A randomized control trial evaluating the effects of police body-worn cameras
Police body-worn cameras (BWCs) have been widely promoted as a technological mechanism to improve policing and the perceived legitimacy of police and legal institutions, yet evidence of their effectiveness is limited. To estimate the effects of BWCs, we conducted a randomized controlled trial involving 2,224 Metropolitan Police Department officers in Washington, DC. Here we show that BWCs have very small and statistically insignificant effects on police use of force and civilian complaints, as well as other policing activities and judicial outcomes. These results suggest we should recalibrate our expectations of BWCs’ ability to induce large-scale behavioral changes in policing, particularly in contexts similar to Washington, DC.
A scalable empathic supervision intervention to mitigate recidivism from probation and parole
Incarceration is a pervasive issue in the United States that is enormously costly to families, communities, and society at large. The path from prison back to prison may depend on the relationship a person has with their probation or parole officer (PPO). If the relationship lacks appropriate care and trust, violations and recidivism (return to jail or prison) may be more likely to occur. Here, we test whether an “empathic supervision” intervention with PPOs—that aims to reduce collective blame against and promote empathy for the perspectives of adults on probation or parole (APPs)—can reduce rates of violations and recidivism. The intervention highlights the unreasonable expectation that all APPs will reoffend (collective blame) and the benefits of empathy—valuing APPs’ perspectives. Using both within-subject (monthly official records for 10 mo) and between-subject (treatment versus control) comparisons in a longitudinal study with PPOs in a large US city (NPPOs = 216; NAPPs =∼20,478), we find that the empathic supervision intervention reduced collective blame against APPs 10 mo postintervention and reduced between-subject violations and recidivism, a 13% reduction that would translate to less taxpayer costs if scaled. Together, these findings illustrate that very low-cost psychological interventions that target empathy in relationships can be cost effective and combat important societal outcomes in a lasting manner.
Fatal police violence by race and state in the USA, 1980–2019: a network meta-regression
The burden of fatal police violence is an urgent public health crisis in the USA. Mounting evidence shows that deaths at the hands of the police disproportionately impact people of certain races and ethnicities, pointing to systemic racism in policing. Recent high-profile killings by police in the USA have prompted calls for more extensive and public data reporting on police violence. This study examines the presence and extent of under-reporting of police violence in US Government-run vital registration data, offers a method for correcting under-reporting in these datasets, and presents revised estimates of deaths due to police violence in the USA. We compared data from the USA National Vital Statistics System (NVSS) to three non-governmental, open-source databases on police violence: Fatal Encounters, Mapping Police Violence, and The Counted. We extracted and standardised the age, sex, US state of death registration, year of death, and race and ethnicity (non-Hispanic White, non-Hispanic Black, non-Hispanic of other races, and Hispanic of any race) of each decedent for all data sources and used a network meta-regression to quantify the rate of under-reporting within the NVSS. Using these rates to inform correction factors, we provide adjusted estimates of deaths due to police violence for all states, ages, sexes, and racial and ethnic groups from 1980 to 2019 across the USA. Across all races and states in the USA, we estimate 30 800 deaths (95% uncertainty interval [UI] 30 300–31 300) from police violence between 1980 and 2018; this represents 17 100 more deaths (16 600–17 600) than reported by the NVSS. Over this time period, the age-standardised mortality rate due to police violence was highest in non-Hispanic Black people (0·69 [95% UI 0·67–0·71] per 100 000), followed by Hispanic people of any race (0·35 [0·34–0·36]), non-Hispanic White people (0·20 [0·19–0·20]), and non-Hispanic people of other races (0·15 [0·14– 0·16]). This variation is further affected by the decedent's sex and shows large discrepancies between states. Between 1980 and 2018, the NVSS did not report 55·5% (54·8–56·2) of all deaths attributable to police violence. When aggregating all races, the age-standardised mortality rate due to police violence was 0·25 (0·24–0·26) per 100 000 in the 1980s and 0·34 (0·34–0·35) per 100 000 in the 2010s, an increase of 38·4% (32·4–45·1) over the period of study. We found that more than half of all deaths due to police violence that we estimated in the USA from 1980 to 2018 were unreported in the NVSS. Compounding this, we found substantial differences in the age-standardised mortality rate due to police violence over time and by racial and ethnic groups within the USA. Proven public health intervention strategies are needed to address these systematic biases. State-level estimates allow for appropriate targeting of these strategies to address police violence and improve its reporting. Language from police body camera footage shows racial disparities in officer respect
Using footage from body-worn cameras, we analyze the respectfulness of police officer language toward white and black community members during routine traffic stops. We develop computational linguistic methods that extract levels of respect automatically from transcripts, informed by a thin-slicing study of participant ratings of officer utterances. We find that officers speak with consistently less respect toward black versus white community members, even after controlling for the race of the officer, the severity of the infraction, the location of the stop, and the outcome of the stop. Such disparities in common, everyday interactions between police and the communities they serve have important implications for procedural justice and the building of police–community trust.
A large-scale analysis of racial disparities in police stops across the United States
We assessed racial disparities in policing in the United States by compiling and analysing a dataset detailing nearly 100 million traffic stops conducted across the country. We found that black drivers were less likely to be stopped after sunset, when a ‘veil of darkness’ masks one’s race, suggesting bias in stop decisions. Furthermore, by examining the rate at which stopped drivers were searched and the likelihood that searches turned up contraband, we found evidence that the bar for searching black and Hispanic drivers was lower than that for searching white drivers. Finally, we found that legalization of recreational marijuana reduced the number of searches of white, black and Hispanic drivers—but the bar for searching black and Hispanic drivers was still lower than that for white drivers post-legalization. Our results indicate that police stops and search decisions suffer from persistent racial bias and point to the value of policy interventions to mitigate these disparities. Racial and ethnic disparities in fatal police shootings: Variation across U.S. states and the role of firearm ownership
Fatal police shooting rates vary greatly across U.S. states, and states with higher firearm ownership rates tend to have higher rates of police shootings. Yet, despite well-documented national racial and ethnic disparities in fatal police shootings, prior research has not established how much these disparities vary across states, nor whether firearm ownership rates are associated with racial and ethnic disparities in police shootings. This article characterizes state-level fatal police shooting rates and racial/ethnic disparities in those rates, and tests whether firearm ownership rates are associated with these outcomes. Using 2015–2020 data on police shootings from the Washington Post, we predict fatal police shooting rates by state, year, and race/ethnicity using Bayesian multilevel count models. The degree of Black-White disparities in fatal police shooting rates varies by an order of magnitude across states, although Black rates exceed White rates in every state. In contrast, though Hispanic rates exceed White rates nationally, the opposite is true for 31 states. Southwestern states with large Hispanic-White disparities, relatively high shooting rates, and large Hispanic populations contribute most to the observed national disparity. Fatal police shooting rates are strongly associated with firearm ownership rates, but racial/ethnic disparities are either not related to firearm ownership rates or are larger in states with lower firearm ownership rates, depending on the group comparison and disparity metric. While state-level variation in firearm ownership may impact fatal police shooting rates, it is unlikely that higher firearm ownership rates explain why some states have such large racial/ethnic disparities compared to others.

Homicides by Police: Comparing Counts From the National Violent Death Reporting System, Vital Statistics, and Supplementary Homicide Reports
Objective. To evaluate the National Violent Death Reporting System (NVDRS) as a surveillance system for homicides by law enforcement officers. Methods. We assessed sensitivity and positive predictive value of the NVDRS “type of death” variable against our study count of homicides by police, which we derived from NVDRS coded and narrative data for states participating in NVDRS 2005 to 2012. We compared state counts of police homicides from NVDRS, Vital Statistics, and Federal Bureau of Investigation Supplementary Homicide Reports. Results. We identified 1552 police homicides in the 16 states. Positive predictive value and sensitivity of the NVDRS “type of death” variable for police homicides were high (98% and 90%, respectively). Counts from Vital Statistics and Supplementary Homicide Reports were 58% and 48%, respectively, of our study total; gaps varied widely by state. The annual rate of police homicide (0.24/100 000) varied 5-fold by state and 8-fold by race/ethnicity. Conclusions. NVDRS provides more complete data on police homicides than do existing systems. Policy Implications. Expanding NVDRS to all 50 states and making 2 improvements we identify will be an efficient way to provide the nation with more accurate, detailed data on homicides by law enforcement.
Collateral Damage: The Health Effects of Invasive Police Encounters in New York City
The health effects of police surveillance practices for the community at-large are unknown. Using microlevel health data from the 2009–2012 New York City Community Health Survey (NYC-CHS) nested within mesolevel data from the 2009–2012 NYC Stop, Question, and Frisk (NYC-SQF) dataset, this study evaluates contextual and ethnoracially variant associations between invasive aspects of pedestrian stops and multiple dimensions of poor health. Results reveal that living in neighborhoods where pedestrian stops are more likely to become invasive is associated with worse health. Living in neighborhoods where stops are more likely to result in frisking show the most consistent negative associations. More limited deleterious effects can be attributed to living in neighborhoods where stops are more likely to involve use of force or in neighborhoods with larger ethnoracial disparities in frisking or use of force. However, the health effects of pedestrian stops vary by ethnoracial group in complex ways. For instance, minorities who live in neighborhoods with a wider ethno racial disparity in police behavior have poorer health outcomes in most respects, but blacks have lower odds of diabetes when they live in neighborhoods where they face a higher risk that a stop will involve use of force by police than do whites. The findings suggest that the consequences of the institutionalization of the carceral state are far-reaching.
