Street Fight
Faced with intolerable congestion and noxious pollution, cities around the world are rethinking their reliance on automobiles. In the United States a loosely organized livability movement seeks to reduce car use by reconfiguring urban space into denser, transitoriented, walkable forms, a development pattern also associated with smart growth and new urbanism. Through a detailed case study of San Francisco, Jason Henderson examines how this is not just a struggle over what type of transportation is best for the city, but a series of ideologically charged political fights over issues of street space, public policy, and social justice. Historically San Francisco has hosted many activist demonstrations over its streets, from the freeway revolts of the 1960s to the first Critical Mass bicycle rides decades later. Today the city’s planning and advocacy establishment is changing zoning laws to limit the number of parking spaces, encouraging new carfree housing near transit stations, and applying “transit first” policies, such as restricted bus lanes. Yet Henderson warns that the city’s accomplishments should not be romanticized. Despite significant gains by livability advocates, automobiles continue to dominate the streets, and the city’s financially strained bus system is slow and often unreliable. Both optimistic and cautionary, Henderson argues that ideology must be understood as part of the struggle for sustainable cities and that three competing points of view—progressive, neoliberal, and conservative—have come to dominate the contemporary discourse about urban mobility. Spaces of conflict, sounds of solidarity
In Spaces of Conflict, Sounds of Solidarity, Gaye Theresa Johnson examines interracial anti-racist alliances, divisions among aggrieved minority communities, and the cultural expressions and spatial politics that emerge from the mutual struggles of Blacks and Chicanos in Los Angeles from the 1940s to the present. Johnson argues that struggles waged in response to institutional and social repression have created both moments and movements in which Blacks and Chicanos have unmasked power imbalances, sought recognition, and forged solidarities by embracing the strategies, cultures, and politics of each others' experiences. At the center of this study is the theory of spatial entitlement: the spatial strategies and vernaculars utilized by working class youth to resist the demarcations of race and class that emerged in the postwar era. In this important new book, Johnson reveals how racial alliances and antagonisms between Blacks and Chicanos in L.A. had spatial as well as racial dimensions.
Belief Systems and Social Capital as Drivers of Policy Network Structure: The Case of California Regional Planning
This article uses exponential random graph models to investigate the roles of policy-relevant beliefs and social capital as drivers of network structure. The advocacy coalition framework argues that actors with similar policy beliefs are more likely to form coalitions, leading to policy subsystems fragmented into ideological groups. Social capital is defined as trust and norms of reciprocity, which helps cement cooperative relationships. Hypotheses are tested using survey data of policy elites involved in land-use and transportation planning in four regions of California. The findings suggest that coalitions of actors with similar belief systems are knit together by policy brokers seeking to build transitive social relationships.
In search of the Mexican Beverly Hills : Latino suburbanization in postwar Los Angeles

Ideology, Power, and the Structure of Policy Networks
This article investigates the role of power and ideology in the endogenous formation of policy networks. According to the Advocacy Coalition Framework (ACF), shared ideology (conceptualized as a system of policy‐relevant beliefs and values) is the primary driver of collaboration within policy subsystems. On the other hand, Resource Dependency Theory suggests that power‐seeking is an important rationale behind network structure, and that collaborative ties are formed primarily on the basis of perceived influence. Hypotheses are tested using a new method of egocentric network correlation, based on survey data of policy networks in five regional planning subsystems in California (N = 506). Results suggest that ideology is an important force behind network cohesion: Not only do policy elites systematically avoid networking with ideologically dissimilar actors but collaborative ties are also systematically formed among actors with shared beliefs. Power‐seeking does not operate on a network‐wide scale but may drive network formation among coalitions of ideologically similar agents.
Political Homophily and Collaboration in Regional Planning Networks
We study the extent of political homophily—the tendency to form connections with others who are politically similar—in local governments' decisions to participate in an important form of intergovernmental collaboration: regional planning networks. Using data from a recent survey of California planners and government officials, we develop and test hypotheses about the factors that lead local governments to collaborate within regional planning networks. We find that local governments whose constituents are similar politically, in terms of partisanship and voting behavior, are more likely to collaborate with one another in regional planning efforts than those whose constituents are politically diverse. We conclude that political homophily reduces the transaction costs associated with institutional collective action, even in settings where we expect political considerations to be minimal.
Collaborative Institutions in an Ecology of Games
This article seeks to improve our understanding of policy institutions and cooperation by adapting Long's (1958) analysis of the ecology of games to the context of collaborative land use and transportation planning in California. The traditional institutional rational choice analysis argues that collaborative institutions reduce the transaction costs of cooperation among multiple policy actors. The ecology of games framework extends IRC by emphasizing the consequences of multiple institutions and identifies several reasons why collaborative institutions may actually reduce the amount of cooperation in existing policy venues. Analyses of survey data from policy actors in five California regions demonstrate that higher levels of cooperation in collaborative institutions are associated with lower levels of cooperation in other land-use and transportation planning institutions.
