Rural informatization in China
China's recent economic growth has expanded industrialization and urbanization, upgraded consumption, increased social mobility, and initiated a shift from an agricultural-based economy to one based on services and industry. However, more than half of China's population still lives in rural areas, where the average per capital income is less than a third of the urban average. The government of China has increased its commitment to rural development and poverty-reduction programs, with attention to narrowing the rural-urban divide. Informatization—defined as the transformation of an economy and society driven by information and communications technology (ICT)—is increasingly being explored as a way of helping poor people. Rural Informatization in China presents an overview and in-depth analysis of rural ICT initiatives in China. This study reviews the present-day status of China's rural informatization infrastructure, examines and summarizes by organizational model the key initiatives in the past decade, and provides policy recommendations to address current challenges. Case studies of different financing models of rural ICT initiatives from China and other countries are included.

How New and Assertive Is China's New Assertiveness?
There has been a rapidly spreading meme in U.S. pundit and academic circles since 2010 that describes China's recent diplomacy as \"newly assertive.\" This \"new assertiveness\" meme suffers from two problems. First, it underestimates the complexity of key episodes in Chinese diplomacy in 2010 and overestimates the amount of change. Second, the explanations for the new assertiveness claim suffer from unclear causal mechanisms and lack comparative rigor that would better contextualize China's diplomacy in 2010. An examination of seven cases in Chinese diplomacy at the heart of the new assertiveness meme finds that, in some instances, China's policy has not changed; in others, it is actually more moderate; and in still others, it is a predictable reaction to changed external conditions. In only one case—maritime disputes–does one see more assertive Chinese rhetoric and behavior. The speed and extent with which the newly assertive meme has emerged point to an understudied issue in international relations—namely, the role that online media and the blogosphere play in the creation of conventional wisdoms that might, in turn, constrain policy debates. The assertive China discourse may be a harbinger of this effect as a Sino-U.S. security dilemma emerges.
Working-Class Network Society
The idea of the \"digital divide,\" the great social division between information haves and have-nots, has dominated policy debates and scholarly analysis since the 1990s. In Working-Class Network Society, Jack Linchuan Qiu describes a more complex social and technological reality in a newly mobile, urbanizing China. Qiu argues that as inexpensive Internet and mobile phone services become available and are closely integrated with the everyday work and life of low-income communities, they provide a critical seedbed for the emergence of a new working class of \"network labor\" crucial to China's economic boom. Between the haves and have-nots, writes Qiu, are the information \"have-less\": migrants, laid-off workers, micro-entrepreneurs, retirees, youth, and others, increasingly connected by cybercafés, prepaid service, and used mobile phones. A process of class formation has begun that has important implications for working-class network society in China and beyond. Qiu brings class back into the scholarly discussion, not as a secondary factor but as an essential dimension in our understanding of communication technology as it is shaped in the vast, industrializing society of China. Basing his analysis on his more than five years of empirical research conducted in twenty cities, Qiu examines technology and class, networked connectivity and public policy, in the context of massive urban reforms that affect the new working class disproportionately. The transformation of Chinese society, writes Qiu, is emblematic of the new technosocial reality emerging in much of the Global South.
The Impact of Broadband Infrastructure Construction on Medical Resource Mismatch: Quasi-Natural Experiment From the Broadband China Policy
Whether the construction of broadband infrastructure can alleviate the problem of mismatched medical resources is crucial to the national information strategy, residents' well-being, and social equity. However, the academic community lacks a comprehensive theoretical analysis and rigorous empirical research on this issue. This study aims to construct a preliminary theoretical framework to scientifically assess the effects of broadband infrastructure development on the mitigation of health care resource mismatch from both theoretical and empirical perspectives, to explore the potential mechanisms of influence, and ultimately to develop several practical policy recommendations. We first used a theoretical analysis to propose testable theoretical hypotheses and establish a preliminary theoretical framework. Then, based on balanced panel data from 300 cities from 2010 to 2021, a 2-way fixed effects difference-in-differences model was used for empirical testing. Mechanism tests, robustness analyses, and heterogeneity analyses were further conducted. The research findings demonstrate that the Broadband China Policy significantly reduces the degree of mismatch in medical resources by primarily using innovation effects and integration effects, resulting in a reduction of 13.2%. In addition, the heterogeneity analysis reveals that the central and eastern regions, cities with large populations, and areas with a high proportion of young people benefit more significantly. This study fully confirms, both theoretically and empirically, that broadband infrastructure construction can effectively reduce the mismatch of medical resources not only by expanding the existing literature on the impact of broadband on public services but also by providing valuable opportunities for policy makers to optimize the allocation of medical resources.
China's Regulatory State
Today's China is governed by a new economic model that marks a radical break from the Mao and Deng eras; it departs fundamentally from both the East Asian developmental state and its own Communist past. It has not, however, adopted a liberal economic model. China has retained elements of statist control even though it has liberalized foreign direct investment more than any other developing country in recent years. This mode of global economic integration reveals much about China's state capacity and development strategy, which is based on retaining government control over critical sectors while meeting commitments made to the World Trade Organization. InChina's Regulatory State, Roselyn Hsueh demonstrates that China only appears to be a more liberal state; even as it introduces competition and devolves economic decisionmaking, the state has selectively imposed new regulations at the sectoral level, asserting and even tightening control over industry and market development, to achieve state goals. By investigating in depth how China implemented its economic policies between 1978 and 2010, Hsueh gives the most complete picture yet of China's regulatory state, particularly as it has shaped the telecommunications and textiles industries. Hsueh contends that a logic of strategic value explains how the state, with its different levels of authority and maze of bureaucracies, interacts with new economic stakeholders to enhance its control in certain economic sectors while relinquishing control in others. Sectoral characteristics determine policy specifics although the organization of institutions and boom-bust cycles influence how the state reformulates old rules and creates new ones to maximize benefits and minimize costs after an initial phase of liberalization. This pathbreaking analysis of state goals, government-business relations, and methods of governance across industries in China also considers Japan's, South Korea's, and Taiwan's manifestly different approaches to globalization.
Social Policy and Regime Legitimacy: The Effects of Education Reform in China
Elites often use social policies to garner political support and ensure regime survival, but social policies are not a silver bullet. Using two waves of Chinese national surveys, I find that a recent policy of abolishing school fees has significantly increased citizens’ demand for greater government responsibility in financing compulsory education. I argue that policy awareness, rather than policy benefits, drives citizens’ demand. Finally, I show that policy awareness has enhanced citizens’ trust in China's central government, but not in local governments. This asymmetry in regime support has two sources—the decentralization of education provision and biased media reporting—which induce citizens to credit the central government for good policy outcomes. Given that citizens’ responses are primarily influenced by policy awareness that is promoted by the state media, this study casts doubt on the use of social policies to sustain long-term political support.
