Populism and liberal democracy : a comparative and theoretical analysis
Populism and Liberal Democracy is the first book to offer a comprehensive theory about populism during both its emergence and consolidation phases in three geographical regions: Europe, Latin America and the United States. Based on the detailed comparison of all significant cases of populist governments (including Argentina, Greece, Peru, Italy, Venezuela, Ecuador, Hungary, and the U.S.) and two cases of populist failure (Spain and Brazil), each of the book's seven chapters addresses a specific question: What is populism? How to distinguish populists from non-populists? What causes populism? How and where does populism thrive? How do populists govern? Who is the populist voter? How does populism endanger democracy? If rising populism is a threat to liberal0democratic politics, as this book clearly shows, it is only by answering the questions it posits that populism may be resisted successfully.
How populist attitudes scales fail to capture support for populists in power
Populist attitudes are generally measured in surveys through three necessary and non-compensatory elements of populism, namely anti-elitism, people-centrism, and Manicheanism. Using Comparative Study of Electoral Systems Module 5 (2016–2020) data for 30 countries, we evaluate whether this approach explains voting for populist parties across countries in Asia, Europe and the Americas. We show that the existing scales of populist attitudes effectively explain voting for populists in countries where populist leaders and parties are in opposition but fail to explain voting for populist parties in countries where they are in power . We argue that current approaches assume “the elite” to mean “politicians”, thus failing to capture attitudes towards “non-political elites” often targeted by populists in office—in particular, journalists, academics/experts, bureaucrats, and corporate business leaders. The results reveal limits to the usefulness of existing survey batteries in cross-national studies of populism and emphasize the need to develop approaches that are more generalizable across political and national contexts.
Sounds of liberty : music, radicalism and reform in the Anglophone world, 1790-1914
Throughout the long nineteenth-century the sounds of liberty resonated across the Anglophone world. Focusing on radicals and reformers committed to the struggle for a better future, this book explores the role of music in the transmission of political culture over time and distance. Following in the footsteps of relentlessly travelling activists - women and men - it brings to light the importance of music making in the lived experience of politics. It shows how music encouraged, unified, divided, consoled, reminded, inspired and, at times, oppressed. The book examines iconic songs; the sound of music as radicals and reformers were marching, electioneering, celebrating, commemorating as well as striking, rioting and rebelling; and it listens within the walls of a range of associations where it was a part of a way of life, inspiring, nurturing, though at times restrictive. It provides an opportunity to hear history as it happened.
Do I Belong?

Rethinking open society : new adversaries and new opportunities
The key values of the Open Society - freedom, justice, tolerance, democracy and respect for knowledge - are increasingly under threat in today's world. As an effort to uphold those values, this volume brings together some of the key political, social and economic thinkers of our time to re-examine the Open Society closely in terms of its history, its achievements and failures, and its future prospects. Based on the lecture series Rethinking Open Society, which took place between 2017 and 2018 at the Central European University, the volume is deeply embedded in the history and purpose of CEU, its Open Society mission, and its belief in educating sceptical but passionate citizens.
Assassins and Conspirators
Over the course of the German Empire the Social Democrats went from being a vilified and persecuted minority to becoming the largest party in the Reichstag, enjoying broad-based support. But this was not always the case. In the 1870s, government mouthpieces branded Social Democracy the \"party of assassins and conspirators\" and sought to excite popular fury against it. Over time, Social Democrats managed to refashion their public image in large part by contrasting themselves to anarchists, who came to represent a politics that went far beyond the boundaries of acceptable behavior. Social Democrats emphasized their overall commitment to peaceful change through parliamentary participation and a willingness to engage their political rivals. They condemned anarchist behavior—terrorism and other political violence specifically—and distanced themselves from the alleged anarchist personal characteristics of rashness, emotionalism, cowardice, and secrecy. Repeated public debate about the appropriate place of Socialism in German society, and its relationship to anarchist terrorism, helped Socialists and others, such as liberals, political Catholics, and national minorities, cement the principles of legal equality and a vigorous public sphere in German political culture. Using a diverse array of primary sources from newspapers and political pamphlets to Reichstag speeches to police reports on anarchist and socialist activity, this book sets the history of Social Democracy within the context of public political debate about democracy, the rule of law, and the appropriate use of state power. Gabriel also places the history of German anarchism in the larger contexts of German history and the history of European socialism, where its importance has often been understated because of the movement's small size and failure to create a long-term mass movement.
American democracy : from Tocqueville to town halls to Twitter

Explaining Japan’s Revolving Door Premiership: Applying the Leadership Capital Index
The tenure of Japanese prime ministers is famously short. Between 2006 and 2012 Japan changed prime minister once a year. What factors can explain Japan’s revolving-door premiership? To explore this puzzle, this article applies the Leadership Capital Index (LCI) developed by Bennister, ’t Hart and Worthy (2015) to case studies of the nine Japanese prime ministers holding office between 2000 and 2015. Leadership capital is the aggregate of leaders’ political resources: skills, relations and reputation. The LCI thus allows analysis of the interplay between individual capacities and contextual conditions in determining leaders’ ability to gain, maintain and deploy power. The LCI is applied to answer two questions. Firstly, what accounts for the short tenure of many Japanese premiers? In which of the LCI’s three leadership dimensions do Japanese leaders lack capital? Secondly, what forms of capital allow some prime ministers to retain office for longer than average (>2 years)? In particular, the article analyses the leadership of Junichiro Koizumi (2001–2006) Japan’s longest serving prime minister since the 1970s, and incumbent Prime Minister Shinzo Abe, who has held office for three years since December 2012. As well as utilising the LCI to comparatively analyse the tenure of Japan’s prime ministers, this article tests the applicability of the Index beyond Western parliamentary democracies.
Non-Electoral Executive Turnover and Low-Capacity Democracy in Southern Africa
What do non-electoral turnovers tell us about the relationship between elections, executive turnover, and democratisation? Can they contribute to democratisation? To gain insight into these questions, we consider the experiences of Southern Africa. While transfers of executive authority have become commonplace in Southern Africa, they do not necessarily coincide with elections and rarely involve partisan turnover. Neither the mode nor the form of executive turnover corresponds clearly with prior assessments of democracy. This study examines recent non-electoral turnovers in Zimbabwe (November 2017), South Africa (February 2018), and Botswana (April 2018). This research finds that non-electoral transfers of presidential authority in Southern Africa represent efforts by dominant parties to manage factional conflicts and enhance their ability to benefit from incumbency in competitive elections. While non-electoral turnover in executive authority might promote democracy under some conditions, they do more to sustain dominant party rule and a stagnate level of low-capacity democracy. Obwohl Wechsel der Staats-und Regierungschefs üblich geworden sind, gehen sie nicht notwendigerweise mit Wahlen einher und führen selten zu einem Wechsel der Regierungspartei. Weder Modus noch Form von Regierungschefwechseln entsprechen den Vorgaben der Demokratie. In diesem Artikel werden Machtwechsel ohne Wahlen der letzten Jahre in Simbabwe (November 2017), Südafrika (Februar 2018) und Botswana (April 2018) untersucht. Er zeigt, dass Regierungschefwechsel ohne Wahlen im südlichen Afrika aus den Bemühungen der dominanten Parteien hervorgehen, parteiinterne Konflikte zu bewältigen und vom Amtsbonus im Wahlkampf zu profitieren. Obwohl die Regierungschefwechsel ohne Wahlen unter bestimmten Bedingungen die Demokratie fördern könnten, tragen sie in ihrer aktuellen Form eher dazu bei, die Herrschaft dominanter Parteien zu sichern und eine fragile Demokratie auf einem stagnierenden Niveau aufrechtzuerhalten.
