Rethinking public education systems in the 21st century scenario : new and renovated challenges between policies and practices
\"This book emanated from presentations at the World Congress of Comparative Education Societies (WCCES), held in Buenos Aires, Argentina in June 2013. The Congress theme of \"New Times, New Voices\" provided the broad frame of the post-Buenos Aires series of volumes, including this one containing research contributions focusing on the situation of public education systems. The chapters in this volume are selected for quality of research and relevance to the theme, and for representation across global regions. They examine the new and renovated challenges faced by public education systems at present for which different paths are suggested. Enhancing the role of private sector partners in education can lead to significant improvements in education service delivery. However, the realization of such benefits depends in great part on the design of the partnership between the public and private sectors, on the overall regulatory framework of the country, and on the governmental capacity to oversee and enforce its contracts with the private sector. Under the right terms, private sector participation in education can increase efficiency, choice, and access to education services, particularly for students who tend to fail in traditional education settings. Private-for-profit schools across the world are already serving a vast range of usersâ€\"from elite families to children in poor communities. Through balanced public-private partnerships (PPPs) in education, governments can leverage the specialized skills offered by private organizations as well as overcome operating restrictions such as salary scales and work rules that limit public sector responses. 'The Role and Impact of Public-Private Partnerships in Education' presents a conceptualization of the issues related to PPPs in education, a detailed review of rigorous evaluations, and guidleines on how to create successful PPPs. The book shows how this approach can facilitate service delivery, lead to additional financing, expand equitable access, and improve learning outcomes. The book also discusses the best way to set up these arrangements in practice. This information will be of particular interest to policymakers, teachers, researchers, and development practitioners.
The Good News Club : the religious right's stealth assault on America's children
In 2009, the Good New Club came to the public elementary school where journalist Katherine Stewart sent her children. The Club bills itself as an after-school Bible study, but Stewart soon discovered that its real mission is to convert children to fundamentalist Christianity. Astonished to discover that the Supreme Court had deemed this religious activity legal in public schools, Stewart began an investigative journey to dozens of cities across the nation to document the impact. As Stewart makes chillingly clear, the rapidly expanding network of Good News Clubs represent just one of a range of initiatives intended to insert religious values into public schools. Although they often appear to be spontaneous, local events, they are in fact organized and funded at a national level. Taken together, they represent a new strategy of the Religious Right in its long-running aim to \"take back America,\" undermining our public education system and secular democracy itself.

Incentives, Selection, and Teacher Performance: Evidence from IMPACT

Teachers in the United States are compensated largely on the basis of fixed schedules that reward experience and credentials. However, there is a growing interest in whether performance-based incentives based on rigorous teacher evaluations can improve teacher retention and performance. The evidence available to date has been mixed at best. This study presents novel evidence on this topic based on IMPACT, the controversial teacher-evaluation system introduced in the District of Columbia Public Schools by then-Chancellor Michelle Rhee. IMPACT implemented uniquely highpowered incentives linked to multiple measures of teacher performance (i.e., several structured observational measures as well as test performance). We present regressiondiscontinuity (RD) estimates that compare the retention and performance outcomes among low-performing teachers whose ratings placed them near the threshold that implied a strong dismissal threat. We also compare outcomes among high-performing teachers whose rating placed them near a threshold that implied an unusually large financial incentive. Our RD results indicate that dismissal threats increased the voluntary attrition of low-performing teachers by 11 percentage points (i.e., more than 50 percent) and improved the performance of teachers who remained by 0.27 of a teacher-level standard deviation. We also find evidence that financial incentives further improved the performance of high-performing teachers (effect size = 0.24). © 2015 by the Association for Public Policy Analysis and Management.

Trends in the conferral of public health degrees provide a lens into the public health workforce. As the needs of workforce development grow and change, it is imperative to accurately characterize trends in degree conferrals to estimate the future size and composition of the public health workforce. The challenging task of enumerating public health degree conferrals aligns with the equally challenging task of enumerating the public health workforce, for which the “methodology used needs further improvements in standardization, specificity, data storage, and data availability.” Although a 2015 study characterized the growth of the undergraduate public health major in the United States, our study focused on graduate-level public health education trends in the United States.
