Towards sustainable community conservation in tropical savanna ecosystems: a management framework for ecotourism ventures in a changing environment

The sustainability of ecotourism ventures under the Community Based Natural Resources Management in Zimbabwe is under stress due to environmental changes emanating from effects associated with socioeconomic factors, climate change and epidemic diseases. Using an in-depth analysis of the Mahenye ecotourism venture from the year 1982 to 2020 as a case study, this study sought to propose a management framework for ecotourism ventures in a changing environment by examining the sustainability of community conservation initiatives in Zimbabwe. Research methods included expert opinion from two natural resources governance academics, desktop research and authors’ experiences about Mahenye ecotourism venture. Results indicated that the Mahenye ecotourism venture has faced significant challenges but has been resilient to withstand the shocks such as population increase, exclusion of youths and women, climate change, hyperinflation, donor fatigue, reduced international ecotourist visitation and international hunting bans emanating from socioeconomic and political environmental changes. These shocks have a negative effect on the main elements of an ecotourism venture such as the wildlife resources, amenities, attraction, accessibility, management system, marketing, beneficiaries and linkages. The management framework highlights the interventions that can be made to enable ecotourism ventures in changing environments to remain sustainable. The interventions are promoting strong community cohesion, developing sustainable self-funding mechanisms, promoting multiple sources of income, carrying targeted environmental education programs, capacity building in managing ecotourism in periods of hyperinflation, improved marketing and offering a unique experience, promoting climate smart ecotourism, promoting domestic ecotourism visits, implementing effective feedback systems among stakeholders to decrease uncertainties and lobbying to have hunting bans removed.

Rural Regional Governance in the United States: The Case of the Resource Conservation and Development Program

Rural governance has drawn considerable attention from both local government officials and scholars in the United States since the early 1990s. It is touted as a way to mitigate the limitations of the traditional government unit-based approaches to problem solving and decision making and to foster partnerships across both jurisdictional boundaries and sectors (public, private, and nonprofit). Established in 1962, the Resource Conservation and Development (rc&d) program of the U.S. Department of Agriculture provides a unique model of rural regional governance. Acting as a coalition of governments, private businesses, individuals, and interest groups, the rc&d program provides the flexibility needed to deal with issues at the appropriate spatial scale. It incorporates aspects of both grassroots and governmental organizations and can bring together local interests and expertise with governmental policy and support in service provision, problem solving, and economic development. The approach does not necessarily entail loss of power on the part of the state, but it does provide a mechanism for local people to exercise their agency, to tackle their problems, and to decide which elements of their lives they want to sustain.

Agricultural intensification escalates future conservation costs

The supposition that agricultural intensification results in land sparing for conservation has become central to policy formulations across the tropics. However, underlying assumptions remain uncertain and have been little explored in the context of conservation incentive schemes such as policies for Reducing Emissions from Deforestation and forest Degradation, conservation, sustainable management, and enhancement of carbon stocks (REDD+). Incipient REDD+ forest carbon policies in a number of countries propose agricultural intensification measures to replace extensive \"slash-and-burn\" farming systems. These may result in conservation in some contexts, but will also increase future agricultural land rents as productivity increases, creating new incentives for agricultural expansion and deforestation. While robust governance can help to ensure land sparing, we propose that conservation incentives will also have to increase over time, tracking future agricultural land rents, which might lead to runaway conservation costs. We present a conceptual framework that depicts these relationships, supported by an illustrative model of the intensification of key crops in the Democratic Republic of Congo, a leading REDD+ country. A von Thünen land rent model is combined with geographic information systems mapping to demonstrate how agricultural intensification could influence future conservation costs. Once postintensification agricultural land rents are considered, the cost of reducing forest sector emissions could significantly exceed current and projected carbon credit prices. Our analysis highlights the importance of considering escalating conservation costs from agricultural intensification when designing conservation initiatives.

The city as a refuge for insect pollinators

Research on urban insect pollinators is changing views on the biological value and ecological importance of cities. The abundance and diversity of native bee species in urban landscapes that are absent in nearby rural lands evidence the biological value and ecological importance of cities and have implications for biodiversity conservation. Lagging behind this revised image of the city are urban conservation programs that historically have invested in education and outreach rather than programs designed to achieve high-priority species conservation results. We synthesized research on urban bee species diversity and abundance to determine how urban conservation could be repositioned to better align with new views on the ecological importance of urban landscapes. Due to insect pollinators' relatively small functional requirements—habitat range, life cycle, and nesting behavior—relative to larger mammals, we argue that pollinators put high-priority and high-impact urban conservation within reach. In a rapidly urbanizing world, transforming how environmental managers view the city can improve citizen engagement and contribute to the development of more sustainable urbanization. Las investigaciones sobre los insectos polinizadores urbanos están cambiando las percepciones sobre el valor biológico y la importancia ecológica de las ciudades. La abundancia y la diversidad de las especies nativas de abejas en los paisajes urbanos, que además están ausentes en los terrenos rurales cercanos, evidencian el valor biológico y la importancia ecológica de las ciudades y tienen implicaciones para la conservación de la biodiversidad. A paso lento detrás de esta imagen revisada de las ciudades están los programas de conservación urbana que históricamente han invertido en la educación y el alcance en lugar de los programar diseñados para adquirir resultados de conservación para especies de prioridad alta. Sintetizamos las investigaciones sobre la diversidad de especies de abejas urbanas y la abundancia para determinar cómo la conservación urbana podría ser reposicionada para alinearse de mejor manera con las nuevas visiones sobre la importancia ecológica de los paisajes urbanos. Debido a los requerimientos funcionales relativamente pequeños de los insectos polinizadores - extensión del hábitat, ciclo de vida, comportamiento de anidamiento - en relación con los mamíferos más grandes, argumentamos que los polinizadores colocan a la conservación urbana de alta prioridad y alto impacto dentro de nuestro alcance. En un mundo rápidamente urbanizado, transformar la forma en que los administradores ambientales ven a las ciudades puede mejorar la participación ciudadana y contribuir al desarrollo de una urbanización más sustentable.

Principal threats to the conservation of freshwater habitats in the continental biogeographical region of Central Europe

In this paper, we discuss the threats to freshwater habitats that are highly important to the European Community in the Continental Biogeographical Region of Europe, specifically in Poland. The study covers nine freshwater habitat types distinguished in Natura 2000, Annex I of the Habitats Directive, which is a network of nature protection areas in the territory: standing water bodies (3110, 3130, 3140, 3150, and 3160) and running water (3260, 3220, 3240, and 3270), occurring in 806 Special Areas of Conservation in Poland. Of the 72,673 km2 total area of freshwater habitat covered by Natura 2000 in Poland, only 25.70% was classified, from the period 2006‒2018, as favourable status, whereas 68.72% was classified as unfavourable inadequate or unfavourable bad status. Based on a multivariate analysis, we found that significant differences in the conservation status of freshwater habitats resulted from a variety of threats, pressures, and activities, among which the most significant are urbanization and residential and commercial development; transportation and service corridors; decreased and unstable water resources; fishing and harvesting of aquatic resources; agricultural pollution; improper management and use of the agricultural catchment and forest catchment; changes in biocenotic evolution, invasive species succession, and more intense touristic exploration. The changes in conservation status of habitats 3110, 3130, 3140, 3160, and 3260 are also associated with climate change. Taking into account the threats identified, a list of recommended practices for the freshwater habitat types is presented, to be considered in habitat conservation programmes.
