The Electoral Consequences of Third Way Welfare State Reforms

In all advanced Western nations, policy-makers have implemented encompassing welfare state reforms in recent decades breaking with past welfare arrangements. In particular, social democracy engaged in significant policy change under the Third Way paradigm and broke with its traditional reputation on welfare that had built the ties with the core constituency in the 20th century.
The Electoral Consequences of Third Way Welfare State Reforms: Social Democracy's Transformation and its Political Costs provides a comparative study of the electoral consequences of Third Way welfare state reforms. The book demonstrates that Third Way reforms went against the social policy preferences of social democracy's core voters and indeed produced an electoral setback for social democrats at the ballots. Moreover, and accounting for cross-national variation, the analysis shows that the nature of the setback is contingent on the electoral system and the party competition social democrats face when reforming the welfare state.
Authoritarianism in an Age of Democratization

Far from sweeping the globe uniformly, the 'third wave of democratization' left burgeoning republics and resilient dictatorships in its wake. Applying more than a year of original fieldwork in Egypt, Iran, Malaysia, and the Philippines, in this 2007 book Jason Brownlee shows that the mixed record of recent democratization is best deciphered through a historical and institutional approach to authoritarian rule. Exposing the internal organizations that structure elite conflict, Brownlee demonstrates why the critical soft-liners needed for democratic transitions have been dormant in Egypt and Malaysia but outspoken in Iran and the Philippines. By establishing how ruling parties originated and why they impede change, Brownlee illuminates the problem of contemporary authoritarianism and informs the promotion of durable democracy.

Judicial review by constitutional courts is often presented as a necessary supplement to democracy. This book questions its effectiveness and legitimacy. Drawing on the republican tradition, Richard Bellamy argues that the democratic mechanisms of open elections between competing parties and decision-making by majority rule offer superior and sufficient methods for upholding rights and the rule of law. The absence of popular accountability renders judicial review a form of arbitrary rule which lacks the incentive structure democracy provides to ensure rulers treat the ruled with equal concern and respect. Rights based judicial review undermines the constitutionality of democracy. Its counter-majoritarian bias promotes privileged against unprivileged minorities, while its legalism and focus on individual cases distort public debate. Rather than constraining democracy with written constitutions and greater judicial oversight, attention should be paid to improving democratic processes through such measures as reformed electoral systems and enhanced parliamentary scrutiny.
Voter Turnout and the Dynamics of Electoral Competition in Established Democracies since 1945
Voting is a habit. People learn the habit of voting, or not, based on experience in their first few elections. Elections that do not stimulate high turnout among young adults leave a 'footprint' of low turnout in the age structure of the electorate as many individuals who were new at those elections fail to vote at subsequent elections. Elections that stimulate high turnout leave a high turnout footprint. So a country's turnout history provides a baseline for current turnout that is largely set, except for young adults. This baseline shifts as older generations leave the electorate and as changes in political and institutional circumstances affect the turnout of new generations. Among the changes that have affected turnout in recent years, the lowering of the voting age in most established democracies has been particularly important in creating a low turnout footprint that has grown with each election.
The Nationalization of Politics

In an in-depth comparative and long-term analysis, first published in 2004, Daniele Caramani studies the macro-historical process of the nationalization of politics. Using a great wealth of data on single constituencies in seventeen West European countries, he reconstructs the territorial structures of electoral support for political parties, as well as their evolution since the mid-nineteenth century from highly fragmented politics in the early stages toward nation-wide alignments. Caramani provides a multi-pronged empirical analysis through time, across countries, and between party families. The inclusion in the analysis of all the most important social and political cleavages - class, state-church, rural-urban, ethno-linguistic and religious - allows him to assess the nationalizing impact of the class cleavage that emerged from national and industrial revolutions, and the resistance of preindustrial cultural factors to national integration. Institutional and socio-economic factors are combined with actor-centered patterns and differences between national types of territorial configurations of the vote.
Monitoring democracy

In recent decades, governments and NGOs--in an effort to promote democracy, freedom, fairness, and stability throughout the world--have organized teams of observers to monitor elections in a variety of countries. But when more organizations join the practice without uniform standards, are assessments reliable? When politicians nonetheless cheat and monitors must return to countries even after two decades of engagement, what is accomplished? Monitoring Democracy argues that the practice of international election monitoring is broken, but still worth fixing. By analyzing the evolving interaction between domestic and international politics, Judith Kelley refutes prevailing arguments that international efforts cannot curb government behavior and that democratization is entirely a domestic process. Yet, she also shows that democracy promotion efforts are deficient and that outside actors often have no power and sometimes even do harm.
Analyzing original data on over 600 monitoring missions and 1,300 elections, Kelley grounds her investigation in solid historical context as well as studies of long-term developments over several elections in fifteen countries. She pinpoints the weaknesses of international election monitoring and looks at how practitioners and policymakers might help to improve them.

Electoral Engineering

From Kosovo to Kabul, the last decade witnessed growing interest in ?electoral engineering?. Reformers have sought to achieve either greater government accountability through majoritarian arrangements or wider parliamentary diversity through proportional formula. Underlying the normative debates are important claims about the impact and consequences of electoral reform for political representation and voting behavior. The study compares and evaluates two broad schools of thought, each offering contracting expectations. One popular approach claims that formal rules define electoral incentives facing parties, politicians and citizens. By changing these rules, rational choice institutionalism claims that we have the capacity to shape political behavior. Alternative cultural modernization theories differ in their emphasis on the primary motors driving human behavior, their expectations about the pace of change, and also their assumptions about the ability of formal institutional rules to alter, rather than adapt to, deeply embedded and habitual social norms and patterns of human behavior.
Popular Choice and Managed Democracy: The Russian Elections of 1999 and 2000

Twice in the winter of 1999-2000, citizens of the Russian Federation flocked to their neighborhood voting stations and scratched their ballots in an atmosphere of uncertainty, rancor, and fear. This book is a tale of these two elections -one for the 450-seat Duma, the other for President. Despite financial crisis, a national security emergency in Chechnya, and cabinet instability, Russian voters unexpectedly supported the status quo. The elected lawmakers prepared to cooperate with the executive branch, a gift that had eluded President Boris Yeltsin since he imposed a post-Soviet constitution by referendum in 1993. When Yeltsin retired six months in advance of schedule, the presidential mantle went to Vladimir Putin -a career KGB officer who fused new and old ways of doing politics. Putin was easily elected President in his own right. This book demonstrates key trends in an extinct superpower, a troubled country in whose stability, modernization, and openness to the international community the West still has a huge stake.
