The birth of the memory of Communism: memorial museums in Europe

This article argues that the memory of Communism emerged in Europe not due to the public recognition of pre-given historical experiences of peoples previously under Communist regimes, but to the particularities of the post-Cold War transnational political context. As a reaction to the uniqueness claim of the Holocaust in the power field structured by the European enlargement process, Communism memory was reclaimed according to the European normative and value system prescribed by the memory of the Holocaust. Since in the political context of European enlargement refusing to cultivate the memory of the Holocaust was highly illegitimate, the memory of Communism was born as the “twin brother” of Holocaust memory. The Europeanized memory of Communism produced a legitimate differentia specifica of the newcomers in relation to old member states. It has been publicly reclaimed as an Eastern European experience in relation to universal Holocaust memory perceived as Western. By the analysis of memorial museums of Communism, the article provides a transnational, historical, and sociological account on Communism memory. It argues that the main elements of the discursive repertoire applied in post-accession political debates about the definition of Europe were elaborated before 2004 in a pan-European way.

Polarization versus Democracy

When can we realistically expect ordinary people to check the authoritarian ambitions of elected politicians? An answer to this question is key to understanding the most prominent development in the dynamic of democratic survival since the end of the Cold War: the subversion of democracy by elected incumbents and its emergence as the most common form of democratic breakdown. This article proposes an explanation according to which political polarization undermines the public's ability to serve as a democratic check: In polarized electorates, voters are willing to trade off democratic principles for partisan interests. The article presents evidence that supports this claim; raises questions about the real-world relevance of conventional measures of support for democracy; and highlights the importance of understanding the role that ordinary people play in democratic backsliding.

Bound to Fail

The liberal international order, erected after the Cold War, was crumbling by 2019. It was flawed from the start and thus destined to fail. The spread of liberal democracy around the globe—essential for building that order—faced strong resistance because of nationalism, which emphasizes self-determination. Some targeted states also resisted U.S. efforts to promote liberal democracy for security-related reasons. Additionally, problems arose because a liberal order calls for states to delegate substantial decisionmaking authority to international institutions and to allow refugees and immigrants to move easily across borders. Modern nation-states privilege sovereignty and national identity, however, which guarantees trouble when institutions become powerful and borders porous. Furthermore, the hyperglobalization that is integral to the liberal order creates economic problems among the lower and middle classes within the liberal democracies, fueling a backlash against that order. Finally, the liberal order accelerated China’s rise, which helped transform the system from unipolar to multipolar. A liberal international order is possible only in unipolarity. The new multipolar world will feature three realist orders: a thin international order that facilitates cooperation, and two bounded orders—one dominated by China, the other by the United States—poised for waging security competition between them.

Defending the Realm: The Appointment of Female Defense Ministers Worldwide

Though the defense ministry has been a bastion of male power, a growing number of states have appointed women to this portfolio. What explains men's dominance over these positions? Which factors predict women's appointments? With comprehensive cross-national data from the post–Cold War era, we develop and test three sets of hypotheses concerning women's access to the defense ministry. We show that women remain excluded when the portfolio's remit reinforces traditional beliefs about the masculinity of the position, particularly in states that are engaged in fatal disputes, governed by military dictators, and large military spenders. By contrast, female defense ministers emerge when expectations about women's role in politics have changed—that is, in states with female chief executives and parliamentarians. Women are also first appointed to the post when its meaning diverges from traditional conceptions of the portfolio, particularly in countries concerned with peacekeeping and in former military states with left-wing governments.

Why America’s Grand Strategy Has Not Changed

Why has U.S. grand strategy persisted since the end of the Cold War? Despite shocks such as the 2008 global financial crisis and the costs of the war in Iraq—circumstances that ought to have stimulated at least a revision—the United States remains committed to a grand strategy of “primacy.” It strives for military preponderance, dominance in key regions, the containment and reassurance of allies, nuclear counterproliferation, and the economic “Open Door.” The habitual ideas of the U.S. foreign policy establishment, or the “Blob,” make U.S. grand strategy hard to change. The United States’ military and economic capabilities enable the U.S. government to pursue primacy, but the embedded assumptions of the Blob make primacy the seemingly natural choice. Thanks to the Blob’s constraining power, alternative grand strategies based on restraint and retrenchment are hardly entertained, and debate is narrowed mostly into questions of execution and implementation. Two cases—the presidency of Bill Clinton and the first year of the presidency of Donald Trump—demonstrate this argument. In each case, candidates promising change were elected in fluid conditions that we would expect to stimulate a reevaluation of the United States’ commitments. In each case, the Blob asserted itself successfully, at least on the grand strategic fundamentals. Change in grand strategy is possible, but it would require shocks large enough to shake the assumptions of the status quo and a president willing to be an agent of change and prepared to absorb the political costs of overhauling Washington’s traditional design.

International System and Technologies of Rebellion: How the End of the Cold War Shaped Internal Conflict

Because they are chiefly domestic conflicts, civil wars have been studied primarily from a perspective stressing domestic factors. We ask, instead, whether (and how) the international system shapes civil wars; we find that it does shape the way in which they are fought—their “technology of rebellion.” After disaggregating civil wars into irregular wars (or insurgencies), conventional wars, and symmetric nonconventional wars, we report a striking decline of irregular wars following the end of the Cold War, a remarkable transformation of internal conflict. Our analysis brings the international system back into the study of internal conflict. It specifies the connection between system polarity and the Cold War on the one hand and domestic warfare on the other hand. It also demonstrates that irregular war is not the paradigmatic mode of civil war as widely believed, but rather is closely associated with the structural characteristics of the Cold War.

Organized violence, 1989–2015

The alarming upward trend since 2012 in the number of fatalities incurred by organized violence did not continue in 2015. Indeed, 2014 saw more than 130,000 people killed in organized violence while in 2015 this figure was close to 118,000. This is still an unusually high number, the third-worst year in the post-Cold War period. The number of conflicts continued to increase from 41 in 2014 to 50 in 2015. This increase was by and large driven by the expansion of the Islamic State. Most of the fatalities, over 97,000, incurred in state-based conflicts. Non-state conflicts also increased, from 61 in 2014 to 70 in 2015, the highest number recorded in the 1989–2015 period. No non-state conflict passed the threshold of 1,000 battle-related deaths, but 11 state-based conflicts did a decrease by one from 2014. Seven of the ten most violent state-based conflicts in 2014 became less violent. Twenty-six actors were registered in one-sided violence just as in 2014, while the number of fatalities decreased from over 13,500 to 9,500.

Deal or No Deal? The End of the Cold War and the U.S. Offer to Limit NATO Expansion

Did the United States promise the Soviet Union during the 1990 negotiations on German reunification that NATO would not expand into Eastern Europe? Since the end of the Cold War, an array of Soviet/Russian policymakers have charged that NATO expansion violates a U.S. pledge advanced in 1990; in contrast, Western scholars and political leaders dispute that the United States made any such commitment. Recently declassified U.S. government documents provide evidence supporting the Soviet/Russian position. Although no non-expansion pledge was ever codified, U.S. policymakers presented their Soviet counterparts with implicit and informal assurances in 1990 strongly suggesting that NATO would not expand in post-Cold War Europe if the Soviet Union consented to German reunification. The documents also show, however, that the United States used the reunification negotiations to exploit Soviet weaknesses by depicting a mutually acceptable post-Cold War security environment, while actually seeking a system dominated by the United States and opening the door to NATO's eastward expansion. The results of this analysis carry implications for international relations theory, diplomatic history, and current U.S.-Russian relations.

Network Interdependencies and the Evolution of the International Arms Trade

Since few states are able to produce all of their own military hardware, a majority of countries’ military systems rely on weapon imports. The structure of the international defense technology exchange network remains an important puzzle to understand, along with the factors that drive its evolution. Drawing on a political economy model of arms supply, we propose a new network-oriented explanation for the worldwide transactions of major conventional weapons in the period after World War II. Using temporal exponential random graph models, our dynamic approach illustrates how network dependencies and the relative weighting of economic versus security considerations vary over time. One of our major results is to demonstrate how security considerations started regaining importance over economic ones after 2001. Additionally, our model exhibits strong out-of-sample predictive performance, with network dependencies contributing to model improvement especially after the Cold War.

How Civil Wars End

Historically, civil wars ended in one-sided victory. With the end of the Cold War, however, the very nature of how civil wars end shifted: wars became two times more likely to terminate in negotiated settlement than in victory. Since the terrorist attacks of September 11, 2001, the proportion of victories has increased, especially for civil wars that include a terrorist group; wars are also ending less frequently. Why would civil war termination vary by time period? The literature on civil wars looks to three basic types of causes: domestic-structural factors, bargaining dynamics, and types of international intervention. Current explanations cannot account for why civil wars would end differently in different time periods because, as Kenneth Waltz might say, they are “reductionist” in nature. Material and ideational factors constitute the international political environment, which varies in different time periods. This environment drives outside actors’ normative strategies of viewing victory, negotiation, or stabilization as the appropriate solution to civil war. These norms, in turn, directly affect how civil wars end. A novel, three-part methodological approach using quantitative analysis, case studies, and original content analysis demonstrates that civil wars tend to end the way external actors think they ought to end.
