Crises, Labor Market Policy, and Unemployment
Using a sample of 97 countries spanning the period 1980?2008, we estimate that financial crises have a large negative impact on unemployment in the short term, but that this effect rapidly disappears in the medium term in countries with flexible labor market institutions, whereas the impact of financial crises is less pronounced but more persistent in countries with more rigid labor market institutions. These effects are even larger for youth unemployment in the short term and long-term unemployment in the medium term. Conversely, large upfront, or gradual but significant, comprehensive labor market policies have a positive impact on unemployment, albeit only in the medium term.
Can Policies Affect Employment Intensity of Growth? A Cross-Country Analysis (PDF Download)
The aim of this paper is to provide new estimates of employment-output elasticities and assess the effect of structural and macroeocnomic policies on the employment-intensity of growth. Using an unbalanced panel of 167 countries over the period 1991 - 2009, the results suggest that structural policies aimed at increasing labor and product market flexibility and reducing government size have a significant and positive impact on employment elasticities. In addition, the results also suggest that in order to maximize the positive impact on the responsiveness of employment to economic activity, structural policies have to be complemented with macroeconomic policies aimed at increasing macroeconomic stability.
Social Spending in Korea: Can it Foster Sustainable and Inclusive Growth?
Going forward, Korea faces two closely related challenges: sustaining economic growth against the backdrop of a rapidly aging population and ameliorating income inequality. This paper argues that a gradual increase in social spending could promote more sustainable and inclusive growth in Korea. In particular, simulation results suggest that social spending which supports labor market reforms can boost longer-term growth. However, despite rapid increases recently—albeit from a low base—there is still a social spending gap relative to Korea's OECD peers. Because of several fiscal challenges in the coming decades, increases in social spending should be incremental, and would be usefully guided by a longer-term fiscal framework.
Growing Apart? A Tale of Two Republics: Estonia and Georgia
We compare and contrast the economic growth performance of Estonia and Georgia since the collapse of the Soviet Union in 1991 in an attempt to understand better the extent to which the growth differential between the two countries can be traced to increased efficiency in the use of capital and other resources (intensive growth) as opposed to brute accumulation of capital (extensive growth). On the basis of a simple growth accounting exercise, we infer that advances in education at all levels, good governance, and institutional reforms have played a more significant role in raising economic output and efficiency in Estonia than in Georgia which remains marred by various problems related to weak governance in the public and private spheres.
Employment and shared growth : rethinking the role of labor mobility for development
There is one asset that poor people have in abundance: labor. Thus, what distinguishes the poor from the non-poor in low income countries is, simply, their ability to sell labor at a good price. It should be of little surprise, then, that enhancing the poor's access to employment is increasingly recognized as key to development. But while the creation of \"good\" jobs for the poor has become a policy priority for many developing countries, the mechanisms by which employment stimulates growth and reduces poverty have, until now, not been well understood. This book aims to help fill that gap. Focusing on labor market mobility as a central mechanism for both growth and poverty reduction, it brings together contributions originally presented at a conference organized by the World Bank's Poverty Reduction and Development Effectiveness department in June 2006. Using examples from all continents, these papers discuss why multi-segmented labor markets offer a good starting point for analysis, what role the informal sector plays in employment, whether self-employment is an engine of growth, how worker mobility affects income, and how firm dynamics affect both growth and employment through job creation and destruction.
Working toward better pay
Improving access to productive employment is a key policy challenge, especially in low-income countries (LICs), where the only asset in abundance is labor. Building on ongoing research on earnings mobility, this study uses unusually rich longitudinal data from Ghana and Tanzania to identify engines of, and barriers to, earnings and earnings mobility. It examines the role of individual characteristics such as gender, age, and skills and characteristics of the job, but it also focuses on the role of job switches for example, moves into and out of self-employment. It zooms in particularly on the drivers of transitions between low-paying and high-paying jobs, and addresses questions such as whether being low paid is a transitory or permanent phenomenon, and whether it has a scarring effect on an individual's employment prospects. The extent to which earnings dynamics differ for women and young adults is also discussed in detail. The cross-country comparison of earnings dynamics and labor market transitions helps shed light on the institutional factors that promote labor market mobility and entrepreneurship. The report is organized as follows: chapter one gives introduction. Chapter two presents a brief review of related literature. Chapter three gives a descriptive overview of the labor markets in the two countries. Chapter four examines the determinants of earnings levels. Chapter five examines determinants of earnings growth. Chapter six focuses on low-pay and high-pay transitions and analyzes whether the experience of being in a low-paying job undermines an individual's future earnings prospects. Chapter seven discusses key policy implications.
Does Technological Diffusion Explain Australia's Productivity Performance?
This paper analyzes the impact of product and labor market policies on technological diffusion and multi-factor productivity (MFP) in a panel of industries in 15 OECD countries over the period 1980 to 2003, with a special focus on Australia. We use a simple convergence empirical framework to show that, on average, convergence of MFP within industries across countries has slowed-down in the 1990s. In contrast, Australian industries have significantly caught-up with industry productivity best practices over the past 16 years, and have benefited from the diffusion of Information and Communication Technologies (ICTs). We show that reforms of both the labor and product markets since the early 1990s can explain Australia's productivity performance and adoption of ICTs.
Reforming severance pay : an international perspective
Throughout the developed and developing world there is growing demand for policies that would facilitate access to jobs by the most vulnerable, improve their earnings, and reduce their dependency on public support. As a result, governments are increasingly focused on removing obstacles faced by employers to create jobs and on instilling incentives for individuals to re-enter the labor market or to move toward more productive employment possibilities. Severance pay a program compensating formal workers for dismissal by employers or with an end-of-service benefit is often blamed for distorting employer hiring and firing decisions. Together with restrictive labor market regulations and other formal labor market features, this program is held responsible for excessive job protection with a negative impact on labor market outcomes, in particular affecting the most vulnerable. Despite this strong negative assessment among many labor market economists, surprisingly little is known about this program that exists in most countries around the world as a legally mandated benefit. This lack of knowledge may derive from the special 'positioning' of the program between labor code and social insurance; its origins were in the first policy domain, but its objectives for key programs were replicated in the second domain in particular unemployment and retirement benefits. This is the first-ever book to shed light on this program in a comprehensive manner its historical origins, its rationale, and its characteristics across the world. It reviews the soundness of the empirical accusation, assesses recent country reforms, and offers policy reform alternatives and policy guidance. The policy directions include folding severance pay into existing social insurance programs, where they exist, and to make severance pay contractual between market partners as a way to enhance efficiency in a knowledge-based economy. Folding severance pay into employment benefits may also be an opportunity to move away from unemployment insurance, which is fraught by moral hazard, toward a promising 'hybrid' system of unemployment insurance savings accounts supplemented by social pooling.
Is the Japanese economy in crisis?
Although the Japanese economy is often seen as exempt from the crisis, it also has experienced wild business fluctuations and prolonged depressive industrial difficulties since 1973 much in common with other capitalist countries. Beginning from the preceding period of high economic growth, this paper examines the origins and the changing phases of the economic crisis in Japan. Then it analyses the factors for its persistent depression, such as a structural tendency to labour shortage, a competitive pressure by means of ME information technologies, and the difficulties of exporting industries. Despite its seeming strength in appreciated yen, trade surplus, and improved productivity in manufacturing, real wages have been effectively stagnant, and the social position of workers weakened. Economic unevenness has increased in many aspects, while the budget crisis has deepened. Thus, the seeming strength of the Japanese economy is actually coupled with distortion of its structure by exhausted and weakened working people. The paper concludes by discussing Japan's position in the international political economy as well as its recent political change against the background of its economic situation especially for working people.
