Internet Usage, Government Trust, and Participation of Informal Workers in Employee Public Pension Scheme
Incorporating more informal workers into the employee public pension scheme (EPPS) is a crucial component of building a high-quality employment security system in China. This study, based on data from the China Family Panel Studies (CFPS) for the years 2014, 2016, and 2018, empirically analyzes the impact of Internet usage on the participation of informal workers in the EPPS. The research finds that informal workers significantly increase the possibility of participation in the EPPS through the Internet usage. This positive effect remains significant even after a series of robustness tests. Heterogeneity analyses argue that informal workers with higher educational level are more likely to participate in employee public pension scheme through the Internet Usage than informal workers with lower educational level. Mechanism analysis suggests that informal workers significantly raise their government trust through the Internet usage, thereby promoting their participation in the EPPS. Based on the empirical results, the following policy recommendations are proposed: government should further utilize the Internet to streamline online enrollment procedures, reducing the time costs for informal workers to participate in the EPPS. Additionally, the government should actively engage with the public through the Internet to enhance its image and deepen the level of government trust of informal workers, thereby increasing their motivation to participate in the EPPS.
Adequacy of Retirement Income after Pension Reforms in Central, Eastern and Southern Europe
All countries in the former transition economies of Central, Eastern, and Southern Europe have undertaken public pension reforms of varying depth and orientation, often with the support of the World Bank. Although the reformed public pension schemes provide broad benefit adequacy, in most cases additional measures are needed to achieve fiscal sustainability in an aging society. 'Adequacy of Retirement Income after Pension Reforms in Central, Eastern, and Southern Europe: Eight Country Studies' assesses the benefit adequacy of the reformed pension systems for eight countries—Bulgaria, the Czech Republic, Croatia, Hungary, Poland, Romania, the Slovak Republic, and Slovenia—to identify policy gaps and options. The authors identify the motivations for reform against the backdrop of the trend toward multi-pillar arrangements, document key provisions, and compare them in the context of the World Bank's five-pillar paradigm for pension reform. They then evaluate the sustainability and adequacy of reformed pension systems and provide recommendations to address gaps and take advantage of opportunities for further reforms. The case studies and summary suggest the following broad policy conclusions: • Fiscal sustainability has improved in most study countries, but few are fully prepared for the inevitability of population aging. • The linkage between contributions and benefits has been strengthened, and pension system designs are better suited to market conditions • Levels of income replacement are generally adequate for all but some categories of workers (including those with intermittent formal sector employment or low lifetime wages), and addressing their needs requires initiatives that go beyond pension policy. • Further reforms should focus on extending labor force participation by the elderly to avoid benefit cuts that could undermine adequacy and very high contribution rates that could discourage formal sector employment. • More decisive financial market reforms are needed for funded provisions to deliver on the expectations of participants and keep funded pensions safe. This book will be of interest to policy makers, researchers, and everyone interested in the topic of pensions in the region, and beyond.
A Selected Survey of Game Theory Models with Government Schemes to Support Circular Economy Systems
This paper reviews the public schemes and mechanisms available for firms to activate and successfully organize circular economy settings. Because of the nature of such negotiated incentives, we focus this survey on game theory models and emphasize three main fields: (1) analysis of public schemes proposed by governments to sponsor the formation of circular economy systems; (2) investigation of government actions in sponsoring these schemes, which can either be active or passive; and (3) analysis of circular economy options used in game theory with government interventions, linked to the waste pyramid framework. Within these fields, we identify six research gaps that future research can address to contribute to this domain’s knowledge. Furthermore, by crossing these three dimensions, we derive 200 possible fields that can be populated with future research and emphasize the ones that require more contributions from researchers in the future.
Old Age Support in Urban China: The Role of Pension Schemes, Self-Support Ability and Intergenerational Assistance
With the aim of probing into the life satisfaction of retired urban elderly in China with respect to old age support systems, this study examines the effect of pension reform with its existing inequalities across demographic and social groups on the life satisfaction of retired urban residents. The complementary role of intergenerational assistance and self-support on the life satisfaction of beneficiaries and non-beneficiaries of the pension scheme was analyzed using an ordered logit regression model with 2015 national representative data from China’s Health and Retirement Longitudinal Survey. Our sample consists of a cross-sectional data set of 3815 retired urban elderly aged 60 and above. The empirical results depict that though enjoying benefits from the public pension scheme generally enhances life satisfaction, beneficiaries of the Government and Institution Pension and Enterprise Employee Basic Pension are more advantaged than beneficiaries under the Urban-Rural Social Pension Scheme. The pension inequalities existing at provincial levels and across social groups such as gender and residence registration status also affect life satisfaction adversely. Women and rural ‘Hukou’ registered retired urban residents are at an apparent disadvantage. Getting financial and emotional support from children broadly improves life satisfaction. Non-beneficiaries of the public pension benefit more from the financial support of children than public pension beneficiaries. There is also a positive effect of cohabiting with children on life satisfaction when retired urban residents are single as compared to being married. Financial and physical self-support ability in forms of good health, home ownership and wealth management enhance life satisfaction significantly. However, largely, retired urban elderly have a higher life satisfaction when they are financially independent of children and are supported by state pension schemes. Our findings indicate that self-support ability of the elderly together with pension benefits are more effective in enhancing the life satisfaction of retired urban elderly in China. It is recommended that government institute policies to promote personal finance initiatives by the elderly while improving the pension scheme and reducing pension inequality.
Adequacy of retirement income after pension reforms in Central, Eastern, and Southern Europe
All of the former transition economies in Central, Eastern, and Southern Europe (CESE) inherited from the era of central planning traditional defined-benefit pension systems financed on a pay-as-you-go basis. Like many pay-as-you-go public pension systems elsewhere in the world, CESE pension systems were in need of reforms to address short-term fiscal imbalances and longer-term issues relating to population aging. Reforms were also needed to adjust benefit and contribution structures to meet the challenges of-as well as to take advantage of opportunities relating to the transition to a market economy, including the widespread adoption of multiplier designs with improved risk-sharing across funded and unfunded pillars. By 2006, most countries in Europe and Central Asia had introduced a voluntary private pension scheme. By 2008, 14 countries roughly half of all countries in the region had legislated mandatory private pension schemes, and all but one of those schemes (the one in Ukraine) had been introduced. These reforms shared a number of common objectives, in particular putting the systems on a sounder financial footing and better aligning them with the (very different) incentives of a market economy. This report is organized as follows. The first section discusses the motivation for reform across the eight countries included in the study against the backdrop of the regional (and global) trend toward multiplier pension arrangements. The second section summarizes the key provisions of the reformed systems in the eight countries within the World Bank's five-pillar framework for pension system design. The third section summarizes pension system performance against the two crucially important dimensions of adequacy and sustainability. The last section provides some policy recommendations for addressing gaps in reforms and taking advantage of further opportunities.
The effectiveness and choice of public pension scheme among Donglan county residents in China
Background China has made strides to achieve universal pension coverage through implementing the Public Pension Scheme for Urban and Rural Residents (PPSURR) program since 2014. This study explores the effectiveness of implementing the PPSURR in an impoverished county in China and investigates the determinants of residents’ choice on the contribution level of the PPSURR. Methodology Binary logit regression models were conducted using datasets extracted from the Chinese General Social Survey in 2021 and datasets collected through surveying 321 residents in Donglan county, China. Result The PPSURR is demonstrated to be effective in reducing coverage gap between urban and rural residents in Donglan county, indicating the feasibility to utilize administrative support and public policies (such as financial subsidies) to address the urban-rural disparity in pension coverage at the county-level. Our study also found that county residents who are rich, had higher education attainment and better understanding towards policies were more likely to participate in the PPSURR; insured residents with higher income and live in urban area were more likely to select a higher contribution level. Conclusion It’s urgent to gradually narrow benefits gap between urban and rural residents. Policy makers are suggested to offer more financial assistance for those from less wealthy backgrounds, promote public understanding towards related policies, and reduce the regional disparities.
Pension Reform, Financial Market Development, and Economic Growth: Preliminary Evidence from Chile
The Chilean pension reform of 1981, in which Chile moved from an unfunded to a funded scheme, is considered to have contributed to this country's excellent economic performance since the mid-1980s. The paper highlights the theoretical underpinnings of the claimed economic effects and presents empirical data and preliminary econometric testing of the conjectured growth, capital formation, and saving effects. The empirical evidence is consistent with most of the claims. In particular, the direct impact of financial market development on private saving is found to be negative, which underscores the importance of sound fiscal policy and public saving to support the transition.
Understanding global perspectives for the acceptance of community sanitation welfare schemes through a localised qualitative survey in Kho Nagorian, Jaipur, India
Community sanitation is a fundamental human right and need. Every year, as per the World Bank, total cost of providing sanitation services is estimated at around 114 billion USD per year. In India, Swachh Bharat Abhiyan (SBA), a public welfare scheme (PWS), is aimed at addressing community sanitation problems. Despite the successful implementation of SBA, local communities still practise open defaecation. To deduce the behavioural patterns governing communal toilet use, interviews were conducted with the local communities in the Kho Nagorian area of Jaipur, Rajasthan, India. This qualitative survey examined attitudes towards the construction of a toilet, awareness towards the SBA scheme, and the willingness to use excreta-based pit humus. The study then discusses the factors that increase the local community’s willingness to use these toilets. Results show that open defaecation is still prevalent in society. One way to foster the adoption of toilets is that the construction materials should mainly consist of local materials. As a recourse, places of worship could be used to influence people’s perception of hygiene. In addition, community toilets should be cleaned often as well. PWS should not be made accessible at no cost to prevent a sense of entitlement among the people. A small sum should be charged to increase social responsibility towards the PWS. Another way to curb open defaecation is to tap into the sense of entitlement by making effective use of social campaign programs. Further, cross-table analysis revealed that the locals were inclined to use a toilet if they have invested in it. Advertisements were found to be ineffective, and proposals were made to make them effective. These findings aid in understanding public perceptions and can guide the development of public policies. The findings also assist in making tax distribution decisions that reflect public concerns, attitudes, and values.
Sharing Sustainability: How Values and Ethics Matter in Consumers’ Adoption of Public Bicycle-Sharing Scheme
This study investigates the antecedents and mechanisms of consumers’ adoption of a public bicycle-sharing scheme (PBSS) as a form of shared sustainable consumption. Drawing on marketing ethics and sustainability literature, it argues that cultural and consumption values drive or deter the adoption of PBSS through the mediating mechanism of ethical evaluation. This study tests its hypotheses using a sample of 755 consumers from one of the largest PBSS programs in China. The results confirm the significance of collectivism, man-nature orientation, materialism, and face-consciousness as key determinants of the adoption of PBSS. Interestingly, these values play mixed roles in influencing PBSS adoption. It also finds that such values and beliefs need to be effectively translated into ethical evaluations of PBSS adoption, and need to be addressed in the specific social context. Thus, ethical evaluation constitutes a cognitive strategy that allows consumers to justify and defend their adoption of sustainability practices. The results suggest that a desirable sustainability program needs to not only cater to the cultural and psychological motivations of consumers, but also reflect the social norms and social context in which the sustainability practices and consumers are embedded.
