Doctoral education, a key component of higher education in the United States, is performing well. It educates future professors, researchers, innovators, and entrepreneurs. It attracts students and scholars from all over the world and is being emulated globally. This success, however, should not engender complacency.
A Data-Based Assessment of Research-Doctorate Programs in the United States provides an unparalleled dataset that can be used to assess the quality and effectiveness of doctoral programs based on measures important to faculty, students, administrators, funders, and other stakeholders. This report features analysis of selected findings across six broad fields: agricultural sciences, biological and health sciences, engineering, physical and mathematical sciences, social and behavioral sciences, and humanities, as well as a discussion of trends in doctoral education since the last assessment in 1995, and suggested uses of the data. It can be considered that a valuation is an essential step for the negotiation process of any asset, as this step can provide references and limits for pricing. In this context, it can be stated that without such a step, it is not possible to carry out a negotiation with reliable and acceptable parameters of profitability. Thus, considering a cost-based valuation approach, for the case of patents, it is necessary to observe the need to monitor the historical costs related to the development of the invention, as well as the costs related to its maintenance with the INPI (National Institute of Industrial Property). From this perspective, the general objective of this article is to analyze the current state of the art of patent valuation, identifying whether the markup is already applied for valuation in the cost-based approach. For this purpose, through a systematic review at the meta-synthesis level, the objectives and possible gaps in publications related to cost-based patent valuation were identified. In conclusion, it was inferred, in a deductive manner, that there are no publications in the state of the art that attest to or demonstrate the application of the markup in patent valuation. Additionally, it was also verified through the profile of the publications that they are related to research products from Post-Graduate Stricto Sensu programs (Master's and Ph.D.). Pode-se considerar que a valoracao e uma etapa essencial para o processo de negociacao de qualquer ativo, pois esta etapa pode fornecer referencias e limites para precificacao. Neste contexto, pode-se afirmar que sem tal etapa, nao e possivel fazer uma negociacao com parametros fidedignos e aceitaveis de rentabilidade. Assim, considerando uma abordagem de valoracao baseada no custo, para o caso das patentes, ha se observar a necessidade se acompanhar e monitor os custos historicos relacionados ao desenvolvimento do invento, bem como os custos relacionados a manutencao desta junto ao INPI. Nessa perspectiva, este artigo tem o objetivo geral de analisar o estado da arte atual da valoracao de patentes, identificando se ja e aplicado o markup para valoracao na abordagem baseada no custo. Para tanto, foram identificadas, atraves de uma revisao sistematica, ao nivel de meta-sintese, os objetivos e possiveis lacunas nos estudos de publicacoes relacionados a valoracao de patentes baseada no custo. Ao final, inferiu-se, de forma dedutiva, que nao existe no estado da arte nenhuma publicacao que ateste ou demonstre a aplicacao do markup na valoracao de patentes. De forma complementar, verificou-se tambem atraves do perfil das publicacoes, que estas estao relacionadas a produtos de pesquisas de programas de Pos-graduacao Strictu Sensu (Mestrado e Doutorado).
