CONSISTENT PROBABILISTIC SOCIAL CHOICE
Two fundamental axioms in social choice theory are consistency with respect to a variable electorate and consistency with respect to components of similar alternatives. In the context of traditional non-probabilistic social choice, these axioms are incompatible with each other. We show that in the context of probabilistic social choice, these axioms uniquely characterize a function proposed by Fishburn (1984). Fishburn's function returns so-called maximal lotteries, that is, lotteries that correspond to optimal mixed strategies in the symmetric zero-sum game induced by the pairwise majority margins. Maximal lotteries are guaranteed to exist due to von Neumann's Minimax Theorem, are almost always unique, and can be efficiently computed using linear programming.

Ideology and the Theory of Political Choice
There is no unified theory that can explain both voter choice and where choices come from. Hinich and Munger fill that gap with their model of political communication based on ideology. Rather than beginning with voters and diffuse, atomistic preferences, Hinich and Munger explore why large groups of voters share preference profiles, why they consider themselves \"liberals\" or \"conservatives.\" The reasons, they argue, lie in the twin problems of communication and commitment that politicians face. Voters, overloaded with information, ignore specific platform positions. Parties and candidates therefore communicate through simple statements of goals, analogies, and by invoking political symbols. But politicians must also commit to pursuing the actions implied by these analogies and symbols. Commitment requires that ideologies be used consistently, particularly when it is not in the party's short-run interest. The model Hinich and Munger develop accounts for the choices of voters, the goals of politicians, and the interests of contributors. ON MULTIPLE DISCOUNT RATES
We study the problem of resolving conflicting discount rates via a social choice approach. We introduce several axioms, seeking to capture the tension between allowing for intergenerational comparisons of utility, and imposing intergenerational fairness. Depending on which axioms are judged appropriate, we are led to one of several conclusions: a utilitarian, maxmin, or a multi-utilitarian rule, whereby a utility stream i judged by the worst in a set of utilitarian weighting schemes across discount rates.
The original Borda count and partial voting
In a Borda count, BC, M. de Borda suggested the last preference cast should receive 1 point, the voter's penultimate ranking should get 2 points, and so on. Today, however, points are often awarded to (first, second,..., last) preferences cast as per(n,n−1, ..., 1) or more frequently, (n−1, n−2,..., 0). If partial voting¹ is allowed, and if a first preference is to be given n or n − 1 points regardless of how many preferences the voter casts, he/she will be incentivised to rank only one option/candidate. If everyone acts in this way, the BC metamorphoses into a plurality vote... which de Borda criticized at length. If all the voters submit full ballots, the outcome—social choice or ranking—will be the same under any of the above three counting procedures. In the event of one or more persons submitting a partial vote, however, outcomes may vary considerably. This preliminary paper suggests research should consider partial voting. The author examines the consequences of the various rules so far advocated and then purports that M. de Borda, in using his formula, was perhaps more astute than the science has hitherto recognised.
Split Cycle: a new Condorcet-consistent voting method independent of clones and immune to spoilers
We propose a Condorcet-consistent voting method that we call Split Cycle. Split Cycle belongs to the small family of known voting methods satisfying the anti-vote-splitting criterion of independence of clones. In this family, only Split Cycle satisfies a new criterion we call immunity to spoilers, which concerns adding candidates to elections, as well as the known criteria of positive involvement and negative involvement, which concern adding voters to elections. Thus, in contrast to other clone-independent methods, Split Cycle mitigates both “spoiler effects” and “strong no show paradoxes.”
