Eighty-Eight Years
Why did it take so long to end slavery in the United States, and what did it mean that the nation existed eighty-eight years as a \"house divided against itself,\" as Abraham Lincoln put it? The decline of slavery throughout the Atlantic world was a protracted affair, says Patrick Rael, but no other nation endured anything like the United States. Here the process took from 1777, when Vermont wrote slavery out of its state constitution, to 1865, when the Thirteenth Amendment abolished slavery nationwide. Rael immerses readers in the mix of social, geographic, economic, and political factors that shaped this unique American experience. He not only takes a far longer view of slavery's demise than do those who date it to the rise of abolitionism in 1831, he also places it in a broader Atlantic context. We see how slavery ended variously by consent or force across time and place and how views on slavery evolved differently between the centers of European power and their colonial peripheries-some of which would become power centers themselves. Rael shows how African Americans played the central role in ending slavery in the United States. Fueled by new Revolutionary ideals of self-rule and universal equality-and on their own or alongside abolitionists-both slaves and free blacks slowly turned American opinion against the slave interests in the South. Secession followed, and then began the national bloodbath that would demand slavery's complete destruction.
Caribbean Exchanges
English colonial expansion in the Caribbean was more than a matter of migration and trade. It was also a source of social and cultural change within England. Finding evidence of cultural exchange between England and the Caribbean as early as the seventeenth century, Susan Dwyer Amussen uncovers the learned practice of slaveholding.As English colonists in the Caribbean quickly became large-scale slaveholders, they established new organizations of labor, new uses of authority, new laws, and new modes of violence, punishment, and repression in order to manage slaves. Concentrating on Barbados and Jamaica, England's two most important colonies, Amussen looks at cultural exports that affected the development of race, gender, labor, and class as categories of legal and social identity in England. Concepts of law and punishment in the Caribbean provided a model for expanded definitions of crime in England; the organization of sugar factories served as a model for early industrialization; and the construction of the \"white woman\" in the Caribbean contributed to changing notions of \"ladyhood\" in England. As Amussen demonstrates, the cultural changes necessary for settling the Caribbean became an important, though uncounted, colonial export.

Local Histories/Global Designsis an extended argument about the \"coloniality\" of power by one of the most innovative Latin American and Latino scholars. In a shrinking world where sharp dichotomies, such as East/West and developing/developed, blur and shift, Walter Mignolo points to the inadequacy of current practices in the social sciences and area studies. He explores the crucial notion of \"colonial difference\" in the study of the modern colonial world and traces the emergence of an epistemic shift, which he calls \"border thinking.\" Further, he expands the horizons of those debates already under way in postcolonial studies of Asia and Africa by dwelling in the genealogy of thoughts of South/Central America, the Caribbean, and Latino/as in the United States. His concept of \"border gnosis,\" or sensing and knowing by dwelling in imperial/colonial borderlands, counters the tendency of occidentalist perspectives to manage, and thus limit, understanding. In a new preface that discussesLocal Histories/Global Designsas a dialogue with Hegel's Philosophy of History, Mignolo connects his argument with the unfolding of history in the first decade of the twenty-first century.
An Intolerance of Idleness
Despite the fact that disasters, usually induced by hurricanes, were a near-annual experience in the nineteenth-century British-controlled Caribbean, the immediate response of white elites (plantation owners and colonial officers) to these events has remained largely underexamined. This article fills that lacuna by examining the concerns that, across the long nineteenth century, informed British responses to some of the most devastating nature-induced disasters in this period. Though the damages wrought by these events always necessitated some form of humanitarian relief, across the period 1831–1907 the survival of labor regimes and the plantation economy always remained the paramount concern of British officials. White elites viewed their minority control over colonies in the region as contingent on their ability to make African-Caribbean people labor for them. Consequently, because disasters so often destroyed plantations and other sites of labor, colonial responses to disaster were primarily informed by a desire to coerce the African-Caribbean population back to work. Reflecting a preoccupation with “idleness” that was mirrored in domestic poor relief and disaster relief throughout the British Empire, white elites often attempted to withhold needed foodstuffs and materials for rebuilding from the African-Caribbean population until they re-engaged in labor for the colonial state. This article, through showing that a preoccupation with idleness remained central to colonial disaster response, reveals an underexamined continuity between the eras of slavery and emancipation.
The English Atlantic in an Age of Revolution, 1640–1661
Between 1640 and 1660, England, Scotland, and Ireland faced civil war, invasion, religious radicalism, parliamentary rule, and the restoration of the monarchy. Carla Gardina Pestana offers a sweeping history that systematically connects these cataclysmic events and the development of the infant plantations from Newfoundland to Surinam. By 1660, the English Atlantic emerged as religiously polarized, economically interconnected, socially exploitative, and ideologically anxious about its liberties. War increased both the proportion of unfree laborers and ethnic diversity in the settlements. Neglected by London, the colonies quickly developed trade networks, especially from seafaring New England, and entered the slave trade. Barbadian planters in particular moved decisively toward slavery as their premier labor system, leading the way toward its adoption elsewhere. When by the 1650s the governing authorities tried to impose their vision of an integrated empire, the colonists claimed the rights of \"freeborn English men,\" making a bid for liberties that had enormous implications for the rise in both involuntary servitude and slavery. Changes at home politicized religion in the Atlantic world and introduced witchcraft prosecutions. Pestana presents a compelling case for rethinking our assumptions about empire and colonialism and offers an invaluable look at the creation of the English Atlantic world.
Gordon Rohlehr and the Culture Industry in Trinidad
The terms \"culture\" and \"cultural studies\" in Trinidad and Tobago have been narrowly defined to mean Carnival and various other phenomena connected to the nationalist project. There has been little acknowledgement of cyber culture, alternative sexualities, consumerism, media, and in general the \"Culture Industry\", as theorised by Theodor Adorno and Max Horkheimer. One critic, Gordon Rohlehr, has over decades presented a body of work ostensibly focused on Carnival, but which also contains a cogent critique and outline of the Trinidad and Tobago Culture Industry (as contemplated by Adorno). A close reading of Rohlehr's work, and his intellectual antecedents, reveal a compelling critique of the Trinidadian/West Indian notion and practice of culture and cultural studies, and suggests areas for the discipline's expansion to better serve the needs of the region.
