The Demographic Effects of Colonialism: Forced Labor and Mortality in Java, 1834–1879
We investigate the demographic effects of forced labor under an extractive colonial regime: the Cultivation System in nineteenth-century Java. Our panel analyses show that labor demands are strongly positively associated with mortality rates, likely resulting from malnourishment and unhygienic conditions on plantations and the spread of infectious diseases. An instrumental variable approach, using international market prices for coffee and sugar for predicting labor demands, addresses potential endogeneity concerns. Our estimates suggest that without the abolition of the Cultivation System average overall mortality in Java would have been between 10 and 30 percent higher by the late 1870s.
The Cultivation System (1830–1870) and its private entrepreneurs on colonial Java
Ever since the interregnum from 1811 to 1816 of Lieutenant Governor General Stamford Raffles, British trading interests had been firmly established in colonial Indonesia. The implementation of the Cultivation System in 1830 on Java by the Dutch colonial government was an attempt to bring this potentially rich colony under Dutch economic control, but it is usually considered a departure from the principles of economic liberalism and a phase during which private entrepreneurs were barred from the emerging plantation economy. However, on the basis of census data and immigration records, and with reference to recent literature on the development of the nineteenth-century sugar industry, this article argues that British trading houses present on Java in the early nineteenth century continued to play an important role in the development of the production there of tropical goods, and that the emerging plantation economy attracted a modest influx of technicians and employees from various European nations. This article proposes to consider the Cultivation System and private enterprise not as mutually exclusive, but as complementary in making the cane sugar industry of Java the second largest in the world after that of Cuba.
A Precocious Appetite: Industrial Agriculture and the Fertiliser Revolution in Java's Colonial Cane Fields, c. 1880–1914
Late colonial sugar cane production in Java was characterised by the heavy use of (chemical) fertiliser in tandem with labour-intensive techniques and industrial work processes in the field. This article provides a useful corrective to an overemphasis on the extractive nature of the colonial economy of sugar and shows the truly industrial nature of plantation production. For students of colonial science and agriculture, the situation has additional ramifications, relating both to the role and ‘diffusion’ of scientific knowledge and to the historical dimensions of agricultural development in ‘the tropics’.
Conditions on Sugar Estates in Colonial Java: Comparisons with Deli
In September 1990 the Centre for Asian Studies Amsterdam (CASA) organized an International Workshop on “Plantation Labour in Colonial Asia”. Most of the presented papers dealt with plantations where the workforce had to be imported from distant regions, sometimes even from abroad. The type of human community originating from such recruitment policies often resulted in a typical frontier society, characterized by extreme harshness on the part of the white planters, and by a sense of utter alienation and isolation among the Asian labourers.
The sugar industry of colonial Java and its global trajectory
The last 30 years have seen the creation of a rich scholarly literature on the sugar industry of colonial Java. However, most of that literature has focused on the impact of the industry on the Javanese peasantry, on the economy and society of rural Java. In so doing it has paid insufficient attention to two of its crucial characteristics the fact that from c.1870 through to the inter-war depression, Java was consistently the world's second largest producer-exporter of cane sugar after Cuba; and, more importantly, that during the course of the nineteenth century, Java was far ahead of other Asian producers in the industrialization of sugar manufacture. This paper is concerned mainly to explain Java's singular trajectory – its precocious industralization – and in doing this it pays particular attention to such issues as the mechanisms by which access to land and labour was secured, the shifting location of the markets for Java's sugar, the changing pattern of ownership in the sugar processing sector, and the emergence towards the end of the nineteenth century of a culture of management which rested, in part, on the notion of Western technological and scientific superiority.
Gully Coolies, Weed-Women and Snijvolk: The Sugar Industry Workers of North Java in the Early Twentieth Century
The issue of who constituted the workforce employed in the Java sugar industry during the late colonial era remains a controversial one. Almost thirty years ago one leading Indonesian scholar made the eminently plausible suggestion that ‘on the whole, those who sought work in the sugar industry… were those who had no land. They were for the greater part recruited from the landless… who were eager to sell their labour to anyone prepared to pay wages’ [Selosoemardjan 1962: 271]. Since that time, however, the waters of debate have become a great deal murkier. In particular, the legend that the industry's workers remained ‘peasants’ is one which dies hard [e.g. Knight 1989]. Indeed, if there can be said to be a single image illustrative of the prevailing orthodoxy concerning the relations between labour and capital in late colonial Java, it is that of the peasant-worker who ‘persisted as a community-oriented household farmer at the same time that he became an industrial wage labourer’ and who ‘had one foot in the rice terrace and the other in the [sugar] mill’ [Geertz 1963: 89]
