South Asian countries have historically witnessed intra-regional movement and dislocation of ethnic groups escaping political instability and religious persecution. India's relative stability and multiethnic society have made it an attractive country to these groups who come from Afghanistan, china, Iran, Sudan, and Burma. The Indian government's policy dealing with these refugees has been inconsistent. These refugees often live in poor conditions and the Indian governments has consistently failed to provide access to international organizations to address their problems.
