Africa's power infrastructure : investment, integration, efficiency
This study is a product of the Africa Infrastructure Country Diagnostic (AICD), a project designed to expand the world's knowledge of physical infrastructure in Africa. The AICD provides a baseline against which future improvements in infrastructure services can be measured, making it possible to monitor the results achieved from donor support. It also offers a more solid empirical foundation for prioritizing investments and designing policy reforms in the infrastructure sectors in Africa. The book draws upon a number of background papers that were prepared by World Bank staff and consultants, under the auspices of the AICD. The main findings were synthesized in a flagship report titled Africa's infrastructure: A time for transformation, published in November 2009. Meant for policy makers, that report necessarily focused on the high-level conclusions. It attracted widespread media coverage feeding directly into discussions at the 2009 African union commission heads of state summit on infrastructure.
Africa's ICT infrastructure : building on the mobile revolution
Information and communication technologies (ICTs) have been a remarkable success in Africa. Across the continent, the availability and quality of service have gone up and the cost has gone down. In just 10 years dating from the end of the 1990s mobile network coverage rose from 16 percent to 90 percent of the urban population; by 2009, rural coverage stood at just under 50 percent of the population. Although the performance of Africa's mobile networks over the past decade has been remarkable, the telecommunications sector in the rest of the world has also evolved rapidly. Many countries now regard broadband Internet as central to their long-term economic development strategies, and many companies realize that the use of ICT is the key to maintaining profitability. This book is about that challenge and others. Chapters two and three describe the recent history of the telecommunications market in Africa; they cover such issues as prices, access, the performance of the networks, and the regulatory reforms that have triggered much of the investment. This part of the book compares network performance across the region and tries to explain why some countries have moved so much more quickly than others in providing affordable telecommunications services. Chapter four explores the financial side of the telecommunications revolution in Africa and details how the massive investments have been financed and which companies have most influenced the sector. Chapter five deals with the future of the sector. The final chapter synthesizes the main chapters of the book and presents policy recommendations intended to drive the sector forward.
Long-term load forecasting: models based on MARS, ANN and LR methods
Electric energy plays an irreplaceable role in nearly every person’s life on earth; it has become an important subject in operational research. Day by day, electrical load demand grows rapidly with increasing population and developing technology such as smart grids, electric cars, and renewable energy production. Governments in deregulated economies make investments and operating plans of electric utilities according to mid- and long-term load forecasting results. For governments, load forecasting is a vitally important process including sales, marketing, planning, and manufacturing divisions of every industry. In this paper, we suggest three models based on multivariate adaptive regression splines (MARS), artificial neural network (ANN) and linear regression (LR) methods to model electrical load overall in the Turkish electricity distribution network, and this not only by long-term but also mid- and short-term load forecasting. These models predict the relationship between load demand and several environmental variables: wind, humidity, load-of-day type of the year (holiday, summer, week day, etc.) and temperature data. By comparison of these models, we show that MARS model gives more accurate and stable results than ANN and LR models.
Energy efficiency in cloud computing data centers: a survey on software technologies
Cloud computing is a commercial and economic paradigm that has gained traction since 2006 and is presently the most significant technology in IT sector. From the notion of cloud computing to its energy efficiency, cloud has been the subject of much discussion. The energy consumption of data centres alone will rise from 200 TWh in 2016 to 2967 TWh in 2030. The data centres require a lot of power to provide services, which increases CO2 emissions. In this survey paper, software-based technologies that can be used for building green data centers and include power management at individual software level has been discussed. The paper discusses the energy efficiency in containers and problem-solving approaches used for reducing power consumption in data centers. Further, the paper also gives details about the impact of data centers on environment that includes the e-waste and the various standards opted by different countries for giving rating to the data centers. This article goes beyond just demonstrating new green cloud computing possibilities. Instead, it focuses the attention and resources of academia and society on a critical issue: long-term technological advancement. The article covers the new technologies that can be applied at the individual software level that includes techniques applied at virtualization level, operating system level and application level. It clearly defines different measures at each level to reduce the energy consumption that clearly adds value to the current environmental problem of pollution reduction. This article also addresses the difficulties, concerns, and needs that cloud data centres and cloud organisations must grasp, as well as some of the factors and case studies that influence green cloud usage.
Research on anti-rollover active control of sports utility vehicle with time-delay compensation function
The global incidence of traffic accidents caused by vehicle rollovers has exhibited a persistent upward trajectory in recent years. This paper proposes a novel rollover prevention control method incorporating time-delay compensation to address inherent latency issues in anti-rollover control systems (ARCS). First, structural parameters and dynamic theory establish a three-degree-of-freedom (3-DOF) dynamics model for a sport utility vehicle (SUV). Subsequently, a lateral load transfer ratio ( LTR ) estimation model is developed and validated under J-turn test conditions. A grey prediction model is then implemented to forecast LTR values in advance, compensating for system time delays. A two-dimensional fuzzy controller, utilizing error and error change rate as inputs, generates corrective yaw moment through differential braking to maintain vehicle stability. Co-simulation experiments conducted in CarSim and MATLAB/Simulink under typical driving scenarios demonstrate that the proposed method effectively mitigates ARCS time delays while preserving driving stability. The results suggest this approach provides both a practical solution for SUV rollover prevention and a conceptual advancement for vehicle active safety systems, showing strong potential for real-world implementation to reduce rollover risks and enhance road safety.
Climate change is projected to have severe impacts on the frequency and intensity of peak electricity demand across the United States
It has been suggested that climate change impacts on the electric sector will account for the majority of global economic damages by the end of the current century and beyond [Rose S, et al. (2014) Understanding the Social Cost of Carbon: A Technical Assessment]. The empirical literature has shown significant increases in climate-driven impacts on overall consumption, yet has not focused on the cost implications of the increased intensity and frequency of extreme events driving peak demand, which is the highest load observed in a period. We use comprehensive, high-frequency data at the level of load balancing authorities to parameterize the relationship between average or peak electricity demand and temperature for a major economy. Using statistical models, we analyze multiyear data from 166 load balancing authorities in the United States. We couple the estimated temperature response functions for total daily consumption and daily peak load with 20 downscaled global climate models (GCMs) to simulate climate change-driven impacts on both outcomes. We show moderate and heterogeneous changes in consumption, with an average increase of 2.8% by end of century. The results of our peak load simulations, however, suggest significant increases in the intensity and frequency of peak events throughout the United States, assuming today’s technology and electricity market fundamentals. As the electricity grid is built to endure maximum load, our findings have significant implications for the construction of costly peak generating capacity, suggesting additional peak capacity costs of up to 180 billion dollars by the end of the century under business-as-usual.
Electricity Retail Rate Design in a Decarbonizing Economy: An Analysis of Time-of-use and Critical Peak Pricing
Currently, the main component of most U.S. consumers’ electricity bills is based on a constant price per kWh consumed. As intermittent renewable resources and flexible loads that can be shifted within days (such as electric vehicle charging) gain prominence in the electricity system, the efficiency gains to be realized from basing bills instead on wholesale spot prices increase. There is little political support for this change, however. We focus on second-best alternatives: time-of-use (TOU) rates and critical peak pricing (CPP). We introduce alternative assessment criteria that focus on intra-day load shifting. Using historical data, we find that TOU rates can reasonably replicate the intra-day load-shifting incentives provided under spot pricing. Thus, TOU rates, especially when complemented with CPP involving load control during infrequent scarcity price events, can be considerably more socially valuable than previously estimated.
MAFC: Multi-Agent Fog Computing Model for Healthcare Critical Tasks Management
In healthcare applications, numerous sensors and devices produce massive amounts of data which are the focus of critical tasks. Their management at the edge of the network can be done by Fog computing implementation. However, Fog Nodes suffer from lake of resources That could limit the time needed for final outcome/analytics. Fog Nodes could perform just a small number of tasks. A difficult decision concerns which tasks will perform locally by Fog Nodes. Each node should select such tasks carefully based on the current contextual information, for example, tasks’ priority, resource load, and resource availability. We suggest in this paper a Multi-Agent Fog Computing model for healthcare critical tasks management. The main role of the multi-agent system is mapping between three decision tables to optimize scheduling the critical tasks by assigning tasks with their priority, load in the network, and network resource availability. The first step is to decide whether a critical task can be processed locally; otherwise, the second step involves the sophisticated selection of the most suitable neighbor Fog Node to allocate it. If no Fog Node is capable of processing the task throughout the network, it is then sent to the Cloud facing the highest latency. We test the proposed scheme thoroughly, demonstrating its applicability and optimality at the edge of the network using iFogSim simulator and UTeM clinic data.
Enhancing Load Stratification in Power Distribution Systems Through Clustering Algorithms: A Practical Study
Accurate load profile identification is crucial for effective and sustainable power system planning. This study proposes a characterization methodology based on clustering techniques applied to consumption data from medium- and low-voltage users, as well as distribution transformers from an electric utility. Three algorithms—K-means, DBSCAN (Density-Based Spatial Clustering of Applications with Noise), and Gaussian Mixture Models (GMM)—were implemented and compared in terms of their ability to form representative strata using variables such as observation count, projected energy, load factor (LF), and characteristic power levels. The methodology includes data cleaning, normalization, dimensionality reduction, and quality metric analysis to ensure cluster consistency. Results were benchmarked against a prior study conducted by Empresa Eléctrica Regional Centro Sur C.A. (EERCS). Among the evaluated algorithms, GMM demonstrated superior performance in modeling irregular consumption patterns and probabilistically assigning observations, resulting in more coherent and representative segmentations. The resulting clusters exhibited an average LF of 58.82%, indicating balanced demand distribution and operational consistency across the groups. Compared to alternative clustering techniques, GMM demonstrated advantages in capturing heterogeneous consumption patterns, adapting to irregular load behaviors, and identifying emerging user segments such as induction-cooking households. These characteristics arise from its probabilistic nature, which provides greater flexibility in cluster formation and robustness in the presence of variability. Therefore, the findings highlight the suitability of GMM for real-world applications where representativeness, efficiency, and cluster stability are essential. The proposed methodology supports improved transformer sizing, more precise technical loss assessments, and better demand forecasting. Periodic application and integration with predictive models and smart grid technologies are recommended to enhance strategic and operational decision-making, ultimately supporting the transition toward smarter and more resilient power distribution systems.
The Psychological Lives of the Poor
All individuals rely on a fundamental set of mental capacities and functions, or bandwidth, in their economic and non-economic lives. Yet, many factors associated with poverty, such as malnutrition, alcohol consumption, or sleep deprivation, may tax this capacity. Previous research has demonstrated that such taxes often significantly alter judgments, preferences, and decision-making. A more suggestive but growing body of evidence points toward potential effects on productivity and utility. Considering the lives of the poor through the lens of bandwidth may improve our understanding of potential causes and consequences of poverty.
