Progress continues in VA offices

Progress is being made in bringing state Department of Veterans Assistance field offices up to compliance with the federal Americans with Disabilities Act. Department of Veterans Assistance secretary Rick Thompson announced the progress before the Select Committee on Veterans' Affairs Monday. A November audit from the Legislature's Performance Evaluation and Research Division found that five of the six field offices it evaluated were potentially non-compliant with ADA laws, federal privacy laws, or both. The Lewisburg, Beckley and Moorefield had \"major ADA compliance issues. The report found hallways and doorways in the Beckley and Lewisburg offices were too narrow to meet ADA standards, and that wheelchairs could not easily fit through some parts of the Beckley office. \"I think it needs to be $100,000 a year, Thompson said. \"We're getting the list of all the vans and mileages, but so far we've not had any issues with them. I am just anticipating that after going a couple of years at $50,000, we'll need to get that boosted up or we may have problems in the future. Currently, we're OK, but I'm looking ahead.

Veterans Affairs working to improve system

The West Virginia Department of Veterans Assistance is working to renegotiate leases on some field offices to make them more accessible to veterans. A November report from the Legislature's Performance Evaluation and Research Division found offices in Beckley, Lewisburg, Logan, Huntington and Princeton were out of compliance with the Americans with Disabilities Act, federal privacy laws or both. \"What we did during session was the Legislature and the budget gave us some more flexibility by moving some of our line items in our field office expenses for this coming fiscal year, [Rick Thompson] said. \"We'll be able to renegotiate those leases. We'll have added money to look at renegotiating some of those leases. \"We're still looking at it, Thompson said. \"We have to find new places to move to or at least see if someone is willing to renegotiate the lease. Some of them we'll have to wait until July 1 so we'll get some more money.

[Rick Thompson], who once presided over standing-room-only meetings with House leaders in his sizable Speaker office, spoke on Tuesday to the Legislature's Select Committee on Veterans' Affairs. \"My heart's in this job, so it's a very easy thing to do, to tell them about my department,\" he said after the meeting. Thompson has spent his first month on the job traveling to his agency's field offices and visiting veterans' hospitals around the state, the agency's nursing home in Clarksburg and its veterans' home in Barboursville.

It's just that they interact so often with legislators, that's where the attention goes. That's who you see and that's who you interact with on a daily basis.\"

Last week's item about how House Speaker Rick Thompson will be able to bump his state pension up about 168 percent, to $34,200 a year, if he stays in his new appointment as secretary of the Departments of Veterans' Assistance for three years, prompted a little game at the statehouse: Name all the former legislators who now have state jobs. The contract employees, who work as legislative liaisons for the governor's office during legislative sessions, are Chuck Felton, Preston County senator 1987-93, and Martha Walker, Kanawha County senator 1993-2001 and former Health and Human Resources chairwoman. Technically, I guess you could also count Gov. Earl Ray Tomblin ($150,000), Logan County delegate 1975-80, senator 1981-2011, former Finance chairman and Senate president; and Agriculture Commissioner Walt Helmick ($95,000), Pocahontas County delegate 1989, senator, 1989-2012, former Finance chairman.
