The UN's Role in Nation-Building: From the Congo to Iraq
Reviews UN efforts to transform eight unstable countries into democratic, peaceful, and prosperous partners, and compares those missions with U.S. nation-building operations. The UN provides the most suitable institutional framework for nation-building missions that require fewer than 20,000 men-one with a comparatively low cost structure, a comparatively high success rate, and the greatest degree of international legitimacy.
The peacebuilding puzzle : political order in post-conflict states
\"This book explains why international post-conflict interventions have fallen short of the weighty aspirations they embody. It reframes the peacebuilding puzzle by presenting a new theory of how domestic elites construct political order during and after peacebuilding interventions. A comparative analysis of the UN's transformative peacebuilding attempts in Cambodia, East Timor, and Afghanistan shows that while international peacebuilders want to build effective and legitimate government, domestic elites essentially do not. As is the case in much of the developing world, post-conflict elites use strategies to prioritize their own political survival and power that result in a neopatrimonial political order that better delivers on their goals. Peacebuilding interventions thus generate a set of unintended yet predictable effects. In all three cases, the UN's efforts at peacebuilding through elite settlement followed by a process of simultaneous statebuilding and democratization were co-opted by a small subset of domestic power-holders who successfully closed down the political space and stunted state capacity. To be sure, each of these countries is better off than before the peace operations. Yet the goals of intervention have not truly been met. Instead, there are striking similarities in the patterns of neopatrimonial order that emerge in the aftermath of intervention. Making war and building peace
Making War and Building Peace examines how well United Nations peacekeeping missions work after civil war. Statistically analyzing all civil wars since 1945, the book compares peace processes that had UN involvement to those that didn't. Michael Doyle and Nicholas Sambanis argue that each mission must be designed to fit the conflict, with the right authority and adequate resources. UN missions can be effective by supporting new actors committed to the peace, building governing institutions, and monitoring and policing implementation of peace settlements.

How Does International Intervention Work to Secure Peace Settlements After Civil Conflicts?
There is an emerging consensus that international intervention can secure peace by helping combatants resolve commitment problems following civil wars. But how do interveners accomplish this? Some suggest that intervention primarily works through military coercion, while others propose non-military instruments. We build on the existing literature to theorize that interveners commonly condition political, economic, and legal incentives on compliance with peace processes. Despite a rich literature on intervention, scholars have only started to test the underlying instruments. This article takes a critical step toward this end, examining peacekeeping missions led by the United Nations from 1989 to 2012. Contrary to conventional wisdom, we show military coercion is neither commonly used nor necessary to ensure peace. Missions that employ conditional incentives—on which we collect original data—are consistently correlated with a reduced risk of conflict recurrence, even when controlling for observed selection effects, and regardless of whether they are also authorized to use military coercion.
The Militarisation of Peacekeeping in the Twenty-First Century
Since the end of the last century, UN peacekeeping has undergone a fundamental and largely unexamined change. Peacekeeping operations, long expected to use force only in self-defence and to act impartially, are now increasingly relied upon by the Security Council as a means to maintain and restore security within a country. The operations are established under Chapter VII of the UN Charter and some are empowered to use ‘all necessary measures’, language traditionally reserved for enforcement operations. Through a close examination of these twenty-first century peacekeeping operations – including operations in Sierra Leone, the Democratic Republic of the Congo, Liberia, Côte d’Ivoire, Haiti and the Darfur region of the Sudan – the book shows that they are, for the most part, fundamentally ill-suited to the enforcement-type tasks being asked of them. The operations, which are under-funded, under-equipped and whose troops are under-trained, frequently lurch from crisis to crisis. There is scant evidence, some 10 years on, that matters are likely to improve. The book argues that bestowing enforcement-type functions on a peacekeeping operation is misconceived. Such operations are likely to be unsuccessful in their enforcement-type tasks, thereby causing serious damage to the excellent reputation of UN peacekeeping, and the UN more broadly. In addition, because such operations are more likely to be perceived as partial, their ability to carry out traditional (non-forceful) peacekeeping tasks may be impeded. Finally, the Security Council’s practice of charging peacekeeping operations with enforcement functions lessens the pressure on the Council to work to establish genuine enforcement operations – ie, operations that are considerably better suited to restoring peace and security. ‘Dr Sloan is able to show, in knowledgeable detail, not only what has changed over the years, but also what has brought these changes about. Democratic Accountability and the Use of Force in International Law
The spread of democracy to a majority of the world's states and the legitimization of the use of force by multilateral institutions such as NATO and the UN have been two key developments since World War II. In the last decade these developments have become intertwined, as multilateral forces moved from traditional peacekeeping to peace enforcement among warring parties. This book explores the experiences of nine countries (Canada, France, Germany, India, Japan, Norway, Russia, UK and US) in the deployment of armed forces under the UN and NATO, asking who has been and should be accountable to the citizens of these nations, and to the citizens of states who are the object of deployments, for the decisions made in such military actions. The authors conclude that national-level mechanisms have been most important in assuring democratic accountability of national and international decision-makers.
Humanitarian intervention and international relations
The issue of humanitarian intervention has generated one of the most heated debates in international relations over the past decade, for both theorists and practitioners. At its heart is the alleged tension between the principle of state sovereignty, and the evolving norms related to individual human rights. This edited collection examines the challenges to international society posed by humanitarian intervention in a post-September 11th world. It brings scholars of law, philosophy, and international relations together with those who have actively engaged in cases of intervention, in order to examine the legitimacy and consequences of the use of military force for humanitarian purposes. The book demonstrates why humanitarian intervention continues to be a controversial question not only for the United Nations but also for Western states and humanitarian organisations.
Community Policing Solutions for Religion-on-Religion Conflict: Lessons from an Indian Case Study
UN peacekeepers face new conditions of conflict today, which call for expanded peacekeeping strategies. Among these new conditions is the increasing localization of violent conflict, especially among extra-state forces that are mobilized by ideological and religious passions. Responding to such challenges, the UN and its multinational partners attend increasingly to regional and local settings of intergroup tension and conflict. Among the consequences are greater emphasis on relations between UN peacekeeping and local police forces and on community policing. In this essay, we argue that these new peacekeeping directions are promising but lack one key dimension: attention to unique behavioral features of local, religion-on-religion conflict. Because such conflict plays an increasing role in location-specific tension and violence, it is increasingly important for peacekeepers to learn how to identify and analyze these unique features in real time and then reshape peacekeeping strategies accordingly. To illustrate how it is possible to do so, we introduce a detailed case study of successful community policing of religion-on-religion conflict: Muslim-Hindu intergroup conflict in Madhya Pradesh India.
