Mirrors of Memory
As society becomes more global, many see the world's great cities as becoming increasingly similar. But while contemporary cultures do depend on and resemble each other in previously unimagined ways, homogenization is sometimes overestimated. In his compelling new book, James W. White considers how two of the world's great cities, Paris and Tokyo, may appear to be growing more alike--both are vast, modern, dominating, capitalist cities--but in fact remain profoundly different places. Tokyo's growth appears particularly organic, with a pronounced austerity and boundaries far less clear than those of Paris, which has been planned and manipulated constantly. Paris has a thriving center and a noticeably more contentious relationship with its nation, and its own suburbs, than Tokyo does. White explores how the roles of cities and urbanism in each society, and the balance between nature and artifice, account for some of these differences. He also examines the role of authority in each location and considers the way catastrophes, such as war, alter a city--as well as the role fear plays in a city's construction. While the author acknowledges that Tokyo is more physically fluid and superficially chaotic than Paris, he also demonstrates that it has an invisible order of its own (including a center that, contrary to most assumptions, is not empty at all). White depicts a Tokyo that relies less on the monumental, and is less influenced by government, than most cities in the West. Where the culture of Paris emphasizes clarity, exclusion, and marginality, the public spaces of Tokyo express ambiguity, inclusiveness, and impermanence. In the end, White makes us reconsider which city better deserves the name \"City of Light.\" Nonetheless, he warns, several factors may combine to discourage Tokyo's international ascendance and even to threaten the future of provincial Japan. Thus it may be Paris, paradoxically, that is better poised to improve both its own position and its country's in the years ahead.

Preserved buildings and historic districts, museums and reconstructions have become an important part of the landscape of cities around the world. Beginning in the 1970s, Tokyo participated in this trend. However, repeated destruction and rapid redevelopment left the city with little building stock of recognized historical value. Late twentieth-century Tokyo thus presents an illuminating case of the emergence of a new sense of history in the city’s physical environment, since it required both a shift in perceptions of value and a search for history in the margins and interstices of a rapidly modernizing cityscape. Scholarship to date has tended to view historicism in the postindustrial context as either a genuine response to loss, or as a cynical commodification of the past. The historical process of Tokyo’s historicization suggests other interpretations. Moving from the politics of the public square to the invention of neighborhood community, to oddities found and appropriated in the streets, to the consecration of everyday scenes and artifacts as heritage in museums, Tokyo Vernacular traces the rediscovery of the past—sometimes in unlikely forms—in a city with few traditional landmarks. Tokyo's rediscovered past was mobilized as part of a new politics of the everyday after the failure of mass politics in the 1960s. Rather than conceiving the city as national center and claiming public space as national citizens, the post-1960s generation came to value the local places and things that embodied the vernacular language of the city, and to seek what could be claimed as common property outside the spaces of corporate capitalism and the state.
Fragile and Resilient Cities on Water
The process of modernization, especially during the twentieth century, has brought about dramatic changes in most cities situated on a body of water. The search for efficiency and functionality has profoundly affected coastal and urban landscapes: gigantism in the port industry has contributed to the degradation of environmental resources and habitats, and modernization processes have marginalized local cultures and historical, community-based values, thus causing original features and local specificity to disappear from most of our historical waterfronts. During the last few decades, the restructuring of port and industrial activities, the greater importance of leisure and tourism, and increasing concern for environmental matters have led to the \"rediscovery of water\" and to the design and implementation of new urban policies aimed at redeveloping urban waterfronts. Against this background, Venice and Tokyo represent paradigmatic cases of the many challenges which confront urban governance in cities on water. In fact, the urban history of these cities is intimately linked to their relationship with water, which has changed over the centuries, creating articulated and complex structures that have characterized their physical aspect, and even the image of the two cities offered to the rest of the world. From this perspective, this volume highlights the most important socio-economic, historical, identitarian, environmental, and cultural dimensions of the process of the \"rediscovery of water\" in Venice and Tokyo, as well as offering a re-evaluation of their heritage and identity as cities of water. It pays particular attention to the various implications of living in such a fragile and liminal space between land and water, where natural risks and social and economic vulnerability are particularly high.

Drawing from a rich collection of previously unexplored sources, Janet Borland vividly illustrates that Japan’s contemporary culture of disaster preparedness and its people’s ability to respond calmly in a time of emergency are the result of learned and practiced behaviors. She traces their roots to the 1923 Great Kantō Earthquake, which killed over 100,000 people when it struck the Tokyo region.Beyond providing new perspectives on Japan’s seismic past, the history of childhood, and everyday life in interwar Japan, Borland challenges the popular idea that Japanese people owe their resilience to some innate sense of calm under pressure. Tokyo’s traumatic experiences in 1923 convinced government officials, seismologists, teachers, physicians, and architects that Japan must better prepare for future disasters. Earthquake Children documents how children, schools, and education became the primary tools through which experts sought to build a disaster-prepared society and nation that would withstand nature’s furies.
Commonplace and out-of-place diversities in London and Tokyo: migrant-run eateries as intercultural third places
In global cities such as London and Tokyo, there are neighbourhoods where ethnic, religious, cultural and other forms of diversity associated with migration are commonplace and others where migrants are regarded as unusual or even out-of-place. In both types of contexts, migrant-run eateries are spaces in which people of various backgrounds interact. In some contexts, eateries may serve as ‘third places’ in which regular forms of intercultural conviviality occur, yet in others, interactions are civil but fleeting. This comparative paper is based on findings from two ethnographic neighbourhood studies in West Tokyo and East London. The Tokyo neighbourhood of Nishi-Ogikubo is one of emerging diversity, in which migrant entrepreneurship is rather new and uncommon, whereas East London has seen immigration for decades and migrant-run businesses are so common as to be taken-for-granted. In Tokyo the Japanese norms of ‘drinking communication’ in small eating and drinking spots inevitably involve migrant proprietors and their customers more deeply in social interactions. In East London, in contrast, intercultural interactions are much more commonplace in public and semi-public spaces, but in the case of migrant-run eateries, they are characterized by somewhat superficial encounters. This paper contributes to scholarship on the role of third places for intercultural relations, highlighting the importance of established cultural norms of interaction in specific third places. By comparing two vastly different contexts regarding the extent of immigration-related diversity, it demonstrates how encounters between residents of different backgrounds are deeply embedded in cultural norms of interaction in these places, and how migrant entrepreneurs in each context adapt to these established norms.
