Transformative agroecology learning in Europe: building consciousness, skills and collective capacity for food sovereignty

Agroecology has been proposed as a key building block for food sovereignty. This article examines the meaning, practices and potentials of ‘transformative agroecology learning’ as a collective strategy for food system transformation. Our study is based on our qualitative and action research with the European Coordination of Via Campesina to develop the European Agroecology Knowledge Exchange Network (EAKEN). This network is linked to the global network of La Via Campesina and builds on the strong experiences and traditions of popular education in Latin American peasant movements. Rather than focusing on agroecology education as a process of individual learning, we analyse how a transformative agroecology education can be strengthened as a critical repertoire of action used by social movements to advance food sovereignty. Our analysis contributes a new theory of transformative agroecology learning based on four key characteristics or qualities: horizontalism; diálogo de saberes (wisdom dialogues); combining practical and political knowledge; and building social movement networks. While these different elements of transformative agroecology learning were present across EAKEN, they were unevenly developed and, in many cases, not systematized. The framework can help to strategically and reflexively systematize and strengthen a transformative agroecology learning approach as a key building block for food sovereignty.

Food waste reduction and food poverty alleviation: a system dynamics conceptual model

The contradictions between food poverty affecting a large section of the global population and the everyday wastage of food, particularly in high income countries, have raised significant academic and public attention. All actors in the food chain have a role to play in food waste prevention and reduction, including farmers, food manufacturers and processors, caterers and retailers and ultimately consumers. Food surplus redistribution is considered by many as a partial solution to food waste reduction and food poverty mitigation, while others criticize charitable initiatives as inadequate responses, that inhibit governments from responsibly protecting the citizens right to food. This paper frames food assistance as “hybrid systems”, situating at the intersection of territorial food, public welfare and third sector voluntary systems. Based on available literature and reflections on previous research examining food banks in Italy, we develop a system dynamics conceptual mapping. The aim is to model a set of relations and dynamic mechanisms associated with variables relevant to food waste generation, food recovery for social purposes and food poverty alleviation. The analysis of feedback interactions highlights the (actual and potential) vulnerabilities of food assistance systems that occur when addressing food poverty by reducing food surplus. In summary, as the awareness on food poverty and food surplus arises, incentives to food recovery and redistribution strengthen the role of (voluntary) food assistance actors, increasing their exposure to drivers of change, such as retailers’ standards for food surplus prevention. This paper contributes to the current academic debate on charitable food assistance, with insights for policy makers and other systems’ actors.

Blended finance for agriculture: exploring the constraints and possibilities of combining financial instruments for sustainable transitions
Transitioning to sustainable agricultural systems is imperative to meet the global Sustainable Development Goals (SDGs). Achieving more sustainable agricultural production systems will require significant additional capital, however this cannot be covered by the current financial market setup, which dissociates public and private funders. Blended finance, where concessionary development-oriented funding is used to mobilize additional private capital, is essential. To ensure that the limited pool of concessionary funding is used efficiently and effectively, a shared understanding of the roles and limitations of public and private funders is necessary. In this paper, we describe the high-level funding gap for sustainable agriculture, the general landscape of agricultural finance, and the concept and potential roles of blended finance in this context. This paper introduces the conditions under which different financing mechanisms can contribute to addressing barriers related to sustainable agriculture investments. It highlights that multiple funding modalities must be utilized in order to achieve agricultural investment at a meaningful level and encourages greater exploration of the range of blended financing structures to increase SDG-related agriculture investments.

Contested agri-food futures: Introduction to the Special Issue

Over recent decades, influential agri-food tech actors, institutions, policymakers and others have fostered dominant techno-optimistic, future visions of food and agriculture that are having profound material impacts in present agri-food worlds. Analyzing such realities has become paramount for scholars working across the fields of science and technology studies (STS) and critical agri-food studies, many of whom contribute to STSFAN—the Science and Technology Studies Food and Agriculture Network. This article introduces a Special Issue featuring the scholarship of STSFAN members, which cover a range of case studies and interdisciplinary and transdisciplinary engagements involving such contested agri-food futures. Their contributions are unique in that they emerged from the network’s specific modus operandi: a workshopping practice that supports the constructive, interdisciplinary dialogue necessary for critical research and rigorous analyses of science and technology in agri-food settings. This introduction offers an overview of STS and critical agri-food studies scholarship, including their historical entanglements in respective studies of food scandals, scientific regimes and technological determinism. We illustrate how interdisciplinary engagement across these fields has contributed to the emergent field of what we term agri-food technoscience scholarship, which the contributions of this Special Issue speak to. After a brief discussion of STS concepts, theories and methods shaping agri-food policy, technology design and manufacturing, we present the eleven Special Issue contributions in three thematic clusters: influential actors and their agri-food imaginaries; obfuscated (material) realities in agri-food technologies; and conflictual and constructive engagements in academia and agri-food. The introduction ends with a short reflection on future research trajectories in agri-food technoscience scholarship.

The old, the new, or the old made new? Everyday counter-narratives of the so-called fourth agricultural revolution

Prevalent narratives of agricultural innovation predict that we are once again on the cusp of a global agricultural revolution. According to these narratives, this so-called fourth agricultural revolution, or agriculture 4.0, is set to transform current agricultural practices around the world at a quick pace, making use of new sophisticated precision technologies. Often used as a rhetorical device, this narrative has a material effect on the trajectories of an inherently political and normative agricultural transition; with funding, other policy instruments, and research attention focusing on the design and development of new precision technologies. A growing critical social science literature interrogates the promises of revolution. Engagement with new technology is likely to be uneven, with benefits potentially favouring the already powerful and the costs falling hardest on the least powerful. If grand narratives of change remain unchallenged, we risk pursuing innovation trajectories that are exclusionary, failing to achieve responsible innovation. This study utilises a range of methodologies to explore everyday encounters between farmers and technology, with the aim of inspiring further work to compile the microhistories that can help to challenge robust grand narratives of change. We explore how farmers are engaging with technology in practice and show how these interactions problematise a simple, linear notion of innovation adoption and use. In doing so, we reflect upon the contribution that the study of everyday encounters can make in setting more inclusionary, responsible pathways towards sustainable agriculture.

Introduction to symposium ‘Reimagining land: materiality, affect and the uneven trajectories of land transformation’

Over the past decade land has again moved to the centre of resource conflicts, agrarian struggles, and competing visions over the future of food and farming. This renewed interest in land necessitates asking the seemingly simple, but pertinent, question ‘what is land?’ To reach a more profound understanding of the uniqueness of land, and what distinguishes land from other resources, this symposium suggests the notion of ‘land imaginaries’ as a crucial lens in the study of current land transformations. Political-economy, and the particular economic, financial, or political interests of various actors involved in land projects do not directly result in, or translate into, outcomes, such as dispossession and enclosure, increased commodification, financialization, and assetization, or mobilization and resistance. All these processes are informed by different imaginaries of land—the underlying understandings, views, and visions of what land is, can, and should be—and associated visions, hopes, and dreams regarding land. Drawing on a variety of case studies from across the world, crossing Global North/South and East/West, and including contemporary and historical instances of land transformation, this symposium addresses the multifaceted ways in which implicit, explicit, and emergent understandings of land shape current land transformations.

Fixing food with a limited menu: on (digital) solutionism in the agri-food tech sector

Silicon Valley and its innovation center counterparts have come upon food and agriculture as the next frontier for their unique style of innovation and impact. But what exactly can the tech sector, with expertise in information and communication technologies, bring to a domain in which the biophysical materiality of soil, plants, animals and human bodies have most challenged farmers and food companies? Based on a detailed analysis of all of the companies that have pitched their products at events sponsored by the Silicon Valley-based convener, Foodbytes!, we show that a large proportion of tech-driven solutions are digital technologies transferred from other domains. These technologies at best inform decision-making on the ecological processes of food and farming, but do not provide tools to treat them, and otherwise provide business solutions not even aimed at major challenges in food and farming. Drawing on a small set of interview data, we additionally suggest that tech entrepreneurs migrate to food and agriculture because it seems purposeful, exciting, or lucrative, but sometimes lack a clear understanding of the problems they might solve with their digital technologies. In making our case about the mismatch of problem and solution, we bring into conversation recent critiques of digital solutionism with abiding concerns in agrarian political economy and critical food studies regarding the role of the biological in both challenging food production and spurring technological intervention.

Artificial intelligence and robotics have increasingly been adopted in agri-food systems—from milking robots to self-driving tractors. New projects extend these technologies in an effort to automate skilled work that has previously been considered dependent on human expertise due to its complexity. In this paper, we draw on qualitative research carried out with farm managers on apple orchards and winegrape vineyards in Aotearoa New Zealand. We investigate how agricultural managers’ perceptions of future agricultural automation relates to their approach to expertise, or the degree to which they think specialised skills and knowledge are required to perform agricultural work on their orchards and vineyards. Our research generates two insights: the perceived potential for work to be automated is related to the degree to which it is seen to require technical or embodied expertise, with technical expertise being more automatable; and, while embodied expertise is perceived to be more difficult to automate, it is sometimes attributed more exclusively to those in positions of power, such that embodied expertise can be highly valued while the majority of embodied work is viewed as non-expert and thus automatable. Our analysis illustrates that a robot can be an expert when expertise is technical. It also shows variability in the conceptualization of skilled or unskilled work, and that those conceptualizations can set the stage for the future effects of new technologies. This generates new insights into the conditions under which automation might reproduce existing inequalities in agriculture, and also raises new questions about responsibility in the context of automation.

Constructing agri-food for finance: startups, venture capital and food future imaginaries

Over the past decade, investments in agricultural and food technology startups have grown to previously unknown dimensions. Mushrooming agri-food tech startups that promise to solve critical issues in the agri-food system through technological innovation are increasingly perceived as an attractive new investment opportunity for venture capitalists and investors. This paper investigates how digital agri-food technologies are narrated, constructed, and promoted for financial investment. Through qualitative content analysis of agri-food tech industry reports, articles, and commentaries we trace the logic, rationales, and narratives of this most recent investment rush, and reveal its immanent techno-finance fixes. We conceptualize the agri-food imaginaries produced within the agri-food tech discourse as
financialized
imaginaries, and argue that they are specifically tailored to construct, incentivize, and legitimize this new agri-food tech space for financial investment. In their attempt to raise money from investors, venture capital firms further fuel this development by discursively creating an ‘agri-food tech investment rush’—similar to the land and gold rushes of the past. Investments in agri-food tech startups, however, are presented to investors as both a profitable investment opportunity as well as a moral obligation, allowing for food production to cope with neo-malthusian and environmental threats. This paper contributes to our understanding of digitization as a socio-technical project, which includes the active envisioning and promotion of desirable agri-food futures.

Tackling land’s ‘stubborn materiality’: the interplay of imaginaries, data and digital technologies within farmland assetization

The nature of farming is – still – an essentially biological, and thus volatile, system, which poses substantial challenges to its integration into financialized capitalism. Financial investors often seek stability and predictability of returns that are hardly compatible with agriculture – but which are increasingly seen as achievable through data and digital farming technologies. This paper investigates how farmland investment brokers engage with, perceive, and produce farming data for their investors within a co-constructive process. Tackling land’s ‘stubborn materiality’ for investment, I argue, has material and immaterial components: it includes the re-imagination of farming as a financial asset that delivers reliable income streams for investors; and the re-engineering of farmland’s concrete materialities with digital farming technologies. Farmland investment brokers develop investor-suitable farmland imaginaries, underpinned by storytelling as well as the calculative ‘evidence’ of (digital) data. At the same time, digital technologies have become a key tool for transforming farms into ‘investment grade assets’ endowed with the rich data on farm performance and financial returns requested by investors. I conclude that the assetization and digitization of farmland need to be seen as closely intertwined and mutually reinforcing processes and identify key areas for future research on this intersection.
