Indian and slave royalists in the Age of Revolution : reform, revolution, and royalism in the northern Andes, 1780-1825
\"Royalist Indians and slaves in the northern Andes engaged with the ideas of the Age of Revolution (1780-1825), such as citizenship and freedom. Although generally ignored in recent revolution-centered versions of the Latin American independence processes, their story is an essential part of the history of the period. In Indian and Slave Royalists in the Age of Revolution, Marcela Echeverri draws a picture of the royalist region of Popayâan (modern-day Colombia) that reveals deep chronological layers and multiple social and spatial textures. She uses royalism as a lens to rethink the temporal, spatial, and conceptual boundaries that conventionally structure historical narratives about the Age of Revolution. Looking at royalism and liberal reform in the northern Andes, she suggests that profound changes took place within the royalist territories. Democracy and Displacement in Colombia's Civil Waris one of few books available in English to provide an overview of the Colombian civil war and drug war. Abbey Steele draws on her own original field research as well as on Colombian scholars' work in Spanish to provide an expansive view of the country's political conflicts. Steele shows how political reforms in the context of Colombia's ongoing civil war produced unexpected, dramatic consequences: democratic elections revealed Colombian citizens' political loyalties and allowed counterinsurgent armed groups to implement political cleansing against civilians perceived as loyal to insurgents.
Combining evidence collected from remote archives, more than two hundred interviews, and quantitative data from the government's displacement registry, Steele connects Colombia's political development and the course of its civil war to purposeful displacement. By introducing the concepts of collective targeting and political cleansing, Steele extends what we already know about patterns of ethnic cleansing to cases where expulsion of civilians from their communities is based on nonethnic traits.
Democracia y poder popular en el primer gobierno de la Unión Patriótica en Apartadó, Antioquia (1988-1990)

El artículo analiza el primer ejercicio de gobierno del partido político Unión Patriótica (UP) en el municipio de Apartadó (Antioquia, Colombia) durante el período 1988-1990. Se examinan las prácticas políticas a través de las cuales se materializó su propuesta de gobierno democrático, así como los mecanismos empleados para fomentar el poder popular local. El estudio de esta administración resulta relevante, pues constituyó una de las primeras experiencias de gobierno de izquierda en Colombia, al margen del sistema bipartidista tradicional. En este sentido, el artículo aporta a la historia política de la Unión Patriótica en su ejercicio de gobierno local y contribuye al estudio de la trayectoria de las izquierdas en América Latina. La reconstrucción del relato histórico sobre este gobierno se basa en documentos oficiales conservados en el Archivo Municipal de Apartadó y en notas de prensa del Semanario Voz. El análisis parte de los conceptos de poder popular, democracia y prácticas políticas. Los resultados evidencian que los gobiernos de izquierda de la Unión Patriótica lograron transformar la realidad local en favor de los sectores marginados, particularmente en lo que respecta a las demandas de vivienda y participación popular. The article analyzes the first exercise of governance of the political party Unión Patriótica (UP) in the municipality of Apartadó (Antioquia, Colombia) during the period 1988-1990. It examines the political practices through which its proposal for democratic governance was brought to life, as well as the mechanisms employed to foster local popular power. The study of this administration is relevant since it constituted one of the first experiences of left-wing governance in Colombia, aside from the traditional two-party system. In this sense, the article contributes to the political history of the Unión Patriótica in its exercise of local governance and puts in to the study of the trajectory of left-wing initiatives in Latin America. The reconstruction of the historical narrative about this government is based on oficial documents preserved in the Municipal Archive of Apartadó and press notes from the Semanario Voz. The analysis is grounded on the concepts of popular power, democracy, and political practices. The results show that the left-wing governments of the Unión Patriótica managed to transform the local reality in favor of marginalized sectors, particularly in terms of housing demands and popular participation. Examina as práticas políticas por meio das quais se materializou sua proposta de governo democrático, assim como os mecanismos empregados para fomentar o poder popular local. O estudo desta administração é importante, pois constitui uma das primeiras experiências de governo da esquerda na Colômbia, à margem do sistema bipartidário tradicional. Neste sentido, o artigo contribui à história política da Unión Patriótica em seu exercício como governo local e promove, também, o estudo da trajetória das esquerdas na América Latina. A reconstrução do relato histórico sobre este governo é baseada em documentos oficiais preservados no Arquivo Municipal de Apartadó e em notas de prensa do Semanário Voz. A análise parte dos conceitos de “poder popular”, “democracia” e “práticas políticas”. Os resultados evidenciam que os governos da esquerda da Unión Patriótica lograram transformar a realidade local em favor dos sectores marginados, particularmente no que se refere às demandas por moradia e participação popular.

Fighting Monsters in the Abyss offers a deeply
insightful analysis of the efforts by the second administration
of Colombian President Álvaro Uribe Vélez
(2006–2010) to resolve a decades-long Marxist insurgency in
one of Latin America’s most important nations. Continuing
work from his prior books about earlier Colombian presidents and
yet written as a stand-alone study, Colombia expert Harvey F.
Kline illuminates the surprising successes and setbacks in
Uribe’s response to this existential threat. In
State Building and Conflict Resolution in Colombia,
1986–1994 , Kline documented and explained the limited
successes of Presidents Virgilio Barco and César Gaviria in
putting down the revolutionaries while also confronting
challenges from drug dealers and paramilitary groups. The
following president Andrés Pastrana then boldly changed
course and attempted resolution through negotiations, an effort
whose failure Kline examines in
Chronicle of a Failure Foretold . In his third book,
Showing Teeth to the Dragons , Kline shows how in his
first term President Álvaro Uribe Vélez more
successfully quelled the insurrection through a combination of
negotiated demobilization of paramilitary groups and using US
backing to mount more effective military campaigns. Kline opens
Fighting Monsters in the Abyss with a recap of
Colombia’s complex political history, the development of
Marxist rebels and paramilitary groups and their respective
relationships to the narcotics trade, and the attempts of
successive Colombian presidents to resolve the crisis. Kline next
examines the ability of the Colombian government to reimpose rule
in rebel-controlled territories as well as the challenges of
administering justice. He recounts the difficulties in the
enforcement of the landmark Law of Justice and Peace as well as
two significant government scandals, that of the “false
positives” (“falsos positivos”) in which
innocent civilians were killed by the military to inflate the
body counts of dead insurgents and a second scandal related to
illegal wiretapping. In tracing Uribe’s choices,
strategies, successes, and failures, Kline also uses the example
of Colombia to explore a dimension quite unique in the literature
about state building: what happens when some members of a
government resort to breaking rules or betraying their
societies’ values in well-intentioned efforts to build a
stronger state?

Of Beasts and Beauty
All societies around the world and through time value beauty highly. Tracing the evolutions of the Colombian standards of beauty since 1845, Michael Edward Stanfield explores their significance to and symbiotic relationship with violence and inequality in the country. Arguing that beauty holds not only social power but also economic and political power, he positions it as a pacific and inclusive influence in a country \"ripped apart by violence, private armies, seizures of land, and abuse of governmental authority, one hoping that female beauty could save it from the ravages of the male beast.\" One specific means of obscuring those harsh realities is the beauty pageant, of which Colombia has over 300 per year. Stanfield investigates the ways in which these pageants reveal the effects of European modernity and notions of ethnicity on Colombian women, and how beauty for Colombians has become an external representation of order and morality that can counter the pathological effects of violence, inequality, and exclusion in their country.

In Of Love and Other Passions Guiomar Dueñas-Vargas delves into the world of emotions among the bourgeois elite in Bogotá from the end of the colonial period to 1870. While most studies of the period focus solely on the country's political activity, Dueñas-Vargas shows how Colombia's social, cultural, and political changes transformed the meaning of love, which contributed to the evolution of new models of femininity and masculinity.

In recent decades, Bolivia, Colombia, Italy, and Venezuela have all faced the turmoil and democratic crisis of party system collapse. In Bankrupt Representation and Party System Collapse, Jana Morgan analyzes the causes of such collapse. She does so through a detailed examination of Venezuela's traumatic party system decay as well as comparative analysis of seven other countries. Collapse occurs when the party system as a whole is unable to provide adequate linkage between society and the state, failing to furnish programmatic representation, integration of major societal interests, or clientelist exchanges. Linkage decays when party systems face challenges that jeopardize their core strategies at the same time that they are constrained in their ability to adapt and to confront these threats. If this decay is unchecked and linkage of all sorts fails, then the bankrupt party system collapses.
