“There is More to It than Recidivism” – Outcome Scores among Released Prisoners who participated in Prison-Based “Employment World” Programmes
In the quest for effective prisoner rehabilitation, while there is existing literature that predominantly emphasizes recidivism rates, it is important to recognize that this singular focus may sometimes overshadow the broader dimensions crucial for successful societal reintegration. This study, therefore, investigates the multifaceted outcomes of an employment training programme offered by the Israel Prison Service. Employing propensity score matching, we compared outcomes between programme participants and non-participants. Our analysis encompassed recidivism rates, employment stability, income levels, tax-paying behaviour and welfare service engagement. While recidivism rates remained largely unaffected, our findings unveiled promising results in other domains. Programme participants exhibited enhanced employment stability, realized higher incomes, demonstrated increased engagement in tax-paying and accessed welfare services more frequently. This study underscores the need for a comprehensive approach to assessing rehabilitation effectiveness, extending beyond the singular metric of recidivism. While acknowledging certain limitations, our research highlights that employment training programmes may not have a direct impact on recidivism but can significantly contribute to labour market reintegration and promote more productive and socially responsible behaviours. It advocates further exploring diverse outcome measures to develop holistic rehabilitation strategies. En la búsqueda de una rehabilitación efectiva de los reclusos, si bien existe literatura que enfatiza predominantemente las tasas de reincidencia, es importante reconocer que este enfoque singular a veces puede eclipsar las dimensiones más amplias cruciales para una reintegración social exitosa. Por lo tanto, este estudio investiga los resultados multifacéticos de un programa de capacitación laboral ofrecido por el Servicio Penitenciario de Israel. Utilizando el emparejamiento por puntuación de propensión, comparamos los resultados entre los participantes y los no participantes del programa. From the Small Zinzana to the Bigger Zinzana
The Palestinian experience has been aptly characterized as carceralism, in both literal and metaphorical senses. It is arguable that ever since the 1967 occupation of the West Bank and Gaza, the most consensual pillar of national Palestinian discourse has been the issue of Palestinians imprisoned by Israel. After Hamas’s so-called takeover of Gaza in 2007, however, a new, intra-Palestinian carceralism emerged. This article traces the shifts in Palestinian representations and experiences of the carceral post-2007, their historical resonances in the late Oslo era, and their implications for Palestinian unity after nine years of division.
Hepatitis C Virus Elimination Program among Prison Inmates, Israel
The Israeli Prison Services implemented a hepatitis C virus (HCV) elimination program in 2020. Inmates considered high risk for HCV were offered serology; HCV-seropositive participants were offered HCV RNA testing. Among participants, 7.0% had detectable HCV RNA and were offered antiviral drug therapy. This program reduced HCV burden among incarcerated persons.
The Winding Road to Evidence-Based Policy in Corrections: A Case Study of the Israel Prison Service
There has been a growing trend in recent years towards the adoption of evidence-based policy in a variety of fields, including criminal justice. The purpose of evidence-based policy is to guide the activities of organisations based on scientifically verified facts, enabling the development of effective and efficient policies. In this article, we introduce the commitment of the Israel Prison Service (IPS) to the implementation of evidence-based policy by detailing the processes and development of a large-scale research programme in the IPS. We illustrate how the cooperation and commitment of key individuals, including successive IPS Commissioners, have enabled the implementation of evidence-based policy in a hierarchal organisation. Within this context, we demonstrate how human agency is a key factor in the successful implementation of the policy in criminal justice settings. By following the different stages of development and implementation, the example of the IPS also highlights the importance of agencies taking ownership of science. We conclude by arguing that the road to evidence-based policy is a ‘winding road’, highlighting the key turning points that influenced the institutionalisation of the policy in the IPS.
From \Subcultures\ to \Toolkits\: Ethnicity and Violence in Israeli Prisons
Research on violence in US prisons frequently finds higher rates of violence among ethnic minorities compared to whites. Explanations focus on a \"subculture of violence,\" sometimes referred to as an honor culture or code of the street, whereby minorities import a deeply internalized, violent subculture into prison. Subcultural theories of violence have been challenged by scholarship that views culture as providing a \"toolkit\" of frames and scripts that individuals draw upon in different social contexts. According to this model, the importation of violence is far from inevitable, because violence results from the interplay between social context and cultural toolkits. We assess the ability of these two cultural models to explain ethnic differences in prison violence in a different national context by comparing rates of violence among Arab Muslim and Jewish criminal prisoners in Israel. Subcultural models lead us to expect higher rates of violence among Arab Muslim prisoners, while a toolkit-based explanation that draws on social identity research predicts lower rates of violence. We test these hypotheses using both logistic regression and propensity score matching on data covering over 16,000 prisoners, supplemented by in-depth interviews with prisoners and staff. Our results conflict with the expectations of subcultural theories and lend support to culture-as-toolkit explanations. We conclude by discussing the relevance of our findings for research on prison violence, theories of the relationship between culture and violence, and the usefulness of incorporating social identity into toolkit theory.
Captivity and Gender: The Experience of Female Prisoners of War during Israel's War of Independence
This article presents the almost unknown stories of the 96 women POWs in Israel's 1948 War of Independence and endeavors to analyze their experience of captivity and the perceptions that accompanied it, from the moment of their surrender, through the period of their captivity and up to their return home. It explores the manner in which normative perceptions of gender shaped the experience of women in captivity, despite their being in a situation that was seemingly identical to that of the 900 male captives. Thus, apart from adding a new chapter to the history of women in Israel, the story of the Israeli women captives serves as a test case for discussing issues relating to captivity and gender. There are similarities in the ways in which women experience captivity, and in how female captivity is perceived, at the time and afterward, both by the captives and by the society to which they belong. Although captivity is experienced by both men and women, often together and in similar circumstances, this does not blur gender differences but rather preserves and even accentuates them. The frequent and mythological association of sexual violence and rape with female captives was evident in the preconceptions shared by both women and men and was a prime source of fear even before they fell captive. However, the women's experience in captivity in Israel's 1948 war does not support this myth. Although both men and women fell into captivity during Israel's War of Independence, seemingly offering evidence of the gender equality said to have prevailed in that period, a gendered analysis suggests otherwise.
STAFF-INMATES COOPERATION IN ISRAELI PRISONS: TOWARD A NON-FUNCTIONALISTIC THEORY OF TOTAL INSTITUTIONS
The objective of the present research is to reexamine Goffmans theory with respect to the functionality of maintaining the gap between inmates and staff in the total institution. The research has been conducted in ten prisons and one house of detention in Israel, and is based on observations, on examination of documents relating to prison regulations and on interviews with prisoners, exprisoners and subaltern as well as senior staff members. The findings of the research point to a widespread cooperation between prisoners and staff, which serves the interests of both sides.Furthermore, this cooperation is explained as a result from behavioral norms prevalent within the prison and from the influence of social values penetrating into the prison from the outside. The research findings expose thejveakness of the functionlist theory in explaining social relations in the total institution from the narrow viewpoint of serving solely the formal needs of the institution, while supporting the development of an interactional model like the theory of the \"negotiated order\" as an alternative theory for the explanation of inmates-staff relationship in the total institution.
