Being Maasai, Becoming Indigenous
What happens to marginalized groups from Africa when they ally with the indigenous peoples' movement? Who claims to be indigenous and why? Dorothy L. Hodgson explores how indigenous identity, both in concept and in practice, plays out in the context of economic liberalization, transnational capitalism, state restructuring, and political democratization. Hodgson brings her long experience with Maasai to her understanding of the shifting contours of their contemporary struggles for recognition, representation, rights, and resources. Being Maasai, Becoming Indigenous is a deep and sensitive reflection on the possibilities and limits of transnational advocacy and the dilemmas of political action, civil society, and change in Maasai communities.
The Kurdish Quasi-State: Development and Dependency in Post-Gulf War Iraq
Despite ongoing instability and underdevelopment in post-Saddam Iraq, some parts of the country have realized relative security and growth. The Kurdish north, once an isolated outpost for the Iraqi army and local militia, has become an internationally recognized autonomous region. In The Kurdish Quasi-State, Natali explains the nature of this transformation and how it has influenced the relationship between the Kurdistan region and Iraq’s central government. This much-needed scholarship focuses on foreign aid as helping to create and sustain the Kurdish quasi-state. It argues that the generous nature of external assistance to the Kurdistan region over time has given it new forms of legitimacy and leverage in the country. Since 2003 the Kurdistan region has gained representation in the central government and developed commercial, investment, and political ties with regional states and foreign governments.
Civil Islam
Civil Islamtells the story of Islam and democratization in Indonesia, the world's largest Muslim nation. Challenging stereotypes of Islam as antagonistic to democracy, this study of courage and reformation in the face of state terror suggests possibilities for democracy in the Muslim world and beyond. Democratic in the early 1950s and with rich precedents for tolerance and civility, Indonesia succumbed to violence. In 1965, Muslim parties were drawn into the slaughter of half a million communists. In the aftermath of this bloodshed, a \"New Order\" regime came to power, suppressing democratic forces and instituting dictatorial controls that held for decades. Yet from this maelstrom of violence, repressed by the state and denounced by conservative Muslims, an Islamic democracy movement emerged, strengthened, and played a central role in the 1998 overthrow of the Soeharto regime. In 1999, Muslim leader Abdurrahman Wahid was elected President of a reformist, civilian government. In explaining how this achievement was possible, Robert Hefner emphasizes the importance of civil institutions and public civility, but argues that neither democracy nor civil society is possible without a civilized state. Against portrayals of Islam as inherently antipluralist and undemocratic, he shows that Indonesia's Islamic reform movement repudiated the goal of an Islamic state, mobilized religiously ecumenical support, promoted women's rights, and championed democratic ideals. This broadly interdisciplinary and timely work heightens our awareness of democracy's necessary pluralism, and places Indonesia at the center of our efforts to understand what makes democracy work.
Ruling, but not governing : the military and political development in Egypt, Algeria, and Turkey
Ruling But Not Governing highlights the critical role that the military plays in the stability of the Egyptian, Algerian, and, until recently, Turkish political systems. This in-depth study demonstrates that while the soldiers and materiel of Middle Eastern militaries form the obvious outer perimeter of regime protection, it is actually the less apparent, multilayered institutional legacies of military domination that play the decisive role in regime maintenance. Steven A. Cook uncovers the complex and nuanced character of the military's interest in maintaining a facade of democracy. He explores how an authoritarian elite hijack seemingly democratic practices such as elections, multiparty politics, and a relatively freer press as part of a strategy to ensure the durability of authoritarian systems. Using Turkey's recent reforms as a point of departure, the study also explores ways external political actors can improve the likelihood of political change in Egypt and Algeria. Ruling But Not Governing provides valuable insight into the political dynamics that perpetuate authoritarian regimes and offers novel ways to promote democratic change.
Fragmented fatherland
1945 to 1980 marks an extensive period of mass migration of students, refugees, ex-soldiers, and workers from an extraordinarily wide range of countries to West Germany. Turkish, Kurdish, and Italian groups have been studied extensively, and while this book uses these groups as points of comparison, it focuses on ethnic communities of varying social structures—from Spain, Iran, Ukraine, Greece, Croatia, and Algeria—and examines the interaction between immigrant networks and West German state institutions as well as the ways in which patterns of cooperation and conflict differ. This study demonstrates how the social consequences of mass immigration became intertwined with the ideological battles of Cold War Germany and how the political life and popular movements within these immigrant communities played a crucial role in shaping West German society.
Social Protest and Contentious Authoritarianism in China
Xi Chen explores the question of why there has been a dramatic rise in and routinization of social protests in China since the early 1990s. Drawing on case studies, in-depth interviews and a unique data set of about 1,000 government records of collective petitions, this book examines how the political structure in Reform China has encouraged Chinese farmers, workers, pensioners, disabled people and demobilized soldiers to pursue their interests and claim their rights by staging collective protests. Chen suggests that routinized contentious bargaining between the government and ordinary people has remedied the weaknesses of the Chinese political system and contributed to the regime's resilience. Social Protest and Contentious Authoritarianism in China challenges the conventional wisdom that authoritarian regimes always repress popular collective protest and that popular collective action tends to destabilize authoritarian regimes.
Post-Communist Mafia State
Having won a two-third majority in Parliament at the 2010 elections, the Hungarian political party Fidesz removed many of the institutional obstacles of exerting power. Just like the party, the state itself was placed under the control of a single individual, who since then has applied the techniques used within his party to enforce submission and obedience onto society as a whole. In a new approach the author characterizes the system as the ‘organized over-world’, the ‘state employing mafia methods’ and the ’adopted political family', applying these categories not as metaphors but elements of a coherent conceptual framework.The actions of the post-communist mafia state model are closely aligned with the interests of power and wealth concentrated in the hands of a small group of insiders. While the traditional mafia channeled wealth and economic players into its spheres of influence by means of direct coercion, the mafia state does the same by means of parliamentary legislation, legal prosecution, tax authority, police forces and secret service. The innovative conceptual framework of the book is important and timely not only for Hungary, but also for other post-communist countries subjected to autocratic rules.
From Protest to Parties
Why do strong opposition party organizations emerge in some democratizing countries, while those in others remain weak or quickly fragment on ethnic lines? This book offers an explanation for why opposition parties vary in organizational form, cohesion, and mobilizational reach. The book draws upon an in-depth analysis of three countries in Anglophone Africa: Zimbabwe, Zambia, and Kenya. Though these countries share similar institutional frameworks, including electoral rules, party development has taken a different route in each. The explanation emphasizes the ways in which historical legacies interact with strategic choices to produce different trajectories of party development. In terms of the role of history, the book argues that strong opposition parties are more likely where authoritarian states relied on alliances with corporate actors like labor. In these contexts, ruling parties armed their allies, providing them with mobilizing structures and political resources that could later be used to challenge the state. Secondly, opposition parties are more likely to maintain their organizational cohesion and the commitment of activists when they use strategies and appeals that escalate conflict and reorient social boundaries around the lines of partisan affiliation. Polarization forges stronger parties, but it also increases the likelihood of violence and authoritarian retrenchment. The book provides an explanation of why democratization in the hybrid regimes of the late Third Wave may prove more conflictual and more protracted than earlier transitions to democracy.
The origins of the Lebanese national idea, 1840-1920
In this fascinating study, Carol Hakim presents a new and original narrative on the origins of the Lebanese national idea. Hakim's study reconsiders conventional accounts that locate the origins of Lebanese nationalism in a distant legendary past and then trace its evolution in a linear and gradual manner. She argues that while some of the ideas and historical myths at the core of Lebanese nationalism appeared by the mid-nineteenth century, a coherent popular nationalist ideology and movement emerged only with the establishment of the Lebanese state in 1920. Hakim reconstructs the complex process that led to the appearance of fluid national ideals among members of the clerical and secular Lebanese elite, and follows the fluctuations and variations of these ideals up until the establishment of a Lebanese state. The book is an essential read for anyone interested in the evolution of nationalism in the Middle East and beyond.
