In recent years the European Union has developed a comprehensive strategy to conclude free trade agreements which includes not only prominent trade partners such as Canada, the United States and Japan but also numerous developing countries. This book looks at the existing WTO law and at the new EU free trade agreements with the Caribbean and sub-Saharan Africa through the lens of the human right to adequate food. It shows how the clauses on the import and export of food included in recent free trade agreements limit the capacity of these countries to implement food security policies and to respect their human rights obligations. This outcome appears to be at odds with international human rights law and dismissive of existing human rights references in EU-founding treaties as well as in treaties between the EU and developing states. Yet, the book argues against the conception in human rights literature that there is an inflexible agenda encoded in world trade law which is fundamentally conflictual with non-economic interests. The book puts forward the idea that the European Union is perfectly placed to develop a narrative of globalisation considering other areas of public international law when negotiating trade agreements, and argues that the EU does have the competences and influence to uphold a role of international leadership in designing a sustainable global trading system. Will the EU be ambitious enough? A timely contribution to the growing academic literature on the relation between world trade law and international human rights law, this book imagines a central role for the EU in reconciling these two areas of international law. In combining the micropolitics approach in international management, the industrial relations literature and business ethics, this article conceptualizes global framework agreements as an alliance between central CSR managers of transnational corporations and central actors within trade unions to monitor subsidiaries in the implementation of CSR policies. The empirical investigation, based on the qualitative analysis of ten French multinational companies, confirms the relevance of such a conceptualization. It particularly shows that central CSR managers hope mobilizing the union network to increase their capacity to supervise subsidiaries. Over there, it helps understanding concrete mechanisms adopted to implement global framework agreements since, in some of the studied cases, the managerial and union channels are coordinated precisely to strengthen this capacity. It, then, highlights the procedural nature of policies regarding global framework agreements. Overall, this paper examines the conditions necessary for mobilization of the union network and suggests avenues for future research.

Unions, norms, and the rise in U.S. wage inequality

\"From 1973 to 2007, private sector union membership in the United States declined from 34 to 8 percent for men and from 16 to 6 percent for women. During this period, inequality in hourly wages increased by over 40 percent. We report a decomposition, relating rising inequality to the union wage distribution's shrinking weight. We argue that unions helped institutionalize norms of equity, reducing the dispersion of nonunion wages in highly unionized regions and industries. Accounting for unions' effect on union and nonunion wages suggests that the decline of organized labor explains a fifth to a third of the growth in inequality - an effect comparable to the growing stratification of wages by education.\" (Author's abstract, IAB-Doku). The domestic battle over the design of non-trade issues in preferential trade agreements

Human rights, labour standards, and environmental protection standards are commonly linked to trade. Because these links come in different forms, the question arises: what accounts for such variation? An examination of the wide variety of non-trade issues (NTIs) in preferential trade agreements (PTAs) reveals that prominent explanations fall short of explaining this variation. I argue that domestic characteristics of trade partner countries trigger lobbying by interest groups and cause design changes. I hypothesize that strong import and wage pressure increases lobbying by social and environmental protection advocates. A large difference between member states regarding civil and political rights protection levels should trigger NGO activity, but only if at least one member complies at a very high level already. In order to test the argument, I rely on a novel dataset including newly coded data on NTIs design for 474 PTAs signed between 1990 and January 2016. The findings using multivariate regression analysis show that linking trade and social or environmental clauses is motivated by strategic and the inclusion of political rights by substantial interests. This study contributes to the literature on rational design of international institutions, legalization, and issue-linkage.

'Jane Holgate is a brilliant thinker' - Jane McAlevey In Arise, Jane Holgate argues that unions must revisit their understanding of power in order to regain influence and confront capital. Drawing on two decades of research and organising experience, Holgate examines the structural inertia of today’s unions from a range of perspectives: from strategic choice, leadership and union democracy to politics, tactics and the agency afforded to rank-and-file members. In the midst of a neoliberal era of economic crisis and political upheaval, the labour movement stands at a crossroads. Union membership is on the rise, but the ‘turn to organising’ has largely failed to translate into meaningful gains for workers. There is considerable discussion about the lack of collectivism among workers due to casualisation, gig work and precarity, yet these conditions were standard in the UK when workers built the foundations of the 19th-century trade union movement. Drawing on history and case studies of unions developing and using power effectively, this book offers strategies for moving beyond the pessimism that prevails in much of today’s union movement. By placing power analysis back at the heart of workers' struggle, Holgate shows us that transformational change is not only possible, but within reach.
