Administrative restructuring and urban development in China
This study focuses on state-led urbanisation in the Chinese context by examining the effects of urban administrative level upgrading on urbanisation and urban development. We argue that urban administrative level upgrading is an important policy instrument in China that empowers cities to play a leading role in driving national and regional economic development. However, there is a lack of systematic empirical investigation to determine whether the objectives of urban administrative level upgrading have been achieved. Using a quasi-experimental method that combines propensity score matching with the difference-in-difference approach, we thoroughly examine the effects of county- to prefecture-level city upgrading and county to county-level city upgrading on the development performance of cities. The results confirm that county- to prefecture-level city upgrading can positively lead to a significant increase in urban population growth and fiscal revenue in a few years after upgrading, although this may not necessarily lead to rapid industrialisation. However, the same is not true for county to county-level city upgrading. This difference may be because counties and county-level cities are at the same administrative level, whilst prefecture-level cities are at a higher administrative level compared with county-level cities and counties. The results indicate that China’s administrative division system, although restructured, retains hierarchical and level-based structure in the post-reform period. Regional economic resilience: the experience of the Italian local labor systems
After defining the concept of resilience and its application to the regional context, the paper presents a preliminary evaluation of regional economic resilience in the case of the Italian regions. In doing so, we follow the approach by Martin (J Econ Geogr 12:1–32, 2012) and Martin and Sunley (2015) who identify three different dimensions to regional economic resilience: (a) resistance, i.e., the degree of sensitivity or depth of reaction of a regional economy to a recessionary shock; (b) recovery, i.e., the speed and magnitude of the recovery; (c) reorientation and renewal, i.e., the ability of a region to adapt in response to the shock and renew its growth path. The analysis is conducted at the local labor systems (LLS) geographical level and focuses, at this stage, only on the first two dimensions of resilience, i.e., resistance and recovery. The recessionary shock (2009–2010) is defined following the Italian National Statistical Institute approach for which a recession implies a decrease in GDP for three consecutive trimesters. The pre-recessionary period is 2007–2008 and the recovery period 2011 (as a new recession started again in Italy at the end of 2011). The results clearly point at very heterogeneous resilience for the Italian LLS.
Airports, cities and regions

Institutional Thickness Revisited
Over the last two decades, the notion of institutional thickness has become a key reference for a large body of work that has sought to provide profound insights into the link between institutions and regional development. However, only few attempts have been made to reassess the concept, to improve its methodology, and to reflect on its empirical application. The aim of this article is to revise the original concept of institutional thickness. We draw on and seek to contribute to current work in economic geography and related disciplines on the role of organizations and institutions in regional development. We identify some crucial limitations and provide suggestions for how they can be addressed. It is argued that much can be gained by (1) explicitly elaborating on the relation between the organizational and institutional dimensions of thickness, (2) moving beyond overly static views on thickness, (3) developing a multiscalar approach to thickness, and (4) identifying features for assessing thickness in absolute and relative terms.
Enhancing the resilience of regional digital innovation ecosystems: a pathway analysis from the lens of resource orchestration theory
Enhancing the resilience of regional digital innovation ecosystems represents an effective strategy for managing risky shocks and fostering sustainable regional development. This study investigates the regional digital innovation ecosystems in 30 provinces and cities across China. Grounded in resource orchestration theory, this research employs the fsQCA method to examine the configuration paths through which traditional and digital resources and capabilities contribute to the resilience of these ecosystems. By developing an evaluative framework for the resilience of regional digital innovation ecosystems, this study reveals a fluctuating upward trend in resilience across China’s regions, albeit with slow improvement rates and uneven development. The fsQCA identifies six configurational paths that bolster ecosystem resilience, categorized into two types: Technology Innovation-Digital Platforms and Financial-Physical Dominant. Furthermore, the paper highlights insufficient technological innovation capacity and imperfect digital governance as critical barriers to strengthening the resilience of regional digital innovation ecosystems. This research improves the evaluative framework for resilience in regional digital innovation ecosystems and extends the application of resource orchestration theory to the domain of resilience. The findings offer significant theoretical and practical insights into how regions can utilize both traditional and digital resources and capabilities to reinforce the resilience of their digital innovation ecosystems.

Are airports engines of economic development? A dynamic panel data approach
This paper applies the dynamic panel data generalized method of moments estimator to the data on commercial passenger air traffic at all primary airports in the United States to evaluate the impact of traffic volume and number of destinations served with non-stop flights on the key indicators of regional economic development. We find that number of destinations served with non-stop flights has a much clearer and more robust impact on level of employment, number of business establishments, and average wage in the region. Passenger traffic volume affects employment and average wage, but not number of establishments. At the sample median, connecting a metropolitan statistical area with an extra destination, keeping everything else constant, creates 98 jobs and facilitates the opening of four new business establishments that employ people. The corresponding numbers for the sample mean are 223 jobs and 15 businesses. The impact of air travel on regional economic development is influenced by competition on the respective airline markets.
