Information Asymmetry and the Ex Ante Impact of Public Disclosure Quality on Price Efficiency and the Cost of Capital: Evidence from a Laboratory Market

This paper examines the ex ante effects of public information quality on market prices and how such effects vary with information asymmetry among traders in a two-period experimental market. We vary public information quality by changing its precision and information asymmetry among traders by varying the distribution of private signals. We find high-quality public disclosure leads to increased price efficiency and decreased cost of capital in the pre-announcement period when information asymmetry is high. The impending high-quality public information increases the competition among informed traders, which leads prices to impound more private information and alleviates the adverse selection problems facing uninformed traders. Our study suggests building a high-quality public information environment (e.g., by adopting high-quality accounting standards or committing to transparent disclosure policies) would likely provide ex ante benefits for firms with significant adverse selection among traders.

Media coverage and location choice

Emphasizing the importance of informed location choice, prior strategy research has examined how private information about locations affects foreign direct investment. Publicly available media information has received little attention, however, perhaps because its impact on location choice is expected to be trivial. This study examines the relationship between the extent of a location's media coverage and the number of entering foreign firms in Russia, using a novel instrumental variable for media coverage, a major anniversary of a city's establishment date. The results suggest that extensive foreign media coverage of a city increases the number of foreign entrants. This effect is stronger for firms with less private information about Russian cities; i.e., more socially and geographically distant firms and foreign entrepreneurs.

This study aims to investigate the application of the Global Fishing Watch System as a potential breakthrough in the fight against illegal fishing and fishing that is not reported or regulated. This study utilized a socio-legal method by investigating the legal norms contained within legislation relating to the disclosure of public information and conducting interviews with actors from the fishing business. The findings of this investigation indicate that there is a requirement for government regulations to be able to remedy infractions in the fishing industry by making allowances for information technology. The Global Fishing Watch System is a piece of information technology that may be utilized, and it is open to the community for anyone to access. On the other hand, this goes against letter d of Article 17 of Law No. 14 of 2008, which states that information regarding Indonesia's natural resources cannot be disclosed to the general public. Consequently, the Global Fishing Watch System requires additional research before it can be put into effect effectively.

This volume—a collaborative work between the World Bank's Global Governance Practice and a team of researchers working with the Korean Development Institute—is dedicated to the proposition that there is much that can be learned from a careful and nuanced assessment of Korea's experience with e-governance. It seeks to draw lessons both from the large reservoir of experience as to what has worked, as well as the more limited and isolated examples of what has not. In particular, it seeks to achieve two objectives. The first is to accurately understand, capture and distill the key dimensions of Korea's e-governance experience so that it can be properly understood and appreciated. Towards this end, some of the world's leading experts on Korea's e-governance experience have been engaged in its preparation, and their conclusions have been carefully vetted and reviewed by other leading scholars of the role of IT systems within government. The goal is to avoid flip generalizations or characterizations, such as \"political will is important\" or \"it is important to embed e-governance within a broader strategy to develop a domestic IT industry,\" but to truly understand the complex interplay between differing political, economic and bureaucratic interests and how they shaped decisions about developing the technological and human infrastructure that would support Korea's successful thrust to be the world's leading nation in this area. The second is to ponder the lessons learned and what did and did not work from Korea's experience for other developing countries seeking to strengthen the role of information technology within their public sectors.
