The spirit of compromise
If politics is the art of the possible, then compromise is the artistry of democracy. Unless one partisan ideology holds sway over all branches of government, compromise is necessary to govern for the benefit of all citizens. A rejection of compromise biases politics in favor of the status quo, even when the rejection risks crisis. Why then is compromise so difficult in American politics today? InThe Spirit of Compromise, eminent political thinkers Amy Gutmann and Dennis Thompson connect the rejection of compromise to the domination of campaigning over governing--the permanent campaign---in American democracy today. They show that campaigning for political office calls for a mindset that blocks compromise--standing tenaciously on principle to mobilize voters and mistrusting opponents in order to defeat them. Good government calls for an opposite cluster of attitudes and arguments--the compromising mindset--that inclines politicians to adjust their principles and to respect their opponents. It is a mindset that helps politicians appreciate and take advantage of opportunities for desirable compromise. Gutmann and Thompson explore the dynamics of these mindsets by comparing the historic compromises on tax reform under President Reagan in 1986 and health care reform under President Obama in 2010. Both compromises were difficult to deliver but only tax reform was bipartisan. Drawing lessons from these and other important compromises--and failures to compromise--in American politics, Gutmann and Thompson propose changes in our political institutions, processes, and mindsets that would encourage a better balance between campaigning and governing. Displacing Democracy
In recent decades, economically disadvantaged Americans have become more residentially segregated from other communities: they are increasingly likely to live in high-poverty neighborhoods that are spatially isolated with few civic resources. Low-income citizens are also less likely to be politically engaged, a trend that is most glaring in terms of voter turnout. Examining neighborhoods in Atlanta, Kansas City, Milwaukee, and Rochester, Amy Widestrom challenges the assumption that the \"class gap\" in political participation is largely the result of individual choices and dispositions. Displacing Democracy demonstrates that neighborhoods segregated along economic lines create conditions that encourage high levels of political activity, including political and civic mobilization and voting, among wealthier citizens while discouraging and impeding the poor from similar forms of civic engagement.Drawing on quantitative research, case studies, and interviews, Widestrom shows that neighborhood-level resources and characteristics affect political engagement in distinct ways that are not sufficiently appreciated in the current understanding of American politics and political behavior. In addition to the roles played by individual traits and assets, increasing economic segregation in the United States denies low-income citizens the civic and social resources vital for political mobilization and participation. People living in poverty lack the time, money, and skills for active civic engagement, and this is compounded by the fact that residential segregation creates a barren civic environment incapable of supporting a vibrant civic community. Over time, this creates a balance of political power that is dramatically skewed not only toward individuals with greater incomes but toward entire neighborhoods with more economic resources.
Think Tanks, Public Policy, and the Politics of Expertise
While the number of think tanks active in American politics has more than quadrupled since the 1970s, their influence has not expanded proportionally. Instead, the known ideological proclivities of many, especially newer think tanks with their aggressive efforts to obtain high profiles, have come to undermine the credibility with which experts and expertise are generally viewed by public officials. This book explains this paradox. The analysis is based on 135 in-depth interviews with officials at think tanks and those in the policy making and funding organizations that draw upon and support their work. The book reports on results from a survey of congressional staff and journalists and detailed case studies of the role of experts in health care and telecommunications reform debates in the 1990s and tax reduction in 2001.
Why Presidents Fail And How They Can Succeed Again

Does policy analysis matter?
How well can democratic decision making incorporate the knowledge and expertise generated by public policy analysts? This book examines the historical development of policy analysis, as well as its use in legislative and regulatory bodies and in the federal executive branch. The President's Legislative Policy Agenda, 1789–2002
Jeffrey E. Cohen asks why US presidents send to Congress the legislative proposals that they do and what Congress does with those proposals. His study covers nearly the entire history of the presidency, from 1789 to 2002. The long historical scope allows Cohen to engage competing perspectives on how the presidency has developed over time. He asks what accounts for the short- and long-term trends in presidential requests to Congress, what substantive policies and issues recommendations are concerned with, and what factors affect the presidential decision to submit a recommendation on a particular issue. The President's Legislative Policy Agenda, 1789–2002 argues that presidents often anticipate the Congressional reaction to their legislative proposals and modify their agendas accordingly.
