Arrian
\"Arrian (Flavius Arrianus), of the period ca. AD 95-175, was a Greek historian and philosopher of Nicomedia in Bithynia. Both a Roman and an Athenian citizen, he was governor of the Roman province of Cappadocia 132-137, and repelled an invasion of the Alani in 134. He retired then to Athens (where he was archon in 148-149) and later to Nicomedia. Arrian's Anabasis of Alexander in seven books is the best account we have of Alexander's adult life. Indica, a description of India and of Nearchus's voyage therefrom, was to be a supplement. A student of Epictetus, Arrian took notes at his lectures and published them (in eight books of which we have four, The Discourses) and also the Encheiridion or Manual of Epictetus. Dynamic Interrelationships among Energy Prices, Exchange Rates, and Inflation: An Empirical Analysis for the Turkic Republics
The dynamic interrelationships among energy, goods and financial markets in Eurasian economies are not empirically analyzed, yet; and this study attempts to handle this gap in the literature. It examines the dynamic interrelationships for energy (oil and natural gas) prices, inflation rate, and exchange rate in Türkiye, Azerbaijan, Kazakhstan, Kyrgyzstan, and Uzbekistan, covering the period from January 2010 to April 2022, by means of the Toda and Yamamoto approach to Granger causality, impulse-response functions, and variance decompositions. The empirical findings unveil that (i) inflation is mainly driven by natural gas prices, (ii) oil prices cause inflation through natural gas prices, (iii) the exchange rate pass-through to inflation seems country-specific, and (iv) there is a weak dependence between energy prices and exchange rates. Accounting for smooth structural breaks in causality analysis based on the Fourier Toda- Yamamoto approach reinforces these findings.

The preparing background of Kipchak written language with Armenian letters
The Turkish language, one of the ancient languages in the world, has continually evolved and expanded across various geographical regions, establishing diverse historical and contemporary branches through the creation of written languages based on numerous alphabets. The formation processes of these branches of the Turkish language, which emerged gradually over time, are directly related to their ethnological structures, religious and social lifestyles, interactions in the ethno-linguistic field, geographical settlements, political situations and economic conditions. The Turkish language, which advanced as a unified written language between the 8th and 13th centuries, within the Eastern Turkish written tradition, began to diversify from the 13th century onwards, a trend that persisted into the subsequent centuries. Today, the historical and contemporary aspects of the Turkish language, encompassing over 20 written variants, should be examined by subjecting it to studies with an interdisciplinary approach.. Additionally, determining the background factors that led to the emergence of these written languages will enable a correct interpretation of the language’s evolutionary phases This study aims to unveil the developmental trajectory of the Kipchak written language, which emerged in Eastern Europe during the 16th and 17th centuries through the use of Armenian letters. Determinations and evaluations will be conducted to explore the underlying factors that facilitated the emergence of this written language.

This book presents an economic survey of international capital mobility from the late nineteenth century to the present. The authors examine the theory and empirical evidence surrounding the fall and rise of integration in the world market. A discussion of institutional developments focuses on capital controls and the pursuit of macroeconomic policy objectives in shifting monetary regimes. The Great Depression emerges as the key turning point in recent history of international capital markets, and offers important insights for contemporary policy debates. Its principal legacy is that the return to a world of global capital is marked by great unevenness in outcomes regarding both risks and rewards of capital market integration. More than in the past, foreign investment flows largely from rich countries to other rich countries. Yet most financial crises afflict developing countries, with costs for everyone.
Rus Basınında TBMM’nin Açılış Süreci
Türkiye Büyük Millet Meclisi (TBMM), kuruluşunun 100. yıldönümünü kutluyor. TBMM’nin açılış süreciyle ilgili konular bu bakımdan daha da anlamlıdır. Bu sürecin Rus basınında nasıl yansıtıldığı konusu ise şimdiye dek pek ele alınmamıştır. Özellikle Bolşevik Rus basını, Anadolu’da yürütülen milli mücadeleyi Türk Bolşeviklerinin emperyalizme karşı mücadelesi olarak görmek ve yansıtmak istediği için Anadolu’daki gelişmeleri yakinen takip etmiştir. Bu çalışmada, 1919-20 yılları arasında Rus basınında TBMM ile doğrudan veya dolaylı ilgisi olan önemli haberler ve bilgiler kronolojik olarak aktarılmaya ve Bolşeviklerin gözünde TBMM’nin ne ifade ettiği yansıtılmaya çalışılmıştır.
Ontological concerns, historical realities and conjunctural developments: Continuity and change in Turkey’s relations with Russia
The aim of this article is to analyse the reasons behind continuity and change in Turkey’s relations with Russia and to question the limits of cooperation between the two nations by using historical and current developments as cases. The article proposes that it would be misleading to take into account certain recent cooperation points only, for instance in Syria, in order to reach for a better understanding about the nature of the relations. Instead, any attempt to understand the reasons for continuity and change in Turkey’s relations with Russia necessitates a framework built on conceptual and historical materials, as well as an analysis of conjunctural developments. Indeed, the history of the relations with Russia goes back to the emergence of the Russians in Euro-Asian region, but the relationship cannot be analysed without first understanding the mutual ontological concerns that both nations have had for centuries. As the Turks played an important role as the other in the construction of a Russian national identity, the rise of a Russian state in Euro-Asia became possible, to a great extent, with the decline of the Turks in this same region. The manuscript concludes that this historical reality that created a deep ontological concern particularly in Turkey still has the potential for renewed conflicts, despite of some recent cooperation with Moscow.
