Autocratic Breakdown and Regime Transitions: A New Data Set

When the leader of an autocratic regime loses power, one of three things happens. The incumbent leadership group is replaced by democratically elected leaders. Someone from the incumbent leadership group replaces him, and the regime persists. Or the incumbent leadership group loses control to a different group that replaces it with a new autocracy. Much scholarship exists on the first kind of transition, but little on transitions from one autocracy to another, though they make up about half of all regime changes. We introduce a new data set that facilitates the investigation of all three kinds of transition. It provides transition information for the 280 autocratic regimes in existence from 1946 to 2010. The data identify how regimes exit power, how much violence occurs during transitions, and whether the regimes that precede and succeed them are autocratic. We explain the data set and show how it differs from currently available data. The new data identify autocratic regime breakdowns regardless of whether the country democratizes, which makes possible the investigation of why the ouster of dictators sometimes leads to democracy but often does not, and many other questions. We present a number of examples to highlight how the new data can be used to explore questions about why dictators start wars and why autocratic breakdown sometimes results in the establishment of a new autocratic regime rather than democratization. We discuss the implications of these findings for the Arab Spring.

A Brutal Unity

To describe the Church as \"united\" is a factual misnomer--even at its conception centuries ago. Ephraim Radner provides a robust rethinking of the doctrine of the church in light of Christianity's often violent and at times morally suspect history. He holds in tension the strange and transcendent oneness of God with the necessarily temporal and political function of the Church, and, in so doing, shows how the goals and failures of the liberal democratic state provide revelatory experiences that greatly enhance one's understanding of the nature of Christian unity.
The Value of Democracy: Evidence from Road Building in Kenya

Ethnic favoritism is seen as antithetical to development. This paper provides credible quantification of the extent of ethnic favoritism using data on road building in Kenyan districts across the 1963-2011 period. Guided by a model, it then examines whether the transition in and out of democracy under the same president constrains or exacerbates ethnic favoritism. Across the post-independence period, we find strong evidence of ethnic favoritism: districts that share the ethnicity of the president receive twice as much expenditure on roads and have five times the length of paved roads built. This favoritism disappears during periods of democracy.

How Multiple Imputation Makes a Difference

Political scientists increasingly recognize that multiple imputation represents a superior strategy for analyzing missing data to the widely used method of listwise deletion. However, there has been little systematic investigation of how multiple imputation affects existing empirical knowledge in the discipline. This article presents the first large-scale examination of the empirical effects of substituting multiple imputation for listwise deletion in political science. The examination focuses on research in the major subfield of comparative and international political economy (CIPE) as an illustrative example. Specifically, I use multiple imputation to reanalyze the results of almost every quantitative CIPE study published during a recent five-year period in International Organization and World Politics, two of the leading subfield journals in CIPE. The outcome is striking: in almost half of the studies, key results “disappear” (by conventional statistical standards) when reanalyzed.

In many parts of the world, people live in \"dual polities\": they are governed by the state and organize collective decision making within their ethnic community according to traditional rules. We examine the substantial body of works on the traditional-state dualism, focusing on the internal organization of traditional polities, their interaction with the state, and the political consequences of the dualism. We find the descriptions of the internal organization of traditional polities scattered and lacking comparative perspective. The literature on the interaction provides a good starting point for theorizing the strategic role of traditional leaders as intermediaries, but large potentials for inference remain underexploited. Studies on the consequences of \"dual polities\" for democracy, conflict, and development are promising in their explanatory endeavor, but they do not yet allow for robust conclusions. We therefore propose an institutionalist research agenda addressing the need for theory and for systematic data collection and explanatory approaches.

How did human societies evolve from small groups, integrated by face-to-face cooperation, to huge anonymous societies of today, typically organized as states? Why is there so much variation in the ability of different human populations to construct viable states? Existing theories are usually formulated as verbal models and, as a result, do not yield sharply defined, quantitative predictions that could be unambiguously tested with data. Here we develop a cultural evolutionary model that predicts where and when the largest-scale complex societies arose in human history. The central premise of the model, which we test, is that costly institutions that enabled large human groups to function without splitting up evolved as a result of intense competition between societies—primarily warfare. Warfare intensity, in turn, depended on the spread of historically attested military technologies (e.g., chariots and cavalry) and on geographic factors (e.g., rugged landscape). The model was simulated within a realistic landscape of the Afroeurasian landmass and its predictions were tested against a large dataset documenting the spatiotemporal distribution of historical large-scale societies in Afroeurasia between 1,500 BCE and 1,500 CE. The model-predicted pattern of spread of large-scale societies was very similar to the observed one. Overall, the model explained 65% of variance in the data. An alternative model, omitting the effect of diffusing military technologies, explained only 16% of variance. Our results support theories that emphasize the role of institutions in state-building and suggest a possible explanation why a long history of statehood is positively correlated with political stability, institutional quality, and income per capita.

The Effect of Political Regime on Civil War: Unpacking Anocracy

Research published in the American Political Science Review shows that anocracies—as defined by the middle of the Polity index of political regime—are more susceptible to civil war than are either pure democracies or pure dictatorships. Yet, certain components of the Polity index include a factional category, where political competition is \"intense, hostile, and frequently violent. Extreme factionalism may be manifested in the establishment of rival governments and in civil war\" (Gurr 1989, 12). Not surprisingly, these components exhibit a strong relationship with civil war. When they are removed from the Polity index, however, the original relationship disappears. I conclude that the original finding is not driven by the relationship between political institutions and civil war but rather by a less provocative relationship between political violence and civil war.

Development and Disintegration of Maya Political Systems in Response to Climate Change

The role of climate change in the development and demise of Classic Maya civilization (300 to 1000 C.E.) remains controversial because of the absence of well-dated climate and archaeological sequences, We present a precisely dated subannual climate record for the past 2000 years from Yok Balum Cave, Belize. From comparison of this record with historical events compiled from well-dated stone monuments, we propose that anomalously high rainfall favored unprecedented population expansion and the proliferation of political centers between 440 and 660 C.E. This was followed by a drying trend between 660 and 1000 C.E. that triggered the balkanization of polities, increased warfare, and the asynchronous disintegration of polities, followed by population collapse in the context of an extended drought between 1020 and 1100 C.E.

We address the strengths and weaknesses of the main available measures of political regime and extend the dichotomous regime classification first introduced in Alvarez et al. (Stud. Int. Dev. 31(2): 3-36, 1996). This extension focuses on how incumbents are removed from office. We argue that differences across regime measures must be taken seriously and that they should be evaluated in terms of whether they (1) serve to address important research questions, (2) can be interpreted meaningfully, and (3) are reproducible. We argue that existing measures of democracy are not interchangeable and that the choice of measure should be guided by its theoretical and empirical underpinnings. We show that the choice of regime measure matters by replicating studies published in leading journals.

Are democracies more transparent than other types of political regimes? Many people believe that the presence of elections alone is not sufficient for a country to be considered democratic and that transparency must be included as part of the definition of political regime. We agree that contestability of elections and transparency of policymaking are analytically distinct concepts. Adopting minimalist approaches to democracy and transparency, we ask a basic question: do electoral politics provide incentives for governments to disseminate data? We thus investigate theoretically the relationship between regime type and the willingness of policy makers to provide credible announcements on policy-relevant variables. And we demonstrate empirically that the availability (or absence) of policy-relevant data is correlated with regime type, even after controlling for GDP per capita, IMF participation, country fixed-effects, and time trends1. Democracies are indeed more transparent.
