The gated, the gatekeepers and the 'gatekeeper state' : Une approche par le bas du problème de la circulation des personnes et des biens au sein de la CEDEAO

RÉSUMÉ: Cet article examine les modalités et les conséquences des pratiques de gatekeeping sur la circulation des personnes et des biens dans la Communauté Économique des États de l'Afrique de l'Ouest (CEDEAO). A partir d'un terrain réalisé auprès de pêcheurs migrants à la frontière Bénin-Niger, l'auteur décrit et analyse ces pratiques en croisant les points de vue des contrôlés (gated) et des « contrôleurs d'accès » (gatekeepers). Il montre que les contrôles aux frontières opérés par les agents de l'État sont cosmétiques et peu effectifs. Les divers types de contrôle d'accès, dont la création de postes de contrôle fictifs, se caractérisent par des formes de racket systématique qui renvoit essentiellement à des logiques d'accumulation de rente. Même si les « contrôlés » disposent de marges de manœuvre pour négocier leur passage aux points de contrôle, les pratiques de gatekeeping au quotidien sont principalement orientées vers la prédation et sont ancrées dans l'économie morale de la corruption. La gouvernance de la frontière Bénin-Niger illustre la nature extractive des relations État-citoyens et explique le paradoxe du non-respect des engagements des États membres de la CEDEAO d'assurer la libre circulation effective des biens et des personnes dans l'espace communautaire en s'appuyant sur les théories du gatekeeper state, du patrimonialisme et de la corruption. ABSTRACT: This article examines the modalities and consequences of gatekeeping practices on the circulation of people and goods in the Economic Community Of West African States (ECOWAS). Based on fieldwork carried out among migrant fishermen at the Benin-Niger border, the author describes and analyzes gatekeeping practices from the points of view of both the \"gated\" and the \"gatekeepers.\" The article shows that controls carried out by gatekeepers are mostly cosmetic and ineffective. Gatekeeping and gate-making practices (creation of fictitious checkpoints) are characterized by systemic forms of racketeering operated by gatekeepers, who essentially relate to the logic of rent accumulation. Even if the \"gated\" have room to negotiate their passage through checkpoints, gatekeeping practices are mainly oriented toward predation and are anchored in the moral economy of corruption. The governance of the Benin-Niger border illustrates the extractive nature of state-citizen relations and explains the paradox of noncompliance with the commitments of ECOWAS member states to ensure the effective free movement of goods and people in the regional community by relying on theories of the \"gatekeeper state,\" corruption and patrimonialism.
