Why do revolutions happen? Decades of social science research have brought us little closer to understanding where, when and amongst whom they occur. This book argues that we need to look beyond the economic, political and social structural conditions to the thoughts and feelings of the people who make revolutions.
The Spirit of 1976
The most important national commemoration of the twentieth century, the 1976 bicentennial celebration gave rise to a broadranging debate over how the American Revolution should be remembered and represented. Federal planners seeking an uncritical glorification of the nation’s founding came up against an array of constituencies with other interests and objectives. Inspired by the “new social history” that looked at the past “from the bottom up,” Americans who had previously been disenfranchised by traditional national narratives—African Americans, women, American Indians, workers, young people—demanded a voice and representation in the planning. Local communities, similarly suspicious of federal direction, sought control over their own bicentennial events. Corporate representatives promoted an approach that championed the convergence of patriotism and private enterprise, while commercial interests applied the marketing techniques of an expanding consumerism to hawk every imaginable kind of patriotic souvenir to all of these groups. The end result of these competing efforts, Tammy S. Gordon shows, was a national celebration that reflected some common themes, including a mistrust of federal power, an embrace of decentralized authority, and a new cultural emphasis on the importance of the self. The American Revolution Bicentennial can thus be seen as both a product of the social and political changes of the 1960s and a harbinger of things to come. After 1976, the postwar myth of a consensus view of American history came to an end, ensuring that future national commemorations would continue to be contested.
The Political Economy of Virtue
Political economy, John Shovlin asserts, can illuminate the social and economic contexts out of which a revolutionary impulse developed in France. Beyond the role of political economy in political life, massive public engagement with problems of economic order mediated an enduring cultural transformation. Economic activity was reimagined as a patriotic pursuit, and economic agents-farmers, merchants, and manufacturers-came to be viewed as potential citizens. Drawing on hundreds of political economic tracts published in France between the 1740s and the early nineteenth century, Shovlin shows how mid-level French elites (magistrates, clerics, lawyers, soldiers, landed gentlemen) sought to balance their interests and values with the need to regenerate a nation that had seemingly entered a period of decline. In their view, France's moral, political, and economic power depended not simply on expanding the national wealth but also on reviving civic spirit. The \"political economy of virtue\" held that luxury was the cause of the nation's economic and moral degeneration. When the monarchy failed to reform its political economic structures in the 1760s and 1770s, mid-level elites sought to eliminate the stranglehold of the plutocracy. Shovlin argues that the Revolution grew out of a debate on how to establish a commercial society capable of fostering both wealth and virtue, and the revolutionaries sought to create such a society by destroying the institutions that channeled modern wealth into the hands of courtiers and financiers.
Common land, wine and the French Revolution
Recent revisionist history has questioned the degree of social and economic change attributable to the French Revolution. Some historians have also claimed that the Revolution was primarily an urban affair with little relevance to the rural masses. This book tests these ideas by examining the Revolutionary, Napoleonic and Restoration attempts to transform the tenure of communal land in one region of southern France; the department of the Gard. By analysing the results of the legislative attempts to privatize common land, this study highlights how the Revolution's agrarian policy profoundly affected French rural society and the economy. Not only did some members of the rural community, mainly small-holding peasants, increase their land holdings, but certain sectors of agriculture were also transformed; these findings shed light on the growth in viticulture in the south of France before the monocultural revolution of the 1850s. The privatization of common land, alongside the abolition of feudalism and the transformation of judicial institutions, were key aspects of the Revolution in the countryside. This detailed study demonstrates that the legislative process was not a top-down procedure, but an interaction between a state and its citizens. It is an important contribution to the new social history of the French Revolution and will appeal to economic and social historians, as well as historical geographers.
