Militarized Humanitarianism Meets Carceral Feminism: The Politics of Sex, Rights, and Freedom in Contemporary Antitrafficking Campaigns
Over the past decade, abolitionist feminist and evangelical Christian activists have directed increasing attention toward the “traffic in women” as a dangerous manifestation of global gender inequalities. Despite renowned disagreements around the politics of sex and gender, these groups have come together to advocate for harsher penalties against traffickers, prostitutes’ customers, and nations deemed to be taking insufficient steps to stem the flow of trafficked women. In this essay, I argue that what has served to unite this coalition of “strange bedfellows” is not simply an underlying commitment to conservative ideals of sexuality, as previous commentators have offered, but an equally significant commitment to carceral paradigms of justice and to militarized humanitarianism as the preeminent mode of engagement by the state. I draw upon my ongoing ethnographic research with feminist and evangelical antitrafficking movement leaders to argue that the alliance that has been so efficacious in framing contemporary antitrafficking politics is the product of two historically unique and intersecting trends: a rightward shift on the part of many mainstream feminists and other secular liberals away from a redistributive model of justice and toward a politics of incarceration, coincident with a leftward sweep on the part of many younger evangelicals toward a globally oriented social justice theology. In the final section of this essay, I consider the resilience of these trends given a newly installed and more progressive Obama administration, positing that they are likely to continue even as the terrain of militarized humanitarian action shifts in accordance with new sets of geopolitical interests.
Indigenous Australian women’s colonial sexual intimacies
Colonialist views of Indigenous bodies and sexualities continue to affect Indigenous peoples worldwide. For Indigenous Australians, this burden has resulted in repression and oppression of power, sex and desire. Focusing on the sexual intimacies of Indigenous Australian women, this paper provides an account of the dominant Australian historical discourses, finding that Indigenous women were viewed as exotic, erotic, something to be desired, yet simultaneously something to be feared. Our sexualities were described as savage, promiscuous and primitive and we were often viewed as prostitutes with our voices and views constrained by patriarchal and imperial regimes of power. But within this context, Indigenous women fought back through both individual and collective acts of agency. This paper demonstrates how Indigenous Australian women’s agency not as a new phenomenon but rather as a position that disrupts the popular discourses of exploitation and victimhood that have been persistently perpetrated against Indigenous women.
Nursing Civil Rights
In Nursing Civil Rights, Charissa J. Threat investigates the parallel battles against occupational segregation by African American women and white men in the U.S. Army. As Threat reveals, both groups viewed their circumstances with the Army Nurse Corps as a civil rights matter. Each conducted separate integration campaigns to end the discrimination they suffered. Yet their stories defy the narrative that civil rights struggles inevitably arced toward social justice. Threat tells how progressive elements in the campaigns did indeed break down barriers in both military and civilian nursing. At the same time, she follows conservative threads to portray how some of the women who succeeded as agents of change became defenders of exclusionary practices when men sought military nursing careers. The ironic result was a struggle that simultaneously confronted and reaffirmed the social hierarchies that nurtured discrimination.
An Uneasy Pleasure: Representing the Dangers of Skin-to-skin Contact in Eighteenth-century London ‘The William Bynum Prize Essay’
This article considers the social function of contagious disease as moderator of class relationships in England during the first half of the eighteenth century and takes into account the ways in which the ‘communicability’ of the plague, great pox (syphilis) and smallpox (variola) was used by authors to crystallise social interaction and tension along class lines. The essay begins by examining the representation of the plague, syphilis and smallpox in the medical tradition, before shifting its attention to the practice of maritime quarantine, as laid out by Richard Mead in his Short Discourse Concerning Pestilential Contagion (1720). By foregrounding medical writing on contagion through skin contact, I suggest that pornographic texts such as John Cleland’s The Memoirs of a Woman of Pleasure (Fanny Hill) (1748) had an interventionist function. Cleland is often charged with sanitising the true horrors of sex work in this period. This article proposes that if we take the time to appreciate the way infectious cutaneous diseases were believed to operate and spread we can recognise the moments in which he not only alludes to disease but invokes it for structural and thematic purposes. In proposing this, I am challenging the dominant interpretation that the problematic realities of eighteenth-century prostitution, especially disease, are subordinated to the narrative’s greater interest in erotic pleasure.
Sex in an Imperial War Zone: Transnational Encounters in Second World War India
This article suggests how the waging of war in an imperial setting may have reshaped military and civilian relations in India from 1939-45. The number of troops stationed in India had repercussions for society and local politics. The article investigates widespread prostitution as one aspect of the gendered wartime economy. Indian prostitution was closely linked to militarization and to the effects of the 1943 Bengal famine. The article also argues this was symptomatic of a more far-reaching renegotiation of the interactions between men and women in the Indian Empire of the 1940s. Other Indian, European, North American and Anglo-Indian women worked as nurses, with the Red Cross and in a variety of roles towards the war effort. Women were subject to new social and sexual demands due to the increased numbers of troops stationed in India in the 1940s.

Trafficking in women and girls had not been unknown in preindustrial Cisleithania, but the discourse from the turn of the century embodied concerns about the need for social control in increasingly anonymous, modernizing, urbanizing, and capitalist society.1 Certainly, M?dchenhandel was in many ways a modern crime, a crime associated particularly with Jews, who were popularly believed to supply white, unwilling girls to serve as prostitutes in brothels worldwide. Not only did the muckraking sensationalist newspapers of the capital address the topic, but it was also the subject of discussion in provincial journals intended for women, which besides serving a didactic function (warning them of possible danger) also permitted women who were not involved in trafficking to foUow with prurient interest and feigned or real horror the fates of their unfortunate sisters.2 This discourse focused above aU on Bukovina and GaUcia, two impoverished regions in the eastern reaches of the empire, both with large Jewish populations.3 Reflecting a variety of European-wide developments, among them eugenics, criminology, and racial nationaUsm, the rhetoric faciUtated the language of difference.
