Criminal Deterrence: A Review of the Literature
We review economics research regarding the effect of police, punishments, and work on crime, with a particular focus on papers from the last twenty years. Evidence in favor of deterrence effects is mixed. While there is considerable evidence that crime is responsive to police and to the existence of attractive legitimate labor-market opportunities, there is far less evidence that crime responds to the severity of criminal sanctions. We discuss fruitful directions for future work and implications for public policy.
An Empirical Analysis of Racial Differences in Police Use of Force
This paper explores racial differences in police use of force. On nonlethal uses of force, blacks and Hispanics are more than 50 percent more likely to experience some form of force in interactions with police. Adding controls that account for important context and civilian behavior reduces, but cannot fully explain, these disparities. On the most extreme use of force—officer-involved shootings—we find no racial differences either in the raw data or when contextual factors are taken into account. We argue that the patterns in the data are consistent with a model in which police officers are utility maximizers, a fraction of whom have a preference for discrimination, who incur relatively high expected costs of officer-involved shootings.
Does Race Matter for Police Use of Force? Evidence from 911 Calls
This paper examines race and police use of force using data on 1.6 million 911 calls in two cities, neither of which allows for discretion in officer dispatch. Results indicate White officers increase force much more than minority officers when dispatched to more minority neighborhoods. Estimates indicate Black (Hispanic) civilians are 55 (75) percent more likely to experience any force, and five times as likely to experience a police shooting, compared to if White officers scaled up force similarly to minority officers. Additionally, 14 percent of White officers use excess force in Black neighborhoods relative to our statistical benchmark.
A Few Bad Apples? Racial Bias in Policing
We estimate the degree to which individual police officers practice racial discrimination. Using a bunching estimation design and data from the Florida Highway Patrol, we show that minorities are less likely to receive a discount on their speeding tickets than White drivers. Disaggregating this difference to the individual police officer, we estimate that 42 percent of officers practice discrimination. We then apply our officer-level discrimination measures to various policy-relevant questions in the literature. In particular, reassigning officers across locations based on their lenience can effectively reduce the aggregate disparity in treatment.
ARE U.S. CITIES UNDERPOLICED? THEORY AND EVIDENCE
We document the extent of measurement errors in the basic data set on police used in the literature on the effect of police on crime. Analyzing medium to large U.S. cities over 1960 to 2010, we obtain measurement error-corrected estimates of the police elasticity. The magnitudes of our estimates are similar to those obtained in the quasi-experimental literature, but our approach yields much greater parameter certainty for the most costly crimes, the key parameters for welfare analysis. Our analysis suggests that U.S. cities are substantially underpoliced.
Do Female Officers Improve Law Enforcement Quality?
We study the impact of the integration of women in U.S. policing between the late 1970s and early 1990s on violent crime reporting and domestic violence (DV). Along these two key dimensions, we find that female officers improved police quality. Crime victimization data reveal that as female representation increases among officers in an area, violent crimes against women in that area, and especially DV, are reported to the police at significantly higher rates. There are no such effects for violent crimes against men or from increases in the female share of civilian police employees. Furthermore, increases in female officer shares are followed by significant declines in rates of intimate partner homicide and non-fatal domestic abuse. These effects are all consistent between fixed effects models with controls for economic and policy variables and models that focus exclusively on increases in female police employment driven by externally imposed affirmative action plans following litigation for employment discrimination.
Commodity Price Shocks and Civil Conflict: Evidence from Colombia
How do income shocks affect armed conflict? Theory suggests two opposite effects. If labour is used to appropriate resources violently, higher wages may lower conflict by reducing labour supplied to appropriation. This is the opportunity cost effect. Alternatively, a rise in contestable income may increase violence by raising gains from appropriation. This is the rapacity effect. Our article exploits exogenous price shocks in international commodity markets and a rich dataset on civil war in Colombia to assess how different income shocks affect conflict. We examine changes in the price of agricultural goods (which are labour intensive) as well as natural resources (which are not). We focus on Colombia's two largest exports, coffee and oil. We find that a sharp fall in coffee prices during the 1990s lowered wages and increased violence differentially in municipalities cultivating more coffee. This is consistent with the coffee shock inducing an opportunity cost effect. In contrast, a rise in oil prices increased both municipal revenue and violence differentially in the oil region. This is consistent with the oil shock inducing a rapacity effect. We also show that this pattern holds in six other agricultural and natural resource sectors, providing evidence that price shocks affect conflict in different directions depending on the type of the commodity.
The Effect of Police Response Time on Crime Clearance Rates
Police agencies devote vast resources to minimizing the time that it takes them to attend the scene of a crime. Despite this, the long-standing consensus is that police response time has no meaningful effect on the likelihood of catching offenders. We revisit this question using a uniquely rich dataset from the Greater Manchester Police. To identify causal effects, we use a novel strategy that exploits discontinuities in distance to the response station across locations next to each other, but on different sides of division boundaries. Contrary to previous evidence, we find large and strongly significant effects: in our preferred estimate, a 10% increase in response time leads to a 4.7 percentage points decrease in the likelihood of clearing the crime. We find stronger effects for thefts than for violent offences, although the effects are large for every type of crime. We find suggestive evidence in support of two mechanisms: the likelihood of an immediate arrest and the likelihood that a suspect will be named by a victim or witness both increase as response time becomes faster. We argue that, under conservative assumptions, hiring an additional response officer would generate a benefit, in terms of future crime prevented, equivalent to 170% of her payroll cost.
The Economics of Policing and Public Safety
The efficiency of any police action depends on the relative magnitude of its crime-reducing benefits and legitimacy costs. Policing strategies that are socially efficient at the city level may be harmful at the local level, because the distribution of direct costs and benefits of police actions that reduce victimization is not the same as the distribution of indirect benefits of feeling safe. In the United States, the local misallocation of police resources is disproportionately borne by Black and Hispanic individuals. Despite the complexity of this particular problem, the incentives facing both police departments and police officers tend to be structured as if the goals of policing were simple—to reduce crime by as much as possible. Formal data collection on the crime-reducing benefits of policing, and not the legitimacy costs, produces further incentives to provide more engagement than may be efficient in any specific encounter, at both the officer and departmental level. There is currently little evidence as to what screening, training, or monitoring strategies are most effective at encouraging individual officers to balance the crime reducing benefits and legitimacy costs of their actions.
