Terrorism and Voting: The Effect of Rocket Threat on Voting in Israeli Elections
How does the threat of becoming a victim of terrorism affect voting behavior? Localities in southern Israel have been exposed to rocket attacks from the Gaza Strip since 2001. Relying on variation across time and space in the range of rockets, we identify the effect of this threat on voting in Israeli elections. We first show that the evolution of the rockets’ range leads to exogenous variation in the threat of terrorism. We then compare voting in national elections within and outside the rockets’ range. Our results suggest that the right-wing vote share is 2 to 6 percentage points higher in localities that are within the range—a substantively significant effect. Unlike previous studies that explore the role of actual exposure to terrorism on political preferences and behavior, we show that the mere threat of an attack affects voting.
E-lections: Voting Behavior and the Internet
This paper analyzes the effects on voting behavior of information disseminated over the Internet. We address endogeneity in Internet availability by exploiting regional and technological peculiarities of the preexisting voice telephony network that hindered the roll-out of fixed-line infrastructure for high-speed Internet. We find negative effects of Internet availability on voter turnout, which we relate to a crowding-out of TV consumption and increased entertainment consumption. We find no evidence that the Internet systematically benefits specific parties, suggesting ideological self-segregation in online information consumption. Robustness tests, including placebo estimations from the pre-Internet period, support a causal interpretation of our results.
Is Voter Competence Good for Voters?: Information, Rationality, and Democratic Performance
A long research tradition in behavioral political science evaluates the performance of democracy by examining voter competence. This literature got its start arguing that voters' lack of information undermines a defense of democracy rooted in electoral accountability. A more recent literature deepens the debate, with some authors claiming that voters effectively use cues to substitute for information about candidates and policies, and other authors claiming that voters are insufficiently rational to do so. We argue that, regardless of its conclusions about voter competence, this literature’s single-minded focus on voter behavior is misguided. We use a sequence of formal models to show that traditional intuitions are incomplete because they ignore the effect that changes in voter behavior have on the equilibrium behavior of politicians. When this strategic interaction is taken into account, increases in voter information or voter rationality sometimes make democratic performance better and sometimes make democratic performance worse. One simply cannot assess the implications of voter characteristics for democratic performance without also studying how those characteristics affect the behavior of politicians.
The Political Economy of the US Mortgage Default Crisis
We examine the effects of constituents, special interests, and ideology on congressional voting on two of the most significant pieces of legislation in US economic history. Representatives whose constituents experience a sharp increase in mortgage defaults are more likely to support the Foreclosure Prevention Act, especially in competitive districts. Interestingly, representatives are more sensitive to defaults of their own-party constituents. Special interests in the form of higher campaign contributions from the financial industry increase the likelihood of supporting the Emergency Economic Stabilization Act. However, ideologically conservative representatives are less responsive to both constituent and special interests.
Media Bias and Influence: Evidence from Newspaper Endorsements
This paper investigates the relationship between media bias and the influence of the media on voting in the context of newspaper endorsements. We first develop a simple econometric model in which voters choose candidates under uncertainty and rely on endorsements from better informed sources. Newspapers are potentially biased in favour of one of the candidates and voters thus rationally account for the credibility of any endorsements. Our primary empirical finding is that endorsements are influential in the sense that voters are more likely to support the recommended candidate after publication of the endorsement. The degree of this influence, however, depends upon the credibility of the endorsement. In this way, endorsements for the Democratic candidate from left-leaning newspapers are less influential than are endorsements from neutral or right-leaning newspapers and likewise for endorsements for the Republican. We also find that endorsements are more influential among moderate voters and those more likely to be exposed to the endorsement. In sum, these findings suggest that voters do rely on the media for information during campaigns but that the extent of this reliance depends upon the degree and direction of any bias.
VOTE-BUYING AND RECIPROCITY
While vote-buying is common, little is known about how politicians determine who to target. We argue that vote-buying can be sustained by an internalized norm of reciprocity. Receiving money engenders feelings of obligation. Combining survey data on vote-buying with an experiment-based measure of reciprocity, we show that politicians target reciprocal individuals. Overall, our findings highlight the importance of social preferences in determining political behavior.
Correlation Neglect, Voting Behavior, and Information Aggregation
In this paper we analyze elections when voters underestimate the correlation between their information sources (\"correlation neglect\"). We find that this cognitive bias can improve political outcomes. We show that the extreme beliefs which result from correlation neglect induce some voters to base their vote on information rather than on political preferences. We characterize conditions on the distribution of preferences under which this induces higher vote shares for the optimal policies and better information aggregation.
Media and Political Persuasion: Evidence from Russia
This paper compares electoral outcomes of 1999 parliamentary elections in Russia among geographical areas with differential access to the only national TV channel independent from the government It was available to three-quarters of Russia's population and its signal availability was idiosyncratic, conditional on observables. Independent TV decreased aggregate vote for the government party by 8.9 percentage points, increased the combined vote for major opposition parties by 6.3 percentage points, and decreased turnout by 3.8 percentage points. The probability of voting for opposition parties increased for individuals who watched independent TV even controlling for voting intentions measured one month before elections.
Social Pressure and Voter Turnout: Evidence from a Large-Scale Field Experiment
Voter turnout theories based on rational self-interested behavior generally fail to predict significant turnout unless they account for the utility that citizens receive from performing their civic duty. We distinguish between two aspects of this type of utility, intrinsic satisfaction from behaving in accordance with a norm and extrinsic incentives to comply, and test the effects of priming intrinsic motives and applying varying degrees of extrinsic pressure. A large-scale field experiment involving several hundred thousand registered voters used a series of mailings to gauge these effects. Substantially higher turnout was observed among those who received mailings promising to publicize their turnout to their household or their neighbors. These findings demonstrate the profound importance of social pressure as an inducement to political participation.
Is Vote Buying Effective? Evidence from a Field Experiment in West Africa
Vote buying, i.e. cash for votes, happens frequently in many parts of the world. However, in the presence of secret ballots, there is no obvious way to enforce vote transactions. To infer effects of vote buying on electoral behaviour, I designed and conducted a randomised field experiment during an election in São Tomé and Príncipe. I follow a voter education campaign against vote buying, using panel survey measurements as well as disaggregated electoral results. Results show that the campaign reduced the influence of money offered on voting, decreased voter turnout and favoured the incumbent. This evidence suggests that vote buying increases participation and counteracts the incumbency advantage.
