The formation of national party systems

Pradeep Chhibber and Ken Kollman rely on historical data spanning back to the eighteenth century from Canada, Great Britain, India, and the United States to revise our understanding of why a country's party system consists of national or regional parties. They demonstrate that the party systems in these four countries have been shaped by the authority granted to different levels of government. Departing from the conventional focus on social divisions or electoral rules in determining whether a party system will consist of national or regional parties, they argue instead that national party systems emerge when economic and political power resides with the national government. Regional parties thrive when authority in a nation-state rests with provincial or state governments. The success of political parties therefore depends on which level of government voters credit for policy outcomes. National political parties win votes during periods when political and economic authority rests with the national government, and lose votes to regional and provincial parties when political or economic authority gravitates to lower levels of government.
This is the first book to establish a link between federalism and the formation of national or regional party systems in a comparative context. It places contemporary party politics in the four examined countries in historical and comparative perspectives, and provides a compelling account of long-term changes in these countries. For example, the authors discover a surprising level of voting for minor parties in the United States before the 1930s. This calls into question the widespread notion that the United States has always had a two-party system. In fact, only recently has the two-party system become predominant.
Bankrupt representation and party system collapse

In recent decades, Bolivia, Colombia, Italy, and Venezuela have all faced the turmoil and democratic crisis of party system collapse. In Bankrupt Representation and Party System Collapse, Jana Morgan analyzes the causes of such collapse. She does so through a detailed examination of Venezuela's traumatic party system decay as well as comparative analysis of seven other countries. Collapse occurs when the party system as a whole is unable to provide adequate linkage between society and the state, failing to furnish programmatic representation, integration of major societal interests, or clientelist exchanges. Linkage decays when party systems face challenges that jeopardize their core strategies at the same time that they are constrained in their ability to adapt and to confront these threats. If this decay is unchecked and linkage of all sorts fails, then the bankrupt party system collapses.

Malaysia's 15th general election in November 2022 decisively ended the country's dominant-party system. What might take its place, however, remains hazy-how competitive, how polarized, how politically liberal, and how stable an order might emerge will take some time to become
clear. The opposition Pakatan Harapan (Alliance of Hope), having secured a plurality of seats, but with a sharply pronounced ethnic skew, formed a coalition government with the previously dominant, incumbent Barisan Nasional (National Front) and smaller, regional coalitions. This settlement
resolved an immediate impasse, but relied upon obfuscation of real programmatic, ideological, and identity differences, raising questions of longer-term durability or results. Examining this uncertainty, we broach three broad queries, with resonance well beyond Malaysia. First, we examine
the fragmentation and reconsolidation of Malaysian party politics to explore how party dominance transforms or collapses. Second, we explore the extent to which its dominant party defined or confirmed Malaysia as electoral- authoritarian, and whether we should still consider it so.Third, we
ask what possibilities Malaysia's apparent party-system deinstitutionalization opens up for structural reform beyond parties. Does the deterioration of that system-more than simply the previous dominant party's electoral loss-clear the way for more far-reaching liberalization?
All told, we find that Malaysia's incremental dismantling of its dominant-party system does not also spell the end of electoral authoritarianism. Party and party-system deinstitutionalization leave the system in flux, but illiberal reconsolidation is as plausible as progressive structural
reform.

Exploiting the Cracks: Wedge Issues in Multiparty Competition

This study examines the extent to which opposition parties engage in wedge-issue competition. The literature on wedge-issue competition has exclusively focused on the two-party system in the United States, arguing that wedge issues are the domain of opposition parties. This study argues that within multiparty systems opposition status is a necessary but not sufficient condition for wedge-issue competition. Since parties within multiparty systems compete in the wake of past and dawn of future coalition negotiations, parties that are regularly part of a coalition are not likely to exploit wedge issues as it could potentially jeopardize relationships with future coalition partners. Conversely, it is less risky for parties that have never been part of a government coalition to mobilize wedge issues. These theoretical propositions are empirically substantiated by examining the attention given to the European integration issue between 1984 and 2010 within 14 Western European countries, utilizing pooled time-series regressions.

The Speaker of the House of Representatives is the most powerful partisan figure in the contemporary U.S. Congress. How this came to be, and how the majority party in the House has made control of the speakership a routine matter, is far from straightforward.Fighting for the Speakershipprovides a comprehensive history of how Speakers have been elected in the U.S. House since 1789, arguing that the organizational politics of these elections were critical to the construction of mass political parties in America and laid the groundwork for the role they play in setting the agenda of Congress today.
Jeffery Jenkins and Charles Stewart show how the speakership began as a relatively weak office, and how votes for Speaker prior to the Civil War often favored regional interests over party loyalty. While struggle, contention, and deadlock over House organization were common in the antebellum era, such instability vanished with the outbreak of war, as the majority party became an \"organizational cartel\" capable of controlling with certainty the selection of the Speaker and other key House officers. This organizational cartel has survived Gilded Age partisan strife, Progressive Era challenge, and conservative coalition politics to guide speakership elections through the present day.Fighting for the Speakershipreveals how struggles over House organization prior to the Civil War were among the most consequential turning points in American political history.
Government Policies, New Voter Coalitions, and the Emergence of Ethnic Dimension in Party Systems

Conventional theories of ethnic politics argue that political entrepreneurs form ethnic parties where there is ethnic diversity. Yet empirical research finds that diversity is a weak predictor for the success of ethnic parties. When does ethnicity become a major element of party competition? Scholars have explained the emergence of an ethnic dimension in party systems as the result of institutions, mass organizations, and elite initiatives. But these factors can evolve in response to an emerging ethnic coalition of voters. The author advances a new theory: ethnic cleavages emerge when voters seek to form a parliamentary opposition to government policies that create grievances along ethnic identities. The theory is tested on rare cases of government policies in Prussia between 1848 and 1874 that aggrieved Catholics but were not based on existing policies or initiated by entrepreneurs to encourage ethnic competition. Using process tracing, case comparisons, and statistical analysis of electoral returns, the author shows that Catholics voted together when aggrieved by policies, regardless of the actions of political entrepreneurs. In contrast, when policies were neutral to Catholics, the Catholic party dissolved.

Categories are one of the primary ways by which people make sense of complex environments. For political environments, parties are especially useful categories. By simplifying political life, party categories enable people to make sense of politics. A fundamental characteristic of party categories is that they minimize perceived differences of members within a party (e.g., two Democrats) and maximize perceived differences between members of different parties (e.g., a Republican and a Democrat). In two‐party systems, politicians in leftist parties will often be perceived as highly differentiated from politicians in right‐wing parties. Yet, in multiparty systems there is greater complexity and potential for confusion since there are often multiple parties on the left and/or right. Spatial models of political competition predict that ideologically close neighboring parties will be perceived as similar, yet a categorical perspective holds that the public will perceive parties on the same side of the ideological divide to be dissimilar. In the present article, we review a research program investigating how political parties are treated as categories and present new data from seven democracies showing that people perceive parties to be highly differentiated regardless of where parties are located in ideological space.

Anti-System Parties Revisited: Concept Formation and Guidelines for Empirical Research

On the occasion of the fiftieth anniversary of the concept of anti-system party it is time to ask whether it enjoys good health in addition to longevity. Reflecting on what constitutes an anti-system party appears to be of unprecedented relevance, particularly in the light of the electoral success of populist parties such as the French Front National, the Five Star Movement in Italy and Syriza in Greece. This article highlights two crucial questions that remain unsolved if we follow existing conceptualizations: What are the boundaries of the concept? When does a party cease to be anti-system and how can it be reclassified thereafter? In order to overcome such limitations, this article develops a revisited concept of anti-system party and provides a set of guidelines for its empirical application. Furthermore, a novel typology capable of investigating the evolution of anti-system parties and classifying political parties in general is presented.

The Global Economics of European Populism: Growth Regimes and Party System Change in Europe (The Government and Opposition/Leonard Schapiro Lecture 2017)

The expanding literature on growth regimes has recently been applied to explain the growth of populist movements across the OECD. Such applications posit a stand-off between debtors and creditors as the core conflict that generates populism. While insightful, the theory has problems explaining why, in some European countries, such movements pre-date both the global financial crisis and the austerity measures that followed, factors that are commonly seen as causing the rise of populism. This article takes a different tack. It derives shifts in both political parties and party systems from the growth regime framework. In doing so it seeks to explain the evolution of the cartel form of party that dominated the political systems of Europe from the late 1990s through to the current period and why that form proved unable to respond meaningfully to both the financial crisis and the political crisis that followed it.

Political parties are the defining institutions of representative democracy and the darlings of political science. Their governing and electoral functions are among the chief concerns of the field. Yet most political theorists--including democratic theorists--ignore or disparage parties as grubby arenas of ambition, obstacles to meaningful political participation and deliberation.On the Side of the Angelsis a vigorous defense of the virtues of parties and partisanship, and their worth as a subject for political theory.
Nancy Rosenblum's account moves between political theory and political science, and she uses resources from both fields to outline an appreciation of parties and the moral distinctiveness of partisanship. She draws from the history of political thought and identifies the main lines of opposition to parties, as well as the rare but significant moments of appreciation. Rosenblum then sets forth her own theoretical appreciation of parties and partisanship. She discusses the achievement of parties in regulating rivalries, channeling political energies, and creating the lines of division that make pluralist politics meaningful. She defends \"partisan\" as a political identity over the much-vaunted status of \"independent,\" and she considers where contemporary democracies should draw the line in banning parties.
On the Side of the Angelsoffers an ethics of partisanship that speaks to questions of centrism, extremism, and polarization in American party politics. By rescuing parties from their status as orphans of political philosophy, Rosenblum fills a significant void in political and democratic theory.
