People who have visited General [Raoul Cedras], formerly Haiti's military commander, said he had set up a personal computer and spent most of the day working on the memoirs. There is no indication of any political activity by the general. But his presence in Panama is generating its own political heat, as many Panamanians describe the decision to grant asylum to Haiti's deposed military leaders as another instance of President Ernesto Perez Balladares's intense desire to please the United States.
Panama Grants Asylum to Leaders of Haiti Junta
President Ernesto Perez Balladares agreed to allow the Haitian military leaders -- Lieut. Gen. Raoul Cedras and Brig. Gen. Philippe Biamby -- and their families into the country after the Rev. Jean-Bertrand Aristide, Haiti's elected President, formally requested asylum for them in a letter today from Washington, officials of the Foreign Ministry here said. \"I have known that Panama is considering receiving General Cedras,\" Father Aristide, who is due to return to Haiti on Saturday, said in the letter. \"My Government and the nation of Haiti would be deeply grateful for all the help you could offer regarding this issue.\" Referring to the Haitian military rulers, an official of Panama's Foreign Ministry said \"the gentlemen\" would be arriving shortly \"and I think everybody is happy.\"
