Ethnicity recording in health and social care data collections in Ireland: where and how is it measured and what is it used for?
Background In the European Union (EU), discrimination based on racial and ethnic origin is prohibited under the Racial Equality Directive. Ireland is one of only three EU countries where a legal duty of equality data collection is placed on public bodies. It provides an important context in which to study ethnic equality monitoring; however no systematic mapping of where it occurs in health information systems has been carried out. The aim of this study is to identify all existing national health and social care data collections with information on ethnicity and to explore how this data has been collected and used. Methods An electronic search of a national catalogue of health and social care data collections ( N  = 97) was carried out to identify any collections which contained information on ethnicity. Data dictionaries were searched and key informants contacted. For each of the data collections that collected information on ethnicity, data was extracted on the ethnic categories used and how this data is collected; the completeness of ethnicity recording; and other measures related to ethnicity in the data collection. Relevant outputs for these data collections, related to ethnicity, were identified through key informants and electronic searches. Results Of the 97 data collections, 14 (14%) collected information on ethnic or cultural background. Country of birth was collected by 10 of these 14 data collections. Most used the ethnic categories in the Census and recommended that ethnicity should be self-identified and not assigned. Reported rates of identification were generally high (≥90%). Data collections which recorded ethnicity tended to be focused on potentially high-risk populations with no routine recording in primary care. There were some examples of where ethnic equality monitoring had informed targeted interventions e.g. vaccination awareness initiatives or cultural training for healthcare staff. Conclusions Despite strong policy and legal imperatives, there is limited data collection of ethnicity in health and social care data collections in Ireland. While there are some examples of where differences by ethnicity have been identified and acted upon, a more coordinated and comprehensive approach to the collection, quality and utilization of ethnicity data is needed to promote health equity.
Selected International Best Practices in Police Performance Measurement
Historically, police agencies have measured their performance against a restricted set of crime-focused indicators, but modern police officers must be prepared to take on a wide variety of roles. Performance measures should be multidimensional to capture this complexity. This report describes some key considerations in designing measures to evaluate law enforcement agencies and includes a detailed review of some international best practices.
Swedish high-school pupils’ attitudes towards drugs in relation to drug usage, impulsiveness and other risk factors
Background. Illicit drug use influences people's lives and elicits unwanted behaviour. Current research shows that there is an increase in young people's drug use in Sweden. The aim was to investigate Swedish high-school pupils' attitudes, impulsiveness and gender differences linked to drug use. Risk and protective factors relative to drug use were also a focus of interest. Method. High school pupils (n = 146) aged 17-21 years, responded to the Adolescent Health and Development Inventory, Barratt Impulsiveness Scale and Knowledge, and the Attitudes and Beliefs. Direct logistic, multiple regression analyses, and Multivariate Analysis of Variance were used to analyze the data. Results. Positive Attitudes towards drugs were predicted by risk factors (odds ratio = 37.31) and gender (odds ratio = .32). Risk factors (odds ratio = 46.89), positive attitudes towards drugs (odds ratio = 4.63), and impulsiveness (odds ratio = 1.11) predicted drug usage. Risk factors dimensions Family, Friends and Individual Characteristic were positively related to impulsiveness among drug users. Moreover, although boys reported using drugs to a greater extent, girls expressed more positive attitude towards drugs and even reported more impulsiveness than boys. Conclusion. This study reinforces the notion that research ought to focus on gender differences relative to pro-drug attitudes along with testing for differences in the predictors of girls' and boys' delinquency and impulsiveness. Positive attitudes towards drugs among adolescents seem to be part of a vicious circle including risk factors, such as friendly drug environments (e.g., friends who use drugs) and unsupportive family environments, individual characteristics, and impulsiveness.
Behavioral Competence as a Positive Youth Development Construct : A Conceptual Review
Behavioral competence is delineated in terms of four parameters: (a) Moral and Social Knowledge, (b) Social Skills, (c) Positive Characters and Positive Attributes, and (d) Behavioral Decision Process and Action Taking. Since Ma’s other papers in this special issue have already discussed the moral and social knowledge as well as the social skills associated in detail, this paper focuses on the last two parameters. It is hypothesized that the following twelve positive characters are highly related to behavioral competence: humanity, intelligence, courage, conscience, autonomy, respect, responsibility, naturalness, loyalty, humility, assertiveness, and perseverance. Large-scale empirical future studies should be conducted to substantiate the predictive validity of the complete set of these positive characters. The whole judgment and behavioral decision process is constructed based on the information processing approach. The direction of future studies should focus more on the complex input, central control, and output subprocesses and the interactions among these sub-processes. The understanding of the formation of behavior is crucial to whole-person education and positive youth development.
Naming the Land
This book encompasses a history of identity-building amongst Khwe San people, and of contestations for authority over land and natural resources in Namibia’s West Caprivi. The politics of authority in this contested borderland area were significantly shaped by state and NGO interventions into local institutions and land use between the late 1930s and 2006. Julie J. Taylor pays close attention to the role of NGOs in these processes. She shows that, in their relationship with West Caprivi’s residents, NGOs unintentionally contributed towards the hardening and politicising of ethnic difference, including through the implementation of land mapping projects. At the same time, in their relationship with the state, NGOs often worked to ‘depoliticise’ struggles over authority, thus inadvertently reinforcing the state’s authority in the area.
