The Desertification Secretariat: A Castle Made of Sand
The United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa (“desertification convention”) is a development convention and an instrument to fight poverty, rather than desertification, in developing countries. It promotes the convention as a sustainable development convention and as a substantive component of international environmental governance. This chapter examines the institutional particulars of the desertification secretariat and its influence in global desertification politics. After providing an overview of the desertification secretariat’s organizational structure, the chapter analyzes its cognitive, normative, and executive influences. It also discusses the secretariat’s polity and organizational culture before concluding with an analysis of its activities within the framework of its influence on the implementation of the convention.
