Electric power for rural growth : how electricity affects rural life in developing countries
This text offers important historical information on the state of rural electrification in the 1980s. It also summarizes the development of benefit evaluation methods, along with findings from recent research on the impact of rural electrification for development.

Rural Africa's low level of electrification is a topic of much discussion. One widely cited estimate is that only fourteen percent of rural households in Sub- Saharan Africa have access to electricity (2012). As a first step to improving access, most governments in the region have developed national electrification strategies. Virtually every one of those strategies recommends a two-track approach to providing greater access to grid-based electrification. Although there is widespread agreement on the need for a two-track approach, most national electrification strategies contain few, if any, details on how the two tracks should be implemented. This guide focuses on the regulatory and policy decisions that African electricity regulators and policy makers must make to create a sustainable decentralized track and how the decentralized track can complement the traditional centralized track.
Estimating the Energy Demand and Growth in Off-Grid Villages: Case Studies from Myanmar, Indonesia, and Laos
Under the Sustainable Development Goals (SDGs), the world has pledged to “leaving no one behind”. Responding to goal No. 7 on the agenda, efforts to provide modern energy to all the world population must be pushed forward. This is important because electrification in the rural area can indirectly support opportunities for social and economic development resulting in an acceleration of the eradication of poverty. The research goal of this study is to contribute insights about the scale of energy demand in unelectrified villages in the Southeast Asian countries and to discuss some factors that might influence the energy demand growth. This is done by making projections based on surveys and interviews, including a time-use survey, in three off-grid villages located in Myanmar, Indonesia, and Laos. Our analysis presented the living condition, highlight the types of energy sources, how, and in what rhythms people use energy on a daily basis in those villages. The demands in each case study villages were then projected based on several constructed scenarios. It was found that the factors of household size, proximity to the city, climate, and topography may influence the present and future growth of energy demands in the villages. The estimated energy demand may be useful for project managers to design a pilot off-grid energy system project in a similar environment and pointed out important factors to consider when formulating off-grid energy policies in the region.
Barrier Analysis for the Deployment of Renewable-Based Mini-Grids in Myanmar Using the Analytic Hierarchy Process (AHP)
Energy access remains a challenge for many countries, as recognized by sustainable development goal 7 of the United Nations Development Programme. Although the Myanmar government has set a target of 100% electrification by 2030, less than half of the households are currently connected to the national grid. To expedite electrification, decentralized approaches should be considered. Mini-grids are an effective alternative that can fill the gap between a solar home system and the national grid; however, many of the existing mini-grids in Myanmar are powered by diesel generators. Diesel fuel is significantly more expensive in rural areas than in urban areas due to high transportation costs. Although mini-grids powered by solar photovoltaics and batteries are cost-competitive with diesel generators, the deployment of renewable energy-based mini-grids is slow. In this study, we analyzed the barriers to mini-grid deployment and prioritized the barriers. We conducted a questionnaire survey with stakeholders using the analytic hierarchy process to identify the prioritization of each barrier factor. The K-means clustering method was used to determine tendencies and showed that there was no single, dominant solution. Our results confirm the difficulty of mini-grid deployment and suggest multi-pronged approaches that go beyond economic considerations.
Rural Electrification Pathways: An Implementation of LEAP and GIS Tools in Mali
Remote rural populations do not often have the luxury of viable multisource electricity generation systems. Considering fossil fuels for remote populated areas is not often a viable option due to the fuel transportation costs and the population’s socioeconomic status. Extending the grid is often economically prohibitive. This paper proposes possible ways in which Mali could increase the rate of population with access to electricity by 2050 using Low Emission Analysis Platform (LEAP) and geographical information tools. The current energy situation is assessed, and multiple demand and supply scenarios are created to find the most viable option in environmental and economic dimensions. A minimum of 50% reduction of biomass consumption in the residential sector and a maximum of 71% was achieved through the combination of grid extension and decentralized solar PV. Solar PV becomes the preferable option when enough time for the effects of electricity on income is given. When these effects are not present, solar PV is still a better option, as the amount of biomass replaced with electricity is reduced.
‘Just’ access to electricity: Energy justice in Indonesia’s rural electrification (LISDES) program
This study examined issues that emerge from Indonesia’s rural electrification (LISDES) program. A qualitative study was used as an approach. Document analysis and semi-structured interviews are the methods selected for data collection. Using energy justice as an analytical framework, three categories of energy injustices were identified in the program: distributive, procedural, and recognition injustice. Unequal income to pay electricity bills; uneven geographical conditions; and unequal distribution of the population were identified as the elements of distributive injustice. Inadequate access to informational disclosure on the problems and solutions of the program; lack of meaningful participation of subnational actors; and lack of a comprehensive law and regulatory framework in place to protect private sectors in the program were demonstrated as the elements of procedural injustice. Lastly, a lack of understanding of the various meanings of electricity as the key to public welfare; and non-recognition of distinctive socioeconomic characteristics in various locations of Indonesia were found as the key elements of recognition injustice. These findings suggest that to achieve 'just' access to electricity in the LISDES program, it is critical to address all elements of energy injustice identified in the program and clearly define long-term goals for the program.
