This study is based on research on secondary textbook and school library provision in Botswana, Cameroon, Cote d'Ivoire, Ghana, Kenya, Malawi, Rwanda, Tanzania, and Togo, as well as existing recent country reports on textbook provision and an extensive desk research. Considerable variations exist in Sub-Saharan African textbook requirements needed to meet secondary curriculum specifications just as significant differences exist between and within countries in regard to the average price of recommended textbooks. Some countries have no approved textbooks list. This World Bank Working Paper aims to discuss the textbook situation in Sub-Saharan Africa with a special focus on secondary textbook availability, cost and financing, distribution and publishing, and the status of school libraries. Its objective is to analyze the issues in secondary textbook and school library provision and to provide some options and strategies for improvement.

本研究旨在從法制面探討我國現行教科書採購制度立法上之缺失並提出修正建議。本研究以法解釋學等方法檢視我國現行教科書採購法制規範，分析探討後發現，我國現行制度有多項缺失，包括：一、《國民教育法》第8條之3立法與以代辦費收取教科書費用之有償供應制度理念相矛盾；二、《國民教育法》第8條之3立法違反法律「授權明確性原則」；三、教育部以行政規則訂定我國教科書採購方式，違反「法律保留原則」；四、以《政府採購法》共同供應採購辦理教科書採購，違反「法律優越原則」。由於日本教科書採購制度完善，故本研究同時介紹及分析日本法制規定，然後參酌其制度規範，針對上述缺失，提出修法建議。

Das Buch trägt dazu bei, den Paradigmenwechsel in der Beschaffung weiterzuführen. Darin wird der Stellenwert des Lieferantenmanagements besonders hervorgehoben. Die strategischen und operativen Inhaltsdimensionen werden im Kontext des Beschaffungsmanagements vorgestellt. Das Lieferantenmanagement als fachbereichsübergreifender Unternehmensprozess wird dabei für alle Interessengruppen leicht nachvollziehbar und umsetzungsorientiert dargestellt. Basierend auf der kompakt dargestellten wissenschaftlichen Basis wird der Prozess des Lieferantenmanagements konkret präzisiert. Am Praxisbeispiel der AUDI AG wird anschaulich dargestellt, wie ein solches Konzept funktioniert und umgesetzt werden kann. Folgende Prozesse sind dabei systematisch beschrieben: Lieferantenscouting, Lieferantenbewertung, Lieferantenklassifizierung, Lieferantenentwicklung, Lieferantenauswahl und Lieferantenintegration.

The objectives of the project of establishing the library and learning resources center at Malawi Institute of Procurement and Supply (MIPS) were to draft recommendations on the kind of infrastructure in terms of hardware, software, and networking required to establish the library systems; Koha and DSpace, to develop user training manual for e-library systems, to develop a user manual for a recommendation for additional training resources for the library, to install e-library systems, link the elibrary systems to Members Management Information System (MMIS), to create catalog records for information resources and to conduct training on the functionality of the e-library system. The study was a descriptive account of the processes of establishing a library and learning resources center in an organization. Monitoring and reporting of the project activities were done which led to the development of reports, library manuals, and deliverables for the project. The scope of the work involved the establishment of the library currently operational. The period for the entire project was 6 months. Some of the major achievements for the project were the installation of Closed Circuit Television (CCTV) system for the resource center, installation of e-library systems, purchase of new textbooks and subscription to electronic journals, training of MIPS management and users on the functionalities of e-library systems, and recruitment of a qualified Librarian to manage the resource center.

The aim of this paper is to propose a new framework for structuring contract types and payment methods. Concerning procurement contracts, the first important new feature of this framework is a stepwise structure with three main steps in the contract design: (1) what will be procured—should the contract only include construction, or should it include both construction and operation/maintenance (2) who will do the detailed design of the premise and (3) how many contractors will the client use? The second important new feature of this framework is that both step 2 and step 3 include a continuum of alternatives. Concerning payment methods, the new framework is primarily based on how the specific risks of the project are shared. These frameworks can be useful for policy formulation in that they can help to avoid some problematic ways of formulating policies.
