The Critical Role of the Construction Industry in Achieving the Sustainable Development Goals (SDGs): Delivering Projects for the Common Good

In 2015, the United Nations (UN) adopted the 2030 agenda for Sustainable Development, which set out 17 Sustainable Development Goals (SDGs), 169 targets and 231 unique indicators as a significant initiative towards socio-economic development. The SDGs provide the construction industry with a new lens through which global needs and desires can be translated into business solutions. This paper explores the role of the construction industry in achieving the 2030 Sustainable Development Goals. The paper uses an explanatory sequential design with an initial quantitative instrument phase, followed by a qualitative data collection phase. Following a comparative review of the literature on the 17 SDGs, a questionnaire was designed and administered among 130 respondents, and 105 responses were received. These data were then validated through semi-structured interviews with 16 sustainable construction experts. Data obtained from the semi-structured validation interviews were analysed through side-by-side comparisons of the qualitative data with the quantitative data. The findings show that the construction industry has a critical role in achieving almost all the 17 SDGs. The roles were, however, prevalent in 10 key SDGs, namely: sustainable cities and communities (SDG 11); climate action (SDG 13); clean water and sanitation (SDG 6); responsible consumption and production (SDG 12); industry, innovation and infrastructure (SDG 9); life on land (biodiversity) (SDG 15); gender equality (SDG 5); good health and well-being (SDG 3); affordable and clean energy (SDG 7); decent work and economic growth (SDG 8). The study confirmed the role played by the construction industry in achieving these SDGs. The findings from this study provide further insights into the ever-increasing state-of-the-art regarding the construction industry’s role in achieving Sustainable Development Goals.

Managerial perceptions on barriers to sustainable construction in developing countries: Vietnam case

In the construction industry of developing countries, the term sustainability has still not been adequately perceived. These countries are trying to overcome barriers to sustainable construction. In this study, managerial perceptions at various levels on main barriers to sustainable construction: firm level and project level, will be analysed. A questionnaire was developed and distributed to respondents in Vietnam to collect data. First, barriers are ranked based on their mean. Kendall test affirmed that a consistency of responses given by both directors and project managers significantly exists regarding the barriers. Moreover, Mann–Whitney U test proved there are no statistically significant differences among these two groups responding to the five main barriers. Through statistical analyses, the study identified the five most significant barriers, namely incompetence of project managers, limited sustainable materials and technologies, maintaining the current practice and resisting the change towards sustainability, lack of government incentives, and low implementation level of sustainable practices. From the findings, measures are also given to help stakeholders, especially directors and project managers, initially overcome the most significant barriers as well as gradually acquaint with the sustainable construction concept in developing countries.

The construction sector exerts an exceptional impact on economic development all over the world. Adequate buildings and infrastructures made by the construction sector ensure that a country reaches certain targets like social development, industrialization, freight transportation, sustainable development, and urbanization. This study aims to determine the construction sector’s connectivity with other sectors through complex linkages that contribute immensely to the economy and gross domestic product (GDP). The data were collected from the Department of Statistics Malaysia and the World Bank from the year 1970 to 2019, and the Pearson correlation test, the cointegration test, and the Granger causality test were conducted. The vector error correction model (VECM) was created for short-term and long-term equilibrium analysis and impulse response function (IRF) was performed to study construction industry behavior. Afterwards, the forecasting was done for the year 2020 to 2050 of the Malaysian economy and GDP for the required sectors. It was revealed that some sectors, such as agriculture and services, have forward linkages while other sectors, such as manufacturing and mining, are independent of construction sector causality, which signifies the behavior of the contributing sectors when a recession occurs, hence generating significant revenue. The Malaysian economy is moving towards sustainable production with more emphasis on the construction sector. The outcome can be used as a benchmark by other countries to achieve sustainable development. The significance of this study is its usefulness for experts all over the world in terms of allocating resources to make the construction sector a sustainable sector after receiving a shock. A sustainable conceptual framework has been suggested for global application that shows the factors involved in the growth of the construction industry to ensure its sustainable development with time.

Barriers to the Effective Selection of Sustainable Materials for Residential Building Projects: A Qualitative Study

Although sustainability in Tanzania’s construction sector has been explored in areas such as energy efficiency and green building practices, little attention has been given to understanding the specific barriers to the selection of SBMs in residential projects. This study fills that gap by identifying and analyzing the critical barriers hindering the effective selection of SBMs in Tanzania’s residential construction sector. Through qualitative interviews with experts from regulatory bodies, public developers, and academic researchers, this research provides a comprehensive examination of these barriers. Using Atlas.ti 23 software for a qualitative data analysis, six key categories of barriers were identified: (1) Regulatory and Policy Barriers, (2) Financial Barriers, (3) Knowledge and Awareness Barriers, (4) Technical Barriers, (5) Market and Supply Chain Issues, and (6) Cultural and Social Barriers. Among these, lack of awareness and limited knowledge emerged as particularly significant, alongside regulatory and policy barriers, in hindering the effective selection of SBMs. This study’s novelty lies in its focus on the Tanzanian context, depth of the analysis of the unique challenges, and categorization of the barriers. The findings underscore the need for targeted policy interventions, particularly in raising awareness, offering financial incentives, and establishing comprehensive regulatory frameworks. Furthermore, this study presents a graphical representation to illustrate the categories and constructs of these barriers, adding a visual dimension to the understanding of the issues. Future research should expand the scope to include private developers and material suppliers, whose roles are critical in enhancing the availability and adoption of SBMs in Tanzania’s construction industry.

Barriers to sustainable construction project management: the case of Iran

Purpose>The barriers to integrating sustainable practices into construction project management require extensive resource allocations to resolve. Within developing countries such as Iran (where resources are scarce), remedial strategies adopted must prioritise tackling those barriers that can be expected to yield maximum return on investment. The candidate barriers are many, and this paper aims to identify a hierarchy of barriers, providing a priority list of remedial targets.Design/methodology/approach>A mixed philosophical stance of interpretivism and post-positivism is adopted within a deductive approach and survey strategy. A list of 30 known barriers are identified from extant literature and used to formulate a questionnaire data collection instrument administered within the Iranian construction industry. Data collected from 176 practitioners are analysed using the relative importance index and Mann–Whitney U test to compare groups based on the participants' demographic variables.Findings>The findings challenge the common assumption that items related to market and workforce experience are major inhibitors of change. That is, economics and regulatory dependent barriers have a higher impact on the failure of a shift to sustainable practices in Iran. The most influential barriers to incorporating sustainability in construction projects are: (1) lack of understanding of the potential benefits; (2) insufficient cooperation among practitioners, research institutions and environmental organisations; and (3) a lack of a systematic approach to pursuing sustainability goals. No significant associations are detected between the affiliation of the respondents and their attitude towards the issue. Thus, a generalised approach can be applied to a broader range of organisations and construction projects in Iran.Originality/value>While studies on sustainability impediments at the firm or project level are ubiquitous within literature, this research identifies that the most significant barriers to sustainable project management in Iran, as an underexplored context, are those experienced at the economic and institutional level. Moreover, this novel research presents important insights into the potential effects of participants' demographic profiles on their view of the importance of identified barriers.

Construction professionals’ perspectives on drivers and barriers of sustainable construction

With the associated environmental challenges and unsustainable patterns of construction, there is also notable awareness and willingness among the state bodies to adopt sustainability measures and practices in Kazakhstan. This study explores the drivers of and barriers inhibiting the adoption of sustainability paradigm in the construction context of Kazakhstan. The drivers and barriers were validated through the survey and structured workshop with the construction professionals to ensure their relevance to the local context, which were then ranked according to their levels of influence through the lens of the industry professionals in Kazakhstan. Delphi technique was the last stage before consolidating the specified lists. Stakeholder opinions were then consolidated to develop a context-oriented decision support system. The findings reveal that addressing environmental issues is vital to increase the level of sustainability leading to the more efficient use of construction materials and resources. Various social aspects are also found to be driving forces for the effective adoption of the SC concept. On the other hand, a great portion of SC barriers is related to economic aspects, which are followed by government as well as awareness and education related barriers. The findings are hoped to contribute to the body of knowledge in terms of drivers of, and barriers to SC in developing countries, particularly in Central Asian countries due to similarities in context. The findings may also be useful for the construction forefront players seeking ways to improve sustainability performance of the construction industry.

Sustainable construction in the Nigerian construction industry: unsustainable practices, barriers and strategies

PurposeSustainable construction practices are strongly correlated with a profitable and competitive construction industry, improved client satisfaction and efficient use of resources. However, due consideration is not being given to sustainable construction practices in Nigeria. Therefore, this study aims to identify the unsustainable construction practices on construction sites, the barriers to sustainable construction and possible strategies to improve sustainable construction in Nigeria.Design/methodology/approachA questionnaire survey of 50 construction sites was conducted with construction professionals on the sites as the specific target, out of which only 43 construction sites have at least a construction professional present at the site. Forty-three filled questionnaires from the respondents were used for descriptive (mean score, standard deviation and charts) and inferential analysis (t-test and Kruskal–Wallis) in this study.FindingsThe study shows that a large percentage (75%) of construction professionals in Nigeria are aware of sustainable construction. The descriptive and inferential analysis showed a disparity in the ranking of the 12 unsustainable practices, 14 barriers and 11 strategies among the respondents. Five unsustainable practices (“negative externalities”, “excess energy”, “unsustainable technologies”, “non-management of health and safety of workers” and “material waste”), six barriers to sustainable construction (“absence of historical data and exemplary projects on which construction professionals can build and learn from”, “lack of professional to handle the task”, “poverty and low urban investment”, “lack of urban and construction policy”, “lack of awareness” and “lack of technical know-how”) and three strategies to improve sustainable construction practices in Nigeria (“cooperation, partnership and participation”, “protection of biodiversity and conservation of natural resources” and “sustainability assessment system”) were found to be significant.Practical implicationsThe study offers significant insights into the construction industry unsustainable practices, barriers to sustainable construction, as well as strategies for improving sustainable construction practices. These insights can be applied to other developing countries with an emphasis on geographical differences.Originality/valueTo the best of the authors’ knowledge, this is one of the recent studies in Nigeria that explored the context of sustainable construction in the construction industry by providing insights into the unsustainable construction practices, barriers and strategies to improve sustainable construction in Nigeria.

Investigating Young Consumers’ Purchasing Intention of Green Housing in China

The issues of energy crisis, environmental degradation, and climate change present a severe challenge to the sustainable development in China. The development of green building (GB) is considered one of the most popular strategies toward a sustainable construction industry. Apart from advanced green technologies, consumers’ purchasing intention toward green housing (GH) plays a crucial role in the large-scale promotion of GB. However, which determinants significantly affect consumers’ purchasing intention remain unclear, especially for the young generation in developing countries. This study attempts to investigate young consumers’ purchasing intention of GH in China. On the basis of extended theory of planned behavior (TPB), seven constructs are identified, and nine hypotheses are proposed. A total of 241 responses were collected from the questionnaire survey, and structural equation modeling was employed to test the proposed hypotheses. Governmental incentives are affirmed to be the most important determinant, followed by consumers’ attitude toward behavior and subjective norm. Perceived behavioral control is an insignificant determinant for young consumers to purchase GH. In addition, subjective knowledge has an indirect effect through attitude toward behavior. Environmental concern also confirms an indirect effect through attitude toward behavior and subjective norm toward purchasing intention, respectively. Thus, the government is implied to play a crucial role in GH promotion at this stage.

The construction sector in Iran faces substantial inefficiencies, including high material wastage, posing environmental and economic risks. This study investigated the adoption of Lean Construction (LC) practices and AI/IoT technologies in Iran’s public construction sector using a mixed-methods approach. This research examined the organizational, technical, and infrastructural factors across four key provinces—Tehran, Isfahan, Khorasan Razavi, and Fars—and employed fuzzy logic to address the uncertainties in adoption decisions. Data from 28 key stakeholder interviews were analyzed using Python 3.9, with libraries such as Pandas 1.3.3, NumPy 1.21.2, and skfuzzy 0.4.2 for the statistical analysis and NVivo 12 for the thematic coding. The analysis revealed that organizational readiness and leadership support were the critical drivers of adoption, particularly in Isfahan and Khorasan Razavi, which exhibited the highest adoption likelihood scores (0.5000). Tehran and Fars showed slightly lower scores due to regulatory barriers and financial limitations. The findings highlight the need for targeted leadership training, regulatory reforms, and infrastructure investments to accelerate the adoption of these technologies. This study aligned with the Sustainable Development Goals (SDG 9: Industry, Innovation, and Infrastructure and SDG 11: Sustainable Cities and Communities) by offering practical recommendations for advancing sustainable practices in Iran’s construction sector. The insights provided have broader implications for other developing economies facing similar challenges, contributing to global efforts toward sustainable development.
