Why Don't American Cities Burn?

At 1:27 on the morning of August 4, 2005, Herbert Manes fatally stabbed Robert Monroe, known as Shorty, in a dispute over five dollars. It was a horrific yet mundane incident for the poor, heavily African American neighborhood of North Philadelphia-one of seven homicides to occur in the city that day and yet not make the major newspapers. For Michael B. Katz, an urban historian and a juror on the murder trial, the story of Manes and Shorty exemplified the marginalization, social isolation, and indifference that plague American cities. Introduced by the gripping narrative of this murder and its circumstances,Why Don't American Cities Burn?charts the emergence of the urban forms that underlie such events. Katz traces the collision of urban transformation with the rightward-moving social politics of late twentieth- and early twenty-first-century America. He shows how the bifurcation of black social structures produced a new African American inequality and traces the shift from images of a pathological black \"underclass\" to praise of the entrepreneurial poor who take advantage of new technologies of poverty work to find the beginning of the path to the middle class. He explores the reasons American cities since the early 1970s have remained relatively free of collective violence while black men in bleak inner-city neighborhoods have turned their rage inward on one another rather than on the agents and symbols of a culture and political economy that exclude them. The book ends with a meditation on how the political left and right have come to believe that urban transformation is inevitably one of failure and decline abetted by the response of government to deindustrialization, poverty, and race. How, Katz asks, can we construct a new narrative that acknowledges the dark side of urban history even as it demonstrates the capacity of government to address the problems of cities and their residents? How can we create a politics of modest hope?
Reclaiming American Cities

For most of the past century, urban America was dominated by topdown policies serving the white business and cultural elite, the suburbs, and the automobile. At times these approaches were fiercely challenged by reformers such as Jane Addams and Jane Jacobs. Yet by the 1980s, mainstream policies had resulted in a nation of ravaged central cities, sprawling suburbs, social and economic polarization, and incalculable environmental damage. In the 1990s, this entrenched model finally yielded to change as local citizens, neighborhood groups, and other stakeholders, empowered by a spate of new laws and policies, began asserting their own needs and priorities. Though hampered by fiscal crises and internal disagreements, these popular initiatives launched what the author terms a new era of “humane urbanism” marked by a determination to make cities and suburbs greener, healthier, safer, more equitable, more efficient, and generally more peoplefriendly. In the process, the mayors, architects, engineers, and bureaucrats who had previously dominated urban policy found themselves relegated to supporting roles. As Rutherford H. Platt points out, humane urbanism can take many forms, from affordable housing and networks of bike paths to refurbished waterfronts and urban farms. Often spontaneous, lowtech, and selfsustaining programs, their shared goal is to connect people to one another and to bring nature back into the city. Reclaiming American Cities examines both sides of this historic transformation: the long struggle against patricians and technocrats of earlier decades and the recent sprouting of grassroots efforts to make metropolitan America more humane and sustainable.

In our fast-changing urban world, the impacts of social and environmental change on children are often overlooked. Children and their Urban Environment examines these impacts in detail, looking at the key activities, spaces and experiences children have and how these can be managed to ensure that children benefit from change.
The authors highlight the importance of planners, architects and housing professionals in creating positive environments for children and involving them in the planning process. They argue that children's lives are becoming simultaneously both richer and more deprived, and that, despite apparently increasing wealth, disparities between children are increasing further.
Each chapter includes international examples of good practice and policy innovations for redressing the balance in favour of child supportive environments.
The book seeks to embrace childhood as a time of freedom, social engagement and environmental adventure and to encourage creation of environments that better meet the needs of children. The authors argue that in doing so, we will build more sustainable neighbourhoods, cities and societies for the future.

Bike messengers are familiar figures in the downtown cores of major cities. Tasked with delivering time-sensitive materials within, at most, a few hours-and sometimes in as little as fifteen minutes-these couriers ride in all types of weather, weave in and out of dense traffic, dodging (or sometimes failing to dodge) taxis and pedestrians alike in order to meet their clients' tight deadlines. Riding through midtown traffic at breakneck speeds is dangerous work, and most riders do it for very little pay and few benefits. As the courier industry has felt the pressures of first fax machines, then e-mails, and finally increased opportunities for electronic filing of legal \"paperwork,\" many of those who remain in the business are devoted to their job. For these couriers, messengering is the foundation for an all-encompassing lifestyle, an essential part of their identity. InUrban Flow, Jeffrey L. Kidder (a sociologist who spent several years working as a bike messenger) introduces readers to this fascinating subculture, exploring its appeal as well as its uncertainties and dangers.
Through interviews with and observation of messengers at work and play, Kidder shows how many become acclimated to the fast-paced, death-defying nature of the job, often continuing to ride with the same sense of purpose off the clock. In chaotic bike races called alleycats, messengers careen through the city in hopes of beating their peers to the finish line. Some messengers travel the world to take part in these events, and the top prizes are often little more than bragging rights. Taken together, the occupation and the messengers' after-hours pursuits highlight a creative subculture inextricably linked to the urban environment. The work of bike messengers is intense and physically difficult. It requires split-second reflexes, an intimate knowledge of street maps and traffic patterns, and a significant measure of courage in the face of both bodily harm and job insecurity. InUrban Flow, Kidder gives readers a rare opportunity to catch more than a fleeting glimpse of these habitués of city streets.

Urban Renewal and Resistance: Race, Space, and the City in the Late Twentieth to Early Twenty-First Century examines how urban spaces are rhetorically constructed through discourses that variously justify or resist processes of urban growth and renewal. This book combines insights from critical geography, urban studies, and communication to explore how urban spaces, like Detroit and Harlem, are rhetorically structured through neoliberal discourses that mask the racialized nature of housing and health in American cities. The analysis focuses on city planning documents, web sites, media accounts, and draws on insights from personal interviews in order to pull together a story of city growth and its consequences, while keeping an eye on the ways city residents continue to confront and resist control over their communities through counter-narratives that challenge geographies of injustice. The Power of Ethnic Places discusses the growing visibility of ethnic heritage places in U.S. society. The book examines a spectrum of case studies of Chinese, Latino and African American communities in the U.S., disagreeing with any perceptions that the rise of ethnic enclaves and heritage places are harbingers of separatism or balkanization. Instead, the text argues that by better understanding the power and dynamics of ethnic enclaves and heritage places in our society, we as a society will be better prepared to harness the economic and cultural changes related to globalization rather than be hurt or divided by these same forces of economic and cultural restructuring.
Jan Lin is emigrated from Taiwan to the U.S. in 1966. He has been teaching sociology at Occidental College since 1998. He is the author of Reconstructing Chinatown: Ethnic Enclave, Global Change (Minneapolis: University of Minnesota Press, 1998), and The Urban Sociology Reader (London: Routledge, 2005).

Goldsmith argues that America has been in the habit of abusing its cities and their poorest suburbs, which are always the first to be blamed for society's ills and the last to be helped. As federal and state budgets, regulations, and programs line up with the interests of giant corporations and privileged citizens, they impose austerity on cities, shortchange public schools, make it hard to get nutritious food, and inflict the drug war on unlucky neighborhoods.
Frustration with inequality is spreading. Parents and teachers call persistently for improvements in public schooling, and education experiments abound. Nutrition indicators have begun to improve, as rising health costs and epidemic obesity have led to widespread attention to food. The futility of the drug war and the high costs of unwarranted, unprecedented prison growth have become clear. Goldsmith documents a positive development: progressive politicians in many cities and some states are proposing far-reaching improvements, supported by advocacy groups that form powerful voting blocs, ensuring that Congress takes notice. The Black metropolis in the twenty-first century
This book brings together key essays that seek to make visible and expand our understanding of the role of government (policies, programs, and investments) in shaping cities and metropolitan regions; the costs and consequences of uneven urban and regional growth patterns; suburban sprawl and public health, transportation, and economic development; and the enduring connection of place, space, and race in the era of increased globalization. Whether intended or unintended, many government policies (housing, transportation, land use, environmental, economic development, education, etc.) have aided and in some cases subsidized suburban sprawl, job flight, and spatial mismatch; concentrated urban poverty; and heightened racial and economic disparities. Written mostly by African American scholars, the book captures the dynamism of these meetings, describing the challenges facing cities, suburbs, and metropolitan regions as they seek to address continuing and emerging patterns of racial polarization in the twenty-first century. The book clearly shows that the United States entered the new millennium as one of the wealthiest and the most powerful nations on earth. Yet amid this prosperity, our nation is faced with some of the same challenges that confronted it at the beginning of the twentieth century, including rising inequality in income, wealth, and opportunity; economic restructuring; immigration pressures and ethnic tension; and a widening gap between 'haves' and 'have-nots.' Clearly, race matters. Place also matters. Where we live impacts the quality of our lives and chances for the 'good life.'
