Entrepreneurial president
Richard C. Atkinson was named president of the University of California in August 1995, barely four weeks after the UC Regents voted to end affirmative action. How he dealt with the admissions wars—the political, legal, and academic consequences of that historic and controversial decision, as well as the issue of governance—is discussed in this book. Another focus is the entrepreneurial university—the expansion of the University's research enterprise into new forms of scientific research with industry during Atkinson's presidency. The final crisis of his administration was the prolonged controversy over the University's management of the Los Alamos and Livermore nuclear weapons research laboratories that began with the arrest of Los Alamos scientist Wen Ho Lee on charges of espionage in 1999. Entrepreneurial President explains what was at stake during each of these episodes, how Atkinson addressed the issues, and why the outcomes matter to the University and to the people of California. Pelfrey's book provides an analysis of the challenges, perils, and limits of presidential leadership in the nation's leading public university, while bringing a historical perspective to bear on the current serious threats to its future as a university.
The Rhetoric of Remediation

American universities have long professed dismay at the writing proficiency levels of entrants, and the volume of this complaint has been directly correlated to social, political, or economic currents. Many universities, in their rhetoric, have defined high need for remediation as a crisis point in order to garner state funding or to manage admissions. Jane Stanley examines the statements and actions made regarding remediation at the University of California, Berkeley (Cal). Since its inception in 1868, university rhetoric has served to negotiate the tensions between an ethic of access and the assertion of elite status. Great care has been taken to promote the politics of public accessibility, yet in its competition for standing among other institutions, Cal has been publicly critical of the “underpreparedness” of many entrants. Early on, Cal developed programs to teach “Subject A” (Composition) to the vast number of students who lacked basic writing skills. Stanley documents the evolution of the university's “rhetoric of remediation” at key moments in its history, and the recent development of the College Writing Program which combined freshmen composition with Subject A instruction, in an effort to remove the concept of remediation altogether. Setting her discussion within the framework of American higher education, Stanley finds that the rhetorical phenomenon of “embrace-and-disgrace” is not unique to Cal, and her study encourages compositionists to evaluate their own institutional practices and rhetoric of remediation for the benefit of both students and educators.

The UC Natural Reserve System, established in 1965 to support field research, teaching, and public service in natural environments, has become a prototype of conservation and land stewardship looked to by natural resource managers throughout the world. From its modest beginnings of seven sites, the UC NRS has grown to encompass more than 750,000 wildland acres. This book tells the story of how a few forward-thinking UC faculty, who'd had their research plots and teaching spots destroyed by development and habitat degradation, devised a way to save representative examples of many of California's major ecosystems. Working together with conservation-minded donors and landowners, with state and federal agencies, and with land trusts and private conservation organizations, they founded what would become the world's largest university-administered natural reserve system—a legacy of lasting significance and utility. This lavishly illustrated volume, which includes images by famed photographers Ansel Adams and Galen Rowell, describes the natural and human histories of the system's many reserves. Located throughout California, these wildland habitats range from coastal tide pools to inland deserts, from lush wetlands to ancient forests, and from vernal pools to oak savannas. By supporting teaching, research, and public service within such protected landscapes, the UC NRS contributes to the understanding and wise stewardship of the Earth.
The formation of national party systems

Pradeep Chhibber and Ken Kollman rely on historical data spanning back to the eighteenth century from Canada, Great Britain, India, and the United States to revise our understanding of why a country's party system consists of national or regional parties. They demonstrate that the party systems in these four countries have been shaped by the authority granted to different levels of government. Departing from the conventional focus on social divisions or electoral rules in determining whether a party system will consist of national or regional parties, they argue instead that national party systems emerge when economic and political power resides with the national government. Regional parties thrive when authority in a nation-state rests with provincial or state governments. The success of political parties therefore depends on which level of government voters credit for policy outcomes. National political parties win votes during periods when political and economic authority rests with the national government, and lose votes to regional and provincial parties when political or economic authority gravitates to lower levels of government.
This is the first book to establish a link between federalism and the formation of national or regional party systems in a comparative context. It places contemporary party politics in the four examined countries in historical and comparative perspectives, and provides a compelling account of long-term changes in these countries. For example, the authors discover a surprising level of voting for minor parties in the United States before the 1930s. This calls into question the widespread notion that the United States has always had a two-party system. In fact, only recently has the two-party system become predominant.
Ag-tech, agroecology, and the politics of alternative farming futures: The challenges of bringing together diverse agricultural epistemologies

Agricultural-technology (ag-tech) and agroecology both promise a better farming future. Ag-tech seeks to improve the food system through the development of high-tech tools such as sensors, digital platforms, and robotic harvesters, with many ag-tech start-ups promising to deliver increased agricultural productivity while also enhancing food system sustainability. Agroecology incorporates diverse cropping systems, low external resource inputs, indigenous and farmer knowledge, and is increasingly associated with political calls for a more just food system. Recently, demand has grown for the potentially groundbreaking benefits of their convergence, with the University of California, Santa Cruz (UCSC) attempting just such a union. Building on its combined expertise in engineering and agroecology, as well as a longstanding reputation as a socially progressive institution, university administrators believe that UCSC could produce a unique, socially just form of ag-tech designed for small, low-resource farmers—a rare contribution given ag-tech’s tendency to cater primarily to large-scale agribusiness. This paper examines the complexities of uniting agroecology and ag-tech through interviews with agroecologists, engineers, and social scientists involved in UCSC’s ag-tech initiative. Within the setting of a historically radical yet neoliberalizing university, I find that significant epistemic and structural barriers exist for agroecology and ag-tech to come together on an even playing field. This case study contributes to broader discussions of the future of food and farming by focusing on the contours and challenges of a widely called-for agricultural collaboration, highlighting its difficulty but also areas of possibility in a particularly rich, contested context.

Usefulness of Calcium Scoring as a Screening Examination in Patients With a History of Kawasaki Disease

Subsets of patients with a remote history of Kawasaki disease (KD) have coronary artery aneurysms with associated risks of late morbidity. In a pilot study, we previously showed that computed tomography (CT) coronary artery calcium (CAC) scoring detects late CAC in patients with aneurysms and a remote history of KD. We performed CT calcium volume scoring in 166 subjects (median age 19.5 years) with a remote history of KD (median interval from KD to CT 15.1 years). Coronary arteries were classified as normal (n = 100), transiently dilated (n = 23), persistently dilated (n = 10), remodeled aneurysm (n = 9), or aneurysm (n = 24) based on echocardiography. All subjects with coronary arteries classified as normal, persistently dilated, or remodeled aneurysm had zero CAC. Of the 24 subjects with coronary aneurysms, all but 5 had CAC (median volume 542 mm3; range 17 to 8,218 mm3). For subjects imaged ≥9 years after their acute KD (n = 144), the presence of CAC had a sensitivity of 95% and a specificity of 100% for detecting coronary artery abnormalities (defined as coronary artery aneurysm and/or stenosis). In conclusion, coronary calcification was not observed in subjects with a history of KD who had normal coronary arteries by echocardiography during the acute phase. Coronary calcification, which may be severe, occurs late in patients with coronary aneurysms. Therefore, CAC scanning may be a useful tool to screen patients with a remote history of KD or suspected KD and unknown coronary artery status.

How many chickens does it take to make an egg? Animal welfare and environmental benefits of replacing eggs with plant foods at the University of California, and beyond

Our question “How many chickens does it take to make an egg?” was inspired by the successful replacement of egg-based mayonnaise with plant-based mayonnaise in general dining at the University of California, Santa Barbara, in order to increase animal welfare. Our indicator of improved animal welfare due to decreased egg consumption was the reduction in number of chickens in the stressful and unhealthy conditions of the US egg industry. To measure this we calculated the ratio of chickens to eggs and found it takes 6.3 chickens to make 1000 eggs (0.0063 chickens per egg). This equals 158 eggs per chicken, less than half the amount of eggs per laying hen because of mortality from hatching to entering the laying flock, including the disposal of male chicks. In addition, greenhouse gas emissions, irrigation water, reactive nitrogen, and land use would be reduced 43–98% from that of eggs. While the impact of plant-based mayonnaise was relatively small, we also estimated the substitution of eggs with tofu, which had a much greater impact: substituting 50% of eggs with tofu in first-year student breakfasts on all UC campuses would reduce the number of chickens in the egg industry by 9245. If this substitution was made by the US population, the welfare and environmental benefits would be 29 thousand times greater. Reducing egg consumption would greatly improve chicken welfare even if welfare certified eggs are replaced, since the requirements of the most commonly used chicken welfare certification programs do relatively little to reduce chicken suffering.

David Pierpont Gardner was president of one of the world's most distinguished centers of higher learning—the nine-campus University of California—from 1983 to 1992.
