Recruiting, retaining and retraining secondary school teachers and principals in Sub-Saharan Africa
This working paper is based on country case studies of Ethiopia, Ghana, Guinea, Madagascar, Tanzania, and Uganda, and an extensive literature review. In many parts of Africa, the demand for secondary teachers substantially exceeds the supply, due to factors such as secondary teacher attrition, bottlenecks in the teacher preparation system, and perceived unattractive conditions of service. Few countries have strong policies, strategies, and programs for recruiting able secondary school graduates to secondary teaching. The paper suggests several critical and promising areas for improvement in the quality of secondary teachers through new approaches to recruitment; pre-service and in-service teacher development; and improvements in the deployment, utilization, compensation, and conditions of service for teachers.
Cooperating Teacher Participation in Teacher Education: A Review of the Literature
Student teachers consider cooperating teachers to be one of the most important contributors to their teacher preparation program. Therefore, the ways in which cooperating teachers participate in teacher education are significant. This review seeks to move conceptions of that participation beyond commonly held beliefs to empirically supported claims. The analysis draws on Brodie, Cowling, and Nissen's notion of categories of participation to generate 11 different ways that cooperating teachers participate in teacher education: as Providers of Feedback, Gatekeepers of the Profession, Modelers of Practice, Supporters of Reflection, Gleaners of Knowledge, Purveyors of Context, Conveners of Relation, Agents of Socialization, Advocates of the Practical, Abiders of Change, and Teachers of Children. When set against Gaventa's typology of participation, the resultant grid highlights the importance of negotiated or invited spaces for cooperating teacher participation and provides a new way of thinking about, planning professional development for, and working with cooperating teachers.
The Importance of Minority Teachers: Student Perceptions of Minority Versus White Teachers
The demographic divide between teachers and students is of growing public concern. However, few studies have explicitly addressed the common argument that students, and particularly minority students, have more favorable perceptions of minority versus White teachers. Using data from the Measure of Effective Teaching study, we find that students perceive minority teachers more favorably than White teachers. There is mixed evidence that race matching is linked with more favorable student perceptions. These findings underscore the importance of minority teacher recruitment and retention.
The Effect of Perception of Teacher Characteristics on Spanish EFL Learners' Anxiety and Enjoyment
The present study explores the relationship between Foreign Language Enjoyment (FLE) and Foreign Language Classroom Anxiety (FLCA) and a number of teacher-centered variables within the Spanish classroom context. Participants were 210 former and current learners of English as a foreign language (EFL) from all over Spain who filled out an online questionnaire with Likert scale items. A moderate negative relationship emerged between FLE and FLCA. Participants who had an L1 English speaker as a teacher reported more FLE and less FLCA than those with a foreign language user of English. Teacher characteristics predicted close to 20% of variance in FLE but only 8% of variance in FLCA. The strongest positive predictor of FLE was a teacher's friendliness while a teacher's foreign accent was a weaker negative predictor. Teacher-centered variables predicted much less variance for FLCA. Participants experienced more FLCA with younger teachers, very strict teachers, and teachers who did not use the foreign language much in class. The findings confirm earlier research that FLE seems to be more dependent on the teachers' pedagogical skills than FLCA.
The rural teacher shortage
There is much alarm about the current teacher shortage resulting from the pandemic and its aftermath. But teacher shortages have long been a perennial issue in K-12 education. Researchers Richard Ingersoll and Henry Tran analyzed data from the National Center of Education Statistics to compare rural schools to urban and suburban schools to understand their teacher staffing problems. They found that rural teacher shortages are worse than elsewhere and are driven by teacher turnover and hence won’t be solved just by focusing on new teacher recruitment. High-poverty rural schools and rural schools with high levels of students of color face the most extreme teacher turnover of all schools, experiencing departures of between a quarter and a third of teachers annually. Their reasons for leaving include lack of classroom autonomy and the inability to be included in schoolwide decision making.
Why leave the teaching profession? A longitudinal approach to the prevalence and persistence of teacher turnover intentions
Teacher turnover has been recognized as a significant problem in the education worldwide. This study focuses on exploring reasons behind the turnover intentions, and persistence of such intentions in 5-year follow-up among Finnish teachers. Longitudinal survey data were collected from Finnish comprehensive school teachers in 2010 (T1 n  = 2310) and 2016 (T2 n  = 1450). The results showed that 50% of the teachers had turnover intentions. Turnover intentions were remarkably persistent, but the reasons for them varied significantly. Lack of professional commitment and factors related to the school system and workload were the main reasons for teacher turnover intention. The results suggest several factors that should be improved simultaneously in the teaching profession to increase teacher job satisfaction and retention.
General Education Teachers’ Perceptions of Autism, Inclusive Practices, and Relationship Building Strategies
To identify target areas for professional development, this mixed-methods study examined general education teachers’ perceptions of autism and pedagogical practices in early elementary classrooms in the United States. In focus groups, teachers (N = 18) identified terms they associated with autism and strategies they used for inclusion and relationship building. Participants systematically free-listed and ranked their responses to three prompts. Using ranked responses, saliency scores were calculated to assess the perceived importance and frequency of responses. Teachers’ most salient perceptions of autism (e.g., social difficulties, focused/fixed interests) revealed an awareness of core symptoms. Salient inclusion practices included assigning special classroom responsibilities and showcasing student talents; salient relationship-building strategies included embracing students’ special interests and engaging in one-on-one time. Implications for teacher trainings are discussed.
Continuity and churn: understanding and responding to the impact of teacher turnover
Teacher turnover is a long-standing and worsening problem for schools in England. Strategies to reduce turnover have been extensively researched; however, in England, fewer studies have engaged with how turnover affects students and staff, or how this impact can be mitigated. This article synthesises research suggesting that the negative impact of high turnover is linked to its corrosive impact on trust, student-centric and institutional knowledge, and collaboration and collegiality. It proposes that schools need to intentionally nurture relationships, establish routines and culture at an institutional level and create opportunities for informal professional development. It also argues that decisions about teacher allocation or assignment can drive within-school churn, undermining continuity of care. Teacher allocation decisions have a particularly negative impact on socio-economically disadvantaged and minority ethnic students, but ‘looping’ may reduce within-school churn and enhance continuity of care. Looping has been studied in several countries, but further research is needed in the English context, particularly given that teachers report being open to the strategy, if it is supported by evidence. However, as this article highlights, there are potential tensions between reducing teachers’ influence over allocation and the impact this might have on teacher satisfaction and retention, as well as potential tradeoffs between grade-specific and student-specific expertise.
Teacher Self-Efficacy and Its Effects on Classroom Processes, Student Academic Adjustment, and Teacher Well-Being: A Synthesis of 40 Years of Research
This study integrates 40 years of teacher self-efficacy (TSE) research to explore the consequences of TSE for the quality of classroom processes, students' academic adjustment, and teachers' psychological well-being. Via a criteria-based review approach, 165 eligible articles were includedfor analysis. Results suggest that TSE shows positive links with students' academic adjustment, patterns of teacher behavior and practices related to classroom quality, and factors underlying teachers 'psychological well-being, including personal accomplishment, job satisfaction, and commitment. Negative associations were found between TSE and burnout factors. Last, a small number of studies indicated indirect effects between TSE and academic adjustment, through instructional support, and between TSE and psychological wellbeing, through classroom organization. Possible explanations for the findings and gaps in the measurement and analysis of TSE in the educational literature are discussed.

Its four chapters cover recruitment and initial preparation of teachers; teacher development, support, careers and employment conditions; teacher evaluation and compensation; and teacher engagement in education reform.
