Germany : New minister signals change for Russian higher education
Russia has a new Minister of Education and Science and she sees change ahead for the countrys universities. Appointed to the post in August, Olga Vasilyeva replaces the previous minister, Dmitry Livanov, who has been reassigned as trade envoy to Ukraine. Ms Vasilyeva made headlines early in her tenure when she indicated in a 28 September briefing that the government would move to suspend mergers among Russian universities, a prominent initiative of her predecessor, and could also introduce changes to the landmark Project 5-100. At the time, the Ministers comments gave rise to concerns that the government may be backing away from the considerable financial commitments associated with Project 5-100. Speaking to Times Higher Education on 17 October, Tagir Aushev, vice-rector for research and strategic development at the Moscow Institute of Physics and Technology, said that the project had triggered deep internal transformations in the universities. Dr Aushev credits the project with encouraging a new university culture in Russia, complete with a renewed focus on science and internationalisation. Suspending this project would be a serious step backwards, he added. Five Russian universities the Moscow Institute of Physics and Technology, ITMO University, Novosibirsk State University, the Higher School of Economics, and National Research Nuclear University made their first-ever entry into the top 100 of selected subject rankings in both the QS and THE global tables. Another five institutions Peter the Great St. Petersburg Polytechnic University, Kazan Federal University, Tomsk Polytechnic University, Tomsk State University, and Ural Federal University placed among the top 300 institutions in global rankings.
Kremlin officials to undergo training on \Russian conservatism\ - daily
A high-ranking Kremlin functionary attributes the need for the lectures to the fact that the last part of the president's Message [Address to the Federal Assembly in December ] was devoted to the conservative agenda and to traditional values, and functionaries have to implement it. \"The Staff's officials must understand that their practical tasks are based on a definite system of values; this is a kind of advanced training,\" the functionary says. It is planned that functionaries will be familiarized with the philosophy both of the founding fathers of British conservatism, and of the representatives of native Russian conservatism: [Nikolay] Berdyayev [Christian existentialist, 1874-1948], [Ivan] Ilyin [1883-1954; religious and political philosopher, chief ideologue of the White emigre movement], [Lev] Tikhomirov [1852-1923; member of revolutionary Narodnaya Volya movement, later, a conservative ideologue], [Nikolay] Danilyevskiy [1822-1885; ideologue of pan-Slavism movement], [Patriarch] Filaret [1553-1633; de facto ruler of Russia during reign of his son, Mikhail Romanov; created the institution of serfdom, tying the peasantry to the soil], and [Konstantin] Pobedonostsev [tutor to Czar Alexander III and his son Nicholas; procurator of Holy Synod 1880-95, proponent of enforced Russification of non-Russian parts of Russian Empire]. \"It will be explained why this is topical and what the systems of values are; after all, we are frequently held captive by myths that were born in the USSR: that conservatives are backward obscurantists,\" Vedomosti's interlocutor said. \"Though no assessments will be made.\"
Kazakh court passes verdict in attempted coup trial
Ust-Kamenogorsk, 8th June: A court in Ust-Kamenogorsk (centre of East Kazakhstan Region) passed a sentence to a group of plotters charged with an attempted coup d'etat in East Kazakhstan today. The court also issued a separate ruling on the chairman of the East Kazakhstan branch of the Slav movement Lad, a local council deputy, Aleksandr Shushannikov in connection with his signing an appeal to the Russian State Duma [parliament], saying that the Russian-speaking population in East Kazakhstan is being \"oppressed\". The ruling also says that Shushannikov, knowing about the plotters' intentions, \"had not taken measures to stop them\". The court thinks that Shushannikov \"committed actions aimed to undermine Kazakhstan's constitutional system\". The court sentenced Kazimirchuk to 18 years of imprisonment with confiscation of property and a 362,000 tenge fine (the exchange rate is 142.45 tenge to the dollar). The first five years of the sentence Kazimirchuk will serve in prison.
