Behavioural case linkage with solved and unsolved crimes

Offender behaviour is used to distinguish between crimes committed by the same person (linked crimes) and crimes committed by different people (unlinked crimes) through behavioural case linkage. There is growing evidence to support the use of behavioural case linkage by investigative organisations such as the police, but this research is typically limited to samples of solved crime that do not reflect how this procedure is used in real life. The current paper extends previous research by testing the potential for behavioural case linkage in a sample containing both solved and unsolved crimes. Discrimination accuracy is examined across crime categories (e.g. a crime pair containing a car theft and a residential burglary), across crime types (e.g. a crime pair containing a residential burglary and a commercial burglary), and within crime types (e.g. a crime pair containing two residential burglaries) using the number of kilometres (intercrime distance) and the number of days (temporal proximity) between offences to distinguish between linked and unlinked crimes. The intercrime distance and/or the temporal proximity were able to achieve statistically significant levels of discrimination accuracy across crime categories, across crime types, and within crime types as measured by Receiver Operating Characteristic (ROC) analysis. This suggests that behavioural case linkage can be used to assist the investigation, detection and prosecution of prolific and versatile serial offenders.

The Case That Never Dies

Winner of the 2004 New Jersey Studies Academic Alliance Book Award for Scholarly Non-Fiction | Named a 2005 Honor Book by the New Jersey Council for the Humanities Essential reading for anyone interested in the most famous American crime of the twentieth century Since its original publication in 2004, The Case That Never Dies has become the standard account of the Lindbergh kidnapping. Now, in a new afterword, historian Lloyd C. Gardner presents a surprise conclusion based on recently uncovered pieces of evidence that were missing from the initial investigation as well as an evaluation of Charles Lindbergh’s role in the search for the kidnappers. Out of the controversies surrounding the actions of Colonel Lindbergh, Norman Schwarzkopf, commander of the New Jersey State Police, and FBI director J. Edgar Hoover, Gardner presents a well-reasoned argument for what happened on the night of March 1, 1932. The Case That NeverDies places the Lindbergh kidnapping, investigation, and trial in the context of the Depression, when many feared the country was on the edge of anarchy. Gardner delves deeply into the aspects of the case that remain confusing to this day, including Lindbergh’s dealings with crime baron Owney Madden, Al Capone’s New York counterpart, as well as the inexplicable exploits of John Condon, a retired schoolteacher who became the prosecution’s best witness. The initial investigation was hampered by Colonel Lindbergh, who insisted that the police not attempt to find the perpetrator because he feared the investigation would endanger his son’s life. He relented only when the child was found dead. After two years of fruitless searching, Bruno Richard Hauptmann, a German immigrant, was discovered to have some of the ransom money in his possession. Hauptmann was arrested, tried, and sentenced to death. Throughout the book, Gardner pays special attention to the evidence of the case and how it was used and misused in the trial. Whether Hauptmann was guilty or not, Gardner concludes that there was insufficient evidence to convict him of first-degree murder. Set in historical context, the book offers not only a compelling read, but a powerful vantage point from which to observe the United States in the 1930s as well as contemporary arguments over capital punishment.

Introducing a Rapid DNA Analysis Procedure for Crime Scene Samples Outside of the Laboratory—A Field Experiment

Technological innovations enable rapid DNA analysis implementation possibilities. Concordantly, rapid DNA devices are being used in practice. However, the effects of implementing rapid DNA technologies in the crime scene investigation procedure have only been evaluated to a limited extent. In this study a field experiment was set up comparing 47 real crime scene cases following a rapid DNA analysis procedure outside of the laboratory (decentral), with 50 cases following the regular DNA analysis procedure at the forensic laboratory. The impact on duration of the investigative process, and on the quality of the analyzed trace results (97 blood and 38 saliva traces) was measured. The results of the study show that the duration of the investigation process has been significantly reduced in cases where the decentral rapid DNA procedure was deployed, compared to cases where the regular procedure was used. Most of the delay in the regular process lies in the procedural steps during the police investigation, not in the DNA analysis, which highlights the importance of an effective work process and having sufficient capacity available. This study also shows that rapid DNA techniques are less sensitive than regular DNA analysis equipment. The device used in this study was only to a limited extent suitable for the analysis of saliva traces secured at the crime scene and can mainly be used for the analysis of visible blood traces with an expected high DNA quantity of a single donor.

FIGG at 5: An update on U.S. public perspectives on forensic investigative genetic genealogy five years after its introduction to criminal investigations

In 2018, after law enforcement announced it had used a technique called forensic investigative genetic genealogy (FIGG) to identify the Golden State Killer, we conducted a U.S. general population survey and found most respondents supported using FIGG to solve violent crimes. Since then, FIGG has helped close hundreds of criminal cases, but it also has weathered controversies. On FIGG's fifth anniversary, we conducted an expanded, follow-up survey with U.S.-based participants to determine if public opinion had changed and found continued support for FIGG across most applications. The same proportion (91 %) of respondents in the 2018 and 2023 surveys endorsed using FIGG in genetic genealogy databases to help identify perpetrators of violent crimes. Similar to the 2018 survey, only 57 % of respondents supported FIGG to help identify perpetrators of non-violent crimes. The results indicate that U.S. policies that have been adopted for FIGG are generally consistent with the opinions of our survey respondents over time. Nonetheless, there are opportunities to strengthen FIGG governance with the goal of maintaining public trust in the technique.
•FIGG relies for its existence on public support.•In 2023, we conducted a survey to assess U.S. public acceptability of FIGG.•Of 1394 respondents, 91 % endorsed FIGG to help identify violent perpetrators.•By comparison, only 57 % endorsed FIGG to help identify non-violent perpetrators.•The results align with 2018 survey results and current U.S. policies for FIGG.

Multi-isotopes in human hair: A tool to initiate cross-border collaboration in international cold-cases

Unidentified human remains have historically been investigated nationally by law enforcement authorities. However, this approach is outdated in a globalized world with rapid transportation means, where humans easily move long distances across borders. Cross-border cooperation in solving cold-cases is rare due to political, administrative or technical challenges. It is fundamental to develop new tools to provide rapid and cost-effective leads for international cooperation. In this work, we demonstrate that isotopic measurements are effective screening tools to help identify cold-cases with potential international ramifications. We first complete existing databases of hydrogen and sulfur isotopes in human hair from residents across North America by compiling or analyzing hair from Canada, the United States (US) and Mexico. Using these databases, we develop maps predicting isotope variations in human hair across North America. We demonstrate that both δ 2 H and δ 34 S values of human hair are highly predictable and display strong spatial patterns. Multi-isotope analysis combined with dual δ 2 H and δ 34 S geographic probability maps provide evidence for international travel in two case studies. In the first, we demonstrate that multi-isotope analysis in bulk hair of deceased border crossers found in the US, close to the Mexico-US border, help trace their last place of residence or travel back to specific regions of Mexico. These findings were validated by the subsequent identification of these individuals through the Pima County Office of the Medical Examiner in Tucson, Arizona. In the second case study, we demonstrate that sequential multi-isotope analysis along the hair strands of an unidentified individual found in Canada provides detailed insights into the international mobility of this individual during the last year of life. In both cases, isotope data provide strong leads towards international travel.

Joining forces: Combining police and external expertise for cold case reviews

Cold case reviews within police and law enforcement agencies are challenging, not the least owing to the amount of time required to carefully review documentation, forensic exhibit holdings and various other casefile information. Most federal and state agencies are time poor, meaning there are very few dedicated cold case teams fortunate enough to have an abundance of police and expert staff resources. Universities and education organisations, however, have large troves of various expertise, alongside expansive human resources, by way of their academic and student body. In certain circumstances, the academic expertise and course offerings of a university may be well suited to assisting law enforcement in reviewing cold cases.
There is growing desire for university courses to generate job ready graduates. In the field of law enforcement and policing this is difficult, as safety and the security of sensitive material and evidence is paramount. Educators strive to create workplace simulations, and with the correct mix of academic expertise, course offerings and industry linkages, the emerging opportunity for real cold case collaboration is possible. One such example is the Cold Case Review @ Murdoch (CCR) initiative. Since 2020, CCR has worked with the Lower Saxony Police Academy in Germany to develop the novel International Cold Case Analysis Project (ICCAP), now incorporating over 25 member institutions, to assist in solving real cases from both Niedersachsen (Lower Saxony) and federal police jurisdictions. One case, known as “The North Sea Man” has shown great success and demonstrates the power of joining forces between law enforcement and external agencies to help advance cold cases.

Jane, Arnna, and Grant Beaumont went missing from Glenelg Beach in Adelaide, South Australia on 26 January (Australia Day) 1966. Despite multiple land and sea searches over nearly 60 years, the children have not been found. New credible eyewitness testimony led to a site of interest at the now disused New Castalloy factory in North Plympton, Adelaide. This site has a complex stratigraphy of anthropogenic fill, which made ground penetrating radar (GPR) investigations unpromising. Electrical resistivity tomography (ERT), while not commonly used in a forensic capacity, provided an alternative approach that allowed suitable depth penetration to resolve a feature of interest, which was subsequently excavated by the South Australia Police. This feature did contain organic, and animal remains but, sadly, not the grave of Jane, Arnna, and Grant Beaumont. However, this investigation highlights the potential to use ERT in a forensic capacity, as well as the limitations of using geophysical techniques for covert burial detection.
•The Beaumont investigation is one of Australia’s longest-running cold cases.•GPR and ERT were used to survey an area of interest at the New Castalloy factory.•Extensive anthropogenic fill on site made the site challenging for GPR survey.•ERT identified a grave-like stratigraphic feature with anomalous resistivity values.•Subsequent excavation of grave-like feature did not contain human remains.

The boundaries within a cold case review: review type, terms of reference and prioritisation scales

PurposeThe reviews of cold case homicides are infrequently referenced within either procedural guides or scholarly outputs. However, boundaries for the review are imperative to ascertain the most productive use of resources, aligned with the case’s chance of eventual resolution. The purpose of the study is to identify the boundaries established by police forces within England and Wales for their reviews of cold cases. Due to the lack of guidance, forces have created their own methods which may result in ineffective review processes and strategies. Therefore, this study sought to elucidate the boundaries of the review process through 13 semi-structured interviews with cold case detectives and a seven-month observation period (analysed simultaneously using an inductive Thematic Analysis), the following boundaries were identified before the review commences: the Terms of Reference (which provide a framework for the review based on live homicide review criteria), the identification of the review type (either a full or thematic review) and justification of the case’s prioritisation. This study provides initial evidence that there is an interconnectedness of procedures underpinning the reviews of cold cases, with the Terms of Reference dictating the type of review to be conducted, which is subsequently influenced by the case’s prioritisation. This study provides an important insight into the boundaries of reviews, and recognises the challenges for their implementation, attributed primarily to available resources and the number of cases that a force is responsible for. Forensic genetic genealogy, a technique leveraging new DNA capabilities and public genetic databases to identify suspects, raises specific considerations in a law enforcement context. Use of this technique requires consideration of its scientific and technical limitations, including the composition of current online datasets, and consideration of its scientific validity. Additionally, forensic genetic genealogy needs to be considered in the relevant legal context to determine the best way in which to make use of its potential to generate investigative leads while minimising its impact on individual privacy. This article presents these issues from an Australian perspective, with the observations and conclusions likely to be applicable to other jurisdictions.
