Showcasing the great experiment : cultural diplomacy and western visitors to the Soviet Union, 1921-1941

This book is a history of the Soviet tours of European and American intellectuals, writers, bohemians, professionals, and political tourists who saw the “Soviet experiment” in the 1920s and 1930s. It provides a new framework for understanding the relationship between intellectuals and communism and the Soviet reception of foreign visitors, including the leading fellow-travelers who praised Stalin and Stalinism in the interwar period. The work is based on a far-reaching analysis of the declassified archives of agencies charged with crafting the international image of the first socialist society, including VOKS (the All-Union Society for Cultural Ties Abroad). The book brings this story into new focus as one of the great transnational encounters of the twentieth century. As many visitors were profoundly influenced by their Soviet tours, so too was the Soviet system itself: the experiences of building showcases and tutoring outsiders to perceive the future-in-the-making comprise a neglected international dimension to the emergence of Stalinism. Probing entanglements between far-left and far-right ideological extremes, the work pays special attention to the covert interaction between communism and fascism, including Soviet attempts to recruit German “National Bolsheviks” and fascist intellectuals. The unprecedented scope of Soviet efforts to mold foreign, particularly Western public opinion created a new chapter in the history of modern cultural diplomacy. Setting the revolutionary regime's innovations in the context of the entire history of foreign visitors in Russia, the book argues that Soviet mobilization for the international ideological contest directly paved the way for the cultural Cold War.
Khrushchev's Cold Summer: Gulag Returnees, Crime and the Fate of Reform after Stalin

Between Stalin's death in 1953 and 1960, the government of the Soviet Union released hundreds of thousands of prisoners from the Gulag as part of a wide-ranging effort to reverse the worst excesses and abuses of the previous two decades and revive the spirit of the revolution. This exodus included not only victims of past purges but also those sentenced for criminal offenses. In Khrushchev's Cold Summer, Miriam Dobson explores the impact of these returnees on communities and, more broadly, Soviet attempts to come to terms with the traumatic legacies of Stalin's terror. Confusion and disorientation undermined the regime's efforts at recovery. In the wake of Stalin's death, ordinary citizens and political leaders alike struggled to make sense of the country's recent bloody past and to cope with the complex social dynamics caused by attempts to reintegrate the large influx of returning prisoners, a number of whom were hardened criminals alienated and embittered by their experiences within the brutal camp system. Drawing on private letters as well as official reports on the party and popular mood, Dobson probes social attitudes toward the changes occurring in the first post-Stalin decade. Throughout, she features personal stories as articulated in the words of ordinary citizens, prisoners, and former prisoners. At the same time, she explores Soviet society's contradictory responses to the returnees and shows that for many the immediate post-Stalin years were anything but a breath of spring air after the long Stalinist winter.
Cultivating the Masses

Under Stalin's leadership, the Soviet government carried out a massive number of deportations, incarcerations, and executions. Paradoxically, at the very moment that Soviet authorities were killing thousands of individuals, they were also engaged in an enormous pronatalist campaign to boost the population. Even as the number of repressions grew exponentially, Communist Party leaders enacted sweeping social welfare and public health measures to safeguard people's well-being. Extensive state surveillance of the population went hand in hand with literacy campaigns, political education, and efforts to instill in people an appreciation of high culture.
InCultivating the Masses, David L. Hoffmann examines the Party leadership's pursuit of these seemingly contradictory policies in order to grasp fully the character of the Stalinist regime, a regime intent on transforming the socioeconomic order and the very nature of its citizens. To analyze Soviet social policies, Hoffmann places them in an international comparative context. He explains Soviet technologies of social intervention as one particular constellation of modern state practices. These practices developed in conjunction with the ambitions of nineteenth-century European reformers to refashion society, and they subsequently prompted welfare programs, public health initiatives, and reproductive regulations in countries around the world.
The mobilizational demands of World War I impelled political leaders to expand even further their efforts at population management, via economic controls, surveillance, propaganda, and state violence. Born at this moment of total war, the Soviet system institutionalized these wartime methods as permanent features of governance. Party leaders, whose dictatorship included no checks on state power, in turn attached interventionist practices to their ideological goal of building socialism.

The Chernobyl disaster has been variously ascribed to human error, reactor design flaws, and industry mismanagement. Six former Chernobyl employees were convicted of criminal negligence; they defended themselves by pointing to reactor design issues. Other observers blamed the Soviet style of ideologically driven economic and industrial management. InProducing Power,Sonja Schmid draws on interviews with veterans of the Soviet nuclear industry and extensive research in Russian archives as she examines these alternate accounts. Rather than pursue one \"definitive\" explanation, she investigates how each of these narratives makes sense in its own way and demonstrates that each implies adherence to a particular set of ideas -- about high-risk technologies, human-machine interactions, organizational methods for ensuring safety and productivity, and even about the legitimacy of the Soviet state. She also shows how these attitudes shaped, and were shaped by, the Soviet nuclear industry from its very beginnings.Schmid explains that Soviet experts established nuclear power as a driving force of social, not just technical, progress. She examines the Soviet nuclear industry's dual origins in weapons and electrification programs, and she traces the emergence of nuclear power experts as a professional community. Schmid also fundamentally reassesses the design choices for nuclear power reactors in the shadow of the Cold War's arms race. Schmid's account helps us understand how and why a complex sociotechnical system broke down. Chernobyl, while unique and specific to the Soviet experience, can also provide valuable lessons for contemporary nuclear projects.
Blacks, Reds, and Russians

One of the most compelling, yet little known stories of race relations in the twentieth century is the account of blacks who chose to leave the United States to be involved in the Soviet Experiment in the 1920s and 1930s. Frustrated by the limitations imposed by racism in their home country, African Americans were lured by the promise of opportunity abroad. A number of them settled there, raised families, and became integrated into society. The Soviet economy likewise reaped enormous benefits from the talent and expertise that these individuals brought, and the all around success story became a platform for political leaders to boast their party goals of creating a society where all members were equal.In Blacks, Reds, and Russians, Joy Gleason Carew offers insight into the political strategies that often underlie relationships between different peoples and countries. She draws on the autobiographies of key sojourners, including Harry Haywood and Robert Robinson, in addition to the writings of Claude McKay, W.E.B. Du Bois, and Langston Hughes. Interviews with the descendents of figures such as Paul Robeson and Oliver Golden offer rare personal insights into the story of a group of emigrants who, confronted by the daunting challenges of making a life for themselves in a racist United States, found unprecedented opportunities in communist Russia.

the creation of a Soviet Jewish identity that disassociated Jewishness from Judaism.
The cultural transformation of Soviet Jews between 1917 and 1941 was one of the most
ambitious experiments in social engineering of the past century. During this period,
Russian Jews went from relative isolation to being highly integrated into the new
Soviet culture and society, while retaining a strong ethnic and cultural identity.
This identity took shape during the 1920s and 1930s, when the government attempted
to create a new Jewish culture, national in form and socialist in
content. Soviet and Kosher is the first study of key Yiddish documents that
brought these Soviet messages to Jews, notably the Red Haggadah, a
Soviet parody of the traditional Passover manual; songs about Lenin and Stalin;
scripts from regional theaters; Socialist Realist fiction; and magazines for
children and adults. More than 200 interviews conducted by the author in Russia,
Germany, and the United States testify to the reception of these cultural products
and provide a unique portrait of the cultural life of the average Soviet
Jew.
Captives of Revolution

The Socialist Revolutionaries (SRs) were the largest political party in Russia in the crucial revolutionary year of 1917. Heirs to the legacy of the People's Will movement, the SRs were unabashed proponents of peasant rebellion and revolutionary terror, emphasizing the socialist transformation of the countryside and a democratic system of government as their political goals. They offered a compelling, but still socialist, alternative to the Bolsheviks, yet by the early 1920s their party was shattered and its members were branded as enemies of the revolution. In 1922, the SR leaders became the first fellow socialists to be condemned by the Bolsheviks as \"counter-revolutionaries\" in the prototypical Soviet show trial.InCaptives of the Revolution,Scott B. Smith presents both a convincing account of the defeat of the SRs and a deeper analysis of the significance of the political dynamics of the Civil War for subsequent Soviet history. Once the SRs decided to openly fight the Bolsheviks in 1918, they faced a series of nearly impossible political dilemmas. At the same time, the Bolsheviks fatally undermined the revolutionary credentials of the SRs by successfully appropriating the rhetoric of class struggle, painting a simplistic picture of Reds versus Whites in the Civil War, a rhetorical dominance that they converted into victory over the SRs and any left-wing alternative to Bolshevik dictatorship. In this narrative, the SRs became a bona fide threat to national security and enemies of the people-a characterization that proved so successful that it became an archetype to be used repeatedly by the Soviet leadership against any political opponents, even those from within the Bolshevik party itself.In this groundbreaking study, Smith reveals a more complex and nuanced picture of the postrevolutionary struggle for power in Russia than we have ever seen before and demonstrates that the Civil War-and in particular the struggle with the SRs-was the formative experience of the Bolshevik party and the Soviet state.

The Bolsheviks took power in Russia 1917 armed with an ideology centered on the power of the worker. From the beginning, however, Soviet leaders also realized the need for rest and leisure within the new proletarian society and over subsequent decades struggled to reconcile the concept of leisure with the doctrine of communism, addressing such fundamental concerns as what the purpose of leisure should be in a workers' state and how socialist vacations should differ from those enjoyed by the capitalist bourgeoisie.
InClub Red, Diane P. Koenker offers a sweeping and insightful history of Soviet vacationing and tourism from the Revolution through perestroika. She shows that from the outset, the regime insisted that the value of tourism and vacation time was strictly utilitarian. Throughout the 1920s and '30s, the emphasis was on providing the workers access to the \"repair shops\" of the nation's sanatoria or to the invigorating journeys by foot, bicycle, skis, or horseback that were the stuff of \"proletarian tourism.\" Both the sedentary vacation and tourism were part of the regime's effort to transform the poor and often illiterate citizenry into new Soviet men and women.
Koenker emphasizes a distinctive blend of purpose and pleasure in Soviet vacation policy and practice and explores a fundamental paradox: a state committed to the idea of the collective found itself promoting a vacation policy that increasingly encouraged and then had to respond to individual autonomy and selfhood. The history of Soviet tourism and vacations tells a story of freely chosen mobility that was enabled and subsidized by the state. While Koenker focuses primarily on Soviet domestic vacation travel, she also notes the decisive impact of travel abroad (mostly to other socialist countries), which shaped new worldviews, created new consumer desires, and transformed Soviet vacation practices.
The Gumilev Mystique

Since the collapse of the Soviet Union, the legacy of the historian, ethnographer, and geographer Lev Nikolaevich Gumilev (1912-1992) has attracted extraordinary interest in Russia and beyond. The son of two of modern Russia's greatest poets, Nikolai Gumilev and Anna Akhmatova, Gumilev spent thirteen years in Stalinist prison camps, and after his release in 1956 remained officially outcast and professionally shunned. Out of the tumult of perestroika, however, his writings began to attract attention and he himself became a well-known and popular figure.
Despite his highly controversial (and often contradictory) views about the meaning of Russian history, the nature of ethnicity, and the dynamics of interethnic relations, Gumilev now enjoys a degree of admiration and adulation matched by few if any other public intellectual figures in the former Soviet Union. He is freely compared to Albert Einstein and Karl Marx, and his works today sell millions of copies and have been adopted as official textbooks in Russian high schools. Universities and mountain peaks alike are named in his honor, and a statue of him adorns a prominent thoroughfare in a major city. Leading politicians, President Vladimir Putin very much included, are unstinting in their deep appreciation for his legacy, and one of the most important foreign-policy projects of the Russian government today is clearly inspired by his particular vision of how the Eurasian peoples formed a historical community.
InThe Gumilev Mystique, Mark Bassin presents an analysis of this remarkable phenomenon. He investigates the complex structure of Gumilev's theories, revealing how they reflected and helped shape a variety of academic as well as political and social discourses in the USSR, and he traces how his authority has grown yet greater across the former Soviet Union. The themes he highlights while untangling Gumilev's complicated web of influence are critical to understanding the political, intellectual, and ethno-national dynamics of Russian society from the age of Stalin to the present day.
Policing Stalin's Socialism

Policing Stalin's Socialismis one of the first books to emphasize the importance of social order repression by Stalin's Soviet regime in contrast to the traditional emphasis of historians on political repression. Based on extensive examination of new archival materials, David Shearer finds that most repression during the Stalinist dictatorship of the 1930s was against marginal social groups such as petty criminals, deviant youth, sectarians, and the unemployed and unproductive.
It was because Soviet leaders regarded social disorder as more of a danger to the state than political opposition that they instituted a new form of class war to defend themselves against this perceived threat. Despite the combined work of the political and civil police the efforts to cleanse society failed; this failure set the stage for the massive purges that decimated the country in the late 1930s.
