The Populist Paradox

Do small but wealthy interest groups influence referendums, ballot initiatives, and other forms of direct legislation at the expense of the broader public interest? Many observers argue that they do, often lamenting that direct legislation has, paradoxically, been captured by the very same wealthy interests whose power it was designed to curb. Elisabeth Gerber, however, challenges that argument. In this first systematic study of how money and interest group power actually affect direct legislation, she reveals that big spending does not necessarily mean big influence. Gerber bases her findings on extensive surveys of the activities and motivations of interest groups and on close examination of campaign finance records from 168 direct legislation campaigns in eight states. Her research confirms what such wealthy interests as the insurance industry, trial lawyer associations, and tobacco companies have learned by defeats at the ballot box: if citizens do not like a proposed new law, even an expensive, high-profile campaign will not make them change their mind. She demonstrates, however, that these economic interest groups have considerable success in using direct legislation to block initiatives that others are proposing and to exert pressure on politicians. By contrast, citizen interest groups with broad-based support and significant organizational resources have proven to be extremely effective in using direct legislation to pass new laws. Clearly written and argued, this is a major theoretical and empirical contribution to our understanding of the role of citizens and organized interests in the American legislative process.
Party Transformations in European Democracies

Political parties regularly change and adapt in response to ever-changing circumstances. Until now these changes have frequently prompted both scholars and the media to suggest a whole new type of political party, and over time the number of models and types has proliferated to the point of confusion, contradiction, and a loss of explanatory power. In this sophisticated yet accessible study, André Krouwel rejects this mélange of models as inadequate. He utilizes a wide range of data sources to analyze the ideological, organizational, and electoral change undergone by more than one hundred European parties in fifteen different countries, from Scandinavia to the Iberian Peninsula, between 1945 and 2010. The result is one of the most comprehensive empirically grounded studies to date of the genesis, development, and transformation of political parties in advanced democratic states.
Monitoring Democracy

In recent decades, governments and NGOs--in an effort to promote democracy, freedom, fairness, and stability throughout the world--have organized teams of observers to monitor elections in a variety of countries. But when more organizations join the practice without uniform standards, are assessments reliable? When politicians nonetheless cheat and monitors must return to countries even after two decades of engagement, what is accomplished? Monitoring Democracy argues that the practice of international election monitoring is broken, but still worth fixing. By analyzing the evolving interaction between domestic and international politics, Judith Kelley refutes prevailing arguments that international efforts cannot curb government behavior and that democratization is entirely a domestic process. Yet, she also shows that democracy promotion efforts are deficient and that outside actors often have no power and sometimes even do harm. Analyzing original data on over 600 monitoring missions and 1,300 elections, Kelley grounds her investigation in solid historical context as well as studies of long-term developments over several elections in fifteen countries. She pinpoints the weaknesses of international election monitoring and looks at how practitioners and policymakers might help to improve them.

carpetbagger-someone who moves to a new state for the express
purpose of running, or who runs in one state after holding office
in another. Stranger in a Strange State examines what
makes some politicians take this drastic step and how that shapes
their campaigns and chances for victory. Focusing on races for the
US Senate from 1964 forward, Christopher J. Galdieri analyzes the
campaigns of nine carpetbaggers, including nationally known figures
such as Robert F. Kennedy and Hillary Rodham Clinton and less
well-known candidates like Elizabeth Cheney and Scott Brown. These
case studies draw on archival research, contemporaneous accounts of
each campaign, and scholarship on campaigns and representation.
While the record reveals that it generally takes national political
stature for a carpetbagger to win an election, some recent
campaigns suggest that in today's polarized political era, both
politicians and state political parties might want to be more open
to the prospect of carpetbagging.

In May 2012, French voters rejected the liberalizing policies of Nicolas Sarkozy and elected his opponent, the Socialist Francois Hollande, president. In June 2012, the incumbent president's center-right UMP party was swept out of government in the ensuing parliamentary elections, giving way to a new center-left majority in the National Assembly. This book analyzes the contexts and results of the 2012 presidential and parliamentary elections in France. It assesses the legacies of the Sarkozy presidency that informed the 2012 electoral campaigns, scrutinizing his domestic social and economic policies on the one hand and European and foreign policies on the other. In turn, the elections' outcomes are also analyzed from the standpoint of various political parties and other institutional interests in France, and the results are situated within the broader run of French political history. Finally, the book examines the principal challenges facing the Hollande administration and new government of Prime Minister Jean-Marc Ayrault, and assesses how effectively these have been met during their first year in office.

Benjamin Waterhouse traces the rise and ultimate fragmentation of a broad-based effort to unify the business community and promote a fiscally conservative, antiregulatory, and market-oriented policy agenda to Congress and the country at large. Arguing that business's political involvement was historically distinctive during this period, Waterhouse illustrates the changing power and goals of America's top corporate leaders. Complicating assumptions that wealthy business leaders naturally get their way in Washington, Lobbying America shows how economic and political powers interact in the American democratic system.
