomen/vrednost: To je prva študija, ki celovito ocenjuje, ali lahko NJU napreduje do popolnoma uveljavljenega teoretičnega okvira v javnem menedžmentu. Ugotovitve spodbujajo nadaljnje akademsko raziskovanje in konceptualni razvoj na tem področju.
The Impact of Public Governance on Fiscal Pressure in Selected Emerging Countries
The purpose of our article is to assess the effect of diverse indicators pertaining to government quality and risk on fiscal pressure. The analysis focuses on 14 emerging countries in the European Union from 2002 to 2020. The results reveal that public governance indicators account for 51 percent of the variance in fiscal pressure, with the quality of regulations, corruption, and rule of law indicators having the most significant impact. This empirical study addresses an essential concern for policymakers, specifically the quality of public governance and its subsequent influence on fiscal pressure, with direct repercussions on the lives of citizens.

Modes of Public Governance: A Typology Toward a Conceptual Modeling
This article defines public governance as the overall process of decision-making and implementation in solving public problems in a country, where public agencies or institutions initiate the process or are at least partially involved in the process. Under this definition, public governance can be classified into three modes according to the outcome: legal governance, performance-based governance, and consensus-oriented governance. Legal governance is a mode of governance close to Max Weber’s bureaucracy. Performance-based governance has focuses on how effectively and/or efficiently policy goals are achieved through decision-making and implementation. Finally, consensus-oriented governance is a mode of governance that calls for a political process to deal with various and conflicting interests. These three modes are different in terms of: who decides; the role of bureaucrats; the methods of decision making; and the nature of the interactions among actors. The critical factors that have a significant impact on the outcome of governance vary with each mode. Although in the real world, these three modes are often mixed and interrelated, it is necessary to distinguish them because it helps systematically analyze the phenomenon of governance. These three modes are particularly useful for understanding and analyzing the reality of governance in Korea and developing countries.

Understanding Differences between Equal Public Governance Models
Public administrations try to address changes in societies with various styles through various reforms based on different governance models, which are frequently transformed into domestic frames regardless of local specifics. The need for a tool with which the ideal types of governance models could be accommodated with national goals is, in times of increasing complexity, more and more relevant. As data as such are produced through numerous predispositions, the article proposes Ashby’s variety to capture the latter, through which it is possible to get closer to a successful administration of goals. On the other hand, Douglas’s grid and group model, Miles et al.’s organisational strategy, structure and process, and Hofstede’s cultural dimensions are used for the identification of needs. Even though public bodies are aware of the impact that culture/values has/have on models of public administration, countries base their decisions on it/them only indirectly. This article emphasises that certain values should be directly included in the governance models in accordance with their cultural backgrounds. The latter are always present in decisions’ predispositions (from which decisions obtain their frames and weights), and a successful administrator should not disregard them.   
Public Sector Reform from the Post-New Public Management Perspective: Review and Bibliometric Analysis
The aim of this article is to evaluate the impact of public sector reform on academic literature from the post-NPM perspective. There have been several investigations into post-NPM public governance models and their impact on public sector reform. Yet, the research problem faced when analysing post-NPM literature is the lack of studies examining the multitude of possible public governance models (PGM) with sufficient comprehensiveness, especially in Central and Eastern European (CEE) states. In order to effectively address the research problem, a bibliometric analysis was performed, following three objectives: (i) an investigation into the evolution of PGM literature, (ii) identification of the core publications and authors based on publication frequency, and (iii) a citation network analysis (a historiograph), indicating the relations among the most-cited publications. It involved the identification of 16,374 publications in the Web of Science database, narrowed down to the 100 most cited between 1994 and 2017, and the application of the HistCite bibliometric analysis software, covering descriptive statistics, bibliometric indicators, and historiographic citation analysis. The research results reveal a growing research interest in the topic, as supported by bibliometric indicators. In addition, important differences as regards coverage and diffusion of individual post-NPM models are indicated. Namely, most publications focus on the ‘governance’ paradigm and subsequent critical rethinking, as indicated by several post-NPM modernisation proposals. Furthermore, we have shown that such evaluation of governance and related doctrines may be biased in favour of subjective, pluralistic Western ideas about governance, presumably limiting their impact within the CEE and several other regions. Hence, the regions’ particularities in terms of governance (post-socialism, Rechtsstaat culture, EU membership, small states, etc.) must be further taken into account in the post-NPM literature.
